Abstract

Public services are provided by public service providers. Public service providers, hereinafter referred to as State Administrators. The essence of the implementation of public services is to provide public welfare services. The research objective was to see the public service strategy in supporting New Habit Adaptation (AKB) in terms of Law No.25 of 2009. The study used a qualitative approach with descriptive analysis methods of library research type. Library research using library data learning methods, reading, and taking notes and processing research materials. Discussion of research results, articles, news obtained through the literature, and official government agency source websites and sources relevant to the research. How to work in the Covid-19 era gave birth to new disciplines while the process of getting used to it in public services was needed. The new disciplinary process tends to access technology online. Directly based on a new adaptation pattern which becomes an obligation. Social phenomena seem irrational when isolating themselves at home, the government gathers, the streets are closed, the industry stops operating, schools use bold media, and public services are carried out online. In reality, this condition occurs in all countries. The transition period is a moment to transform and reset old public services to new ones. Regeneration of service updates is important to do considering the era of information technology today.

Abstract

This type of research uses a type of qualitative research with a descriptive type. The number of informants in the study was 12 people who were determined by data collection techniques and used interview, observation, and documentation methods. The research methods used in this study are qualitative descriptive. The type of data used includes primary data and secondary data, while the data source taken from the key informant, including the Head of the Section for Social Rehabilitation of Children and The Elderly and some staff and informants are 8 street children. The results showed that the aspect of data collection conducted by the Social Service was very good, together with satpol pp carrying out the operation of the regulation on street children to get the data that was then used as the basis of coaching. Regarding the supervision carried out by the Social Service is still not maximal, this is because officers will not conduct raids if there are no complaints or complaints from the community who are disturbed by the presence of street children. The temporary shelter aspect is very appropriate, a place for street children waiting for families and officers to give input so that street children want to take skills training. Regarding the aspect of social assistance carried out by the Social Service is quite good, by helping street children who want to continue their education and want to accompany street children who do not have a family as their guardians.Jenis penelitian ini menggunakan jenis penelitian kualitatif dengan tipe deskriptif. Jumlah informan dalam penelitian ini adalah 12 orang yang ditentukan dengan tekhnik pengumpulan data dan menggunakan metode wawancara, observasi dan dokumentasi. Metode Penelitian yang digunakan dalam penelitian ini ialah deskriptif kualitatif. Jenis data yang digunakan meliputi data primer dan data sekunder, sedangkan sumber data yang diambil dari key informan, diantaranya yaitu Kepala Seksi Bidang Rehabilitasi Sosial Anak dan Lansia serta beberapa staff dan informannya ialah 8 anak jalanan. Hasil penelitian menunjukkan bahwa mengenai aspek pendataan yang dilakukan oleh Dinas Sosial sudah sangat baik, bersama satpol pp melakukan operasi penertiban pada anak jalanan guna mendapatkan data-data yang selanjutnya dijadikan dasar pembinaan. Mengenai pengawasan yang dilakukan oleh Dinas Sosial masih belum maksimal, hal ini dikarenakan petugas tidak akan melakukan razia jika tidak ada keluhan atau aduan dari masyarakat yang terganggu dengan keberadaannya anak jalanan. Aspek penampungan sementara sudah sangat tepat, tempat untuk anak jalanan yang menunggu keluarga dan petugas memberi masukan agar anak jalanan mau mengikuti pelatihan keterampilan. Mengenai aspek pendampingan sosial yang dilakukan Dinas Sosial sudah cukup baik, dengan memberikan bantuan kepada anak jalanan yang ingin melanjutkan pendidikan dan mau mendampingi anak jalanan yang tidak memiliki keluarga sebagai walinya.

Abstract

Open government, also known as government transparency, is a reform mandate that needs to be handled as soon as possible. The purpose of open government in public policy is to foster transparency, involvement, and accountability. The idea of open government has been the topic of scholarly discussion for only recently, yet it has already gained significant traction. This normative and analytical paradigm can be articulated through conversations centered on the reform of governance. A new normative, strategic, and operative paradigm has emerged from the mandate of reform, which is based on the principles of openness, participation, and collaboration, it is argued in this paper that around the idea of open government and, more precisely, at least in Indonesia, the idea of an open state, a new paradigm has emerged. This paradigm is centered on the idea of open government. This research makes use of a qualitative methodology alongside a method of literature evaluation. This study will inquire into the rebirth of open government as well as the idea of an open state achieved through open government as a mandate for the ongoing fight for reform
