Abstract

Introduction. Citation is the main indicator in research performance evaluation using the quantitative approach. There have been many criticisms of citations since they were used half a century ago, but they have not yet succeeded in bringing new concepts and methods. This paper aims to criticize and propose a new approach to citation analysis. Data Collection Method. A contemporary critical theory methodology was adopted as a framework to collect and analyze the data. Scientific publications related to citation analysis was collected from several databases such as Google scholar, Microsoft academic search, dan Garuda Ristekdikti. Analysis Data. Publications data were critically reviewed and analyzed narratively by using open coding. Results and Discussions. The results mapped the lack of citation analysis form various aspects: (1) criticism of the positivist paradigm which did not succeed in achieving its objectives, (2) criticism of methods that produce invalid results, and (3) criticism of ethical issues of the researcher and bias in implementation. The proposed solution and recommendation is to change the citation analysis method from a simple measurement of bibliographic data to text and context analysis based on a computer science approach (machine learning techniques). Conclusion. This new method has the potential to be developed within the framework of quantitative in Science and Technology studies to overcome existing criticisms. Subsequent multidisciplinary studies are needed to lay a strong philosophical and technical foundation particularly in applying the in-text citation analysis method for evaluating research performance in accordance with the Indonesian context.

Abstract

PDII had a unit in Puspiptek Serpong called UPJ PDII Serpong in charge of providing access to scientific information. To improve its service quality, it was necessary to evaluate user’s perception on provided services and compared it to the other library services in Puspiptek area. Evaluation was done on user’s satisfaction in the aspects of content, personnel, facilities, and price. Data were collected using questionnaires in the form of Google Form. Questionnaires were distributed to researchers in Puspiptek Serpong area, which were from LIPI, BATAN, and BPPT. Data obtained were analyzed using statistic descriptive method. Performance aspects were analyzed using Shannon Entropy to get the weight and the rank performances. The Performance of UPJ PDII Serpong compared tothe similar institutions using the Wilcoxon Match Pairs Test. Result showed that the customer satisfaction consist of content availability, servicespeed, price, librarian’s attitude, facilities, suitability of the content had an index of satisfaction with the value of B (Good). The librarian’s attitude had the highest performance, followed by the availability and suitability of content, service speed, facilities, and price. The performance of UPJ PDII Serpong superior in all aspects compared to BPPT and BATAN library performance.

Abstract

Many research organization have been developing institutional repositories (IRs) to increase their researches impact, but in Indonesia there is only one research organization’s IR i.e. Indonesian Institute of Sciences (Lembaga Ilmu Pengetahuan Indonesia/LIPI) Institutional Repository. Therefore, the study of this IRs is very important to encourage research organizations to develop their IRs. This study analyzed the quality and self-archiving facilities of LIPI and world best IRs website based on Webometrics ranking. The method used web analysis on content, features and policies. The result showed that best quality IRs has a mandatory regulations to deposit researcher’s scientific work as well as a clear policy on the type of content, copyrights, and access. These IRs also provide informative features and services to supporting researcher’s self-archiving as well as facilitating public to access the web.

Abstract

Evidence - based library management ( EBLM ) is a relatively new concept in the library management. This concepthas been implemented in several countries to improve the quality of library services, the quality of librarians, and thequality of publications in field of library and information science. This study discusses the urgency of implementingEBLM in Indonesia and its challenges. The study use literature and secondary data method. The secondary datawhich used consists of the availability and the access to scientific evidences as well as the quantity and quality ofhuman resources. Results of the data and theory triangulation was then analyzed descriptively. The results arguethat EBLM is important to be implemented in Indonesia and might be a potential to overcome the existing problemsof librarianship, particularly in LIPI. The implementation will face some challenges such as the limited scientificevidences and the ideology of librarian or library leader. The study also provides several recommendations tosupport EBLM implementation on national scale, library organizations, and professional organizations.
