<![CDATA[Tujuan penelitian menganalisis pengaturan netralitas Aparatur Sipil Negara (ASN) pada pelaksanaan Pilkada di Kabupaten Bulukumba; dan mengetahui perbuatan-perbuatan yang menjadi pelanggaran Netralitas bagi Aparatur Sipil Negara (ASN) pada pelaksanaan Pilkada di Kabupaten Bulukumba. Tipe penelitian ini adalah penelitian normatif empiris. Adapun hasil penelitian ini : (1) Netralitas Aparatur Sipil Negara pada Pelaksanaan Pemilihan Kepala Daerah di Kabupaten Bulukumba belum terlaksana dengan baik; (2) Faktor-faktor yang mempengaruhi ketidak-netralan aparatur sipil negara pada Pelaksanaan Pemilihan Kepala Daerah di Kabupaten Bulukumba disebabkan karena faktor internal dan eksternal; (3) Dalam pelaksanaan mekanisme penjatuhan sanksi kepada Aparatur Sipil Negara yang tidak netral pada pelaksanaan Pemilihan Kepala Daerah di Kabupaten Bulukumba Tahun 2020 belum sepenuhnya terealisasi. The Research objective to analyze the neutrality setting of the State Civil Apparatus (ASN) in the implementation of the Regional Head Election in Bulukumba Regency; and knowing the actions that constitute a violation of Neutrality for the State Civil Apparatus (ASN) in the implementation of the Pilkada in Bulukumba Regency. This type of research is empirical normative research. The results of this study: (1) The neutrality of the State Civil Apparatus in the Implementation of Regional Head Elections in Bulukumba Regency has not been carried out properly; (2) The factors that influence the non-neutrality of the state civil apparatus in the Implementation of Regional Head Elections in Bulukumba Regency are caused by internal and external factors; (3) In the implementation of the mechanism for imposing sanctions on State Civil Apparatus who are not neutral in the implementation of the Regional Head Election in Bulukumba Regency in 2020, it has not been fully realized.]]>
