<![CDATA[Tujuan penelitian menganalisis Netralitas Aparatur Sipil Negara Dan Implikasi Penerapan Sanksi Atas Pelanggaran Terhadap Penyelenggaraan Pemilihan dan faktor-faktor apakah yang mempengaruhi Netralitas Aparatur Sipil Negara Terhadap Penyelenggaraan Pemilihan. Penelitian ini mengunakan data primer berupa hasil wawancara dan penyebaran kuesioner pada Kantor Bawaslu Polewali Mandar, Kantor KPU Polewali Mandar, data sekunder berupa hasil karya dari pakar pakar hukum, teori-teori hukum, buku-buku, dan situs resmi yang berkaitan dengan judul penelitian. Hasil penelitian menunjukkan bahwa : (1) Implikasi Penerapan Undang-Undang Nomor 5 Tahun 2014 Tentang Aparatur Sipil Negara dan Peraturan Pemerintah Nomor 53 Tahun 2010 Tentang Disiplin Aparatur Sipil Negara pada pemilihan Bupati di Kabupaten Polewali Mandar masih kurang berpengaruh, (2) Setelah dilakukan serangkaian pengujian korelasi dari faktor-faktor yang mempengaruhi, diperoleh hasil bahwa faktor pemahaman terhadap aturan, budaya hukum, pengaruh pihak lain, dan perilaku aparatur sipil negara mempengaruhi netralitas aparatur sipil negara. The Research objective to analyze the Neutrality of the State Civil Apparatus and the Implications of Implementing Sanctions for Violations in the Implementation of Elections and what factors affect the Neutrality of the State Civil Apparatus to the Implementation of Elections. This study uses primary data in the form of interviews and questionnaires at the Polewali Mandar Bawaslu Office, Polewali Mandar KPU Office, secondary data in the form of the work of legal experts, legal theories, books, and official websites related to the research title. The results of the study show that: (1) The implications of the application of Law Number 5 of 2014 concerning State Civil Apparatus and Government Regulation Number 53 of 2010 concerning Discipline of State Civil Apparatus in the election of Regents in Polewali Mandar Regency are still less influential, (2) After a series of Correlation testing of the influencing factors, the result is that the understanding of the rules, legal culture, the influence of other parties, and the behavior of the state civil apparatus affect the neutrality of the state civil apparatus]]>
