<![CDATA[Tujuan Penelitian menganalisis netralitas Aparatur Sipil Negara dalam Pemilihan Kepala Daerah di Kabupaten Maros dan faktor-faktor yang mempengaruhinya. Jenis penelitian adalah penelitian hukum empiris. Penelitian dilaksanakan di Badan Pengawas Pemilihan Umum Kabupaten Maros dan Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Daerah (BKPSDM) Kabupaten Maros. Hasil penelitian ini menunjukkan: 1) Netralitas Aparatur Sipil Negara pada Pelaksanaan Pemilihan Kepala Daerah di Kabupaten Maros belum terlaksana dengan baik. 2) Faktor-faktor yang berpengaruh pada Pelanggaran Netralitas Aparatur Sipil negara dalam Penyelenggaraan Pemilihan Kepala Daerah Tahun 2020 di Kabupaten Maros adalah faktor adanya hubungan kekeluargaan/kekerabatan dengan calon, pemberian sanksi yang lemah, adanya intervensi/tekanan dari pimpinan/atasan, motif untuk mendapatkan/mempertahankan jabatan, dan ambiguitas peraturan, faktor sarana prasarana, faktor kesadaran hukum masyarakat dan budaya hukum masyarakat. The purpose of this study is to analyze the neutrality of the State Civil Apparatus in the Regional Head Election in Maros Regency and the factors that influence it. This type of research is empirical legal research. The research was carried out at the Maros Regency General Election Supervisory Agency and the Maros Regency Personnel and Human Resources Development Agency (BKPSDM). The results of this study indicate: 1) The neutrality of the State Civil Apparatus in the Implementation of Regional Head Elections in Maros Regency has not been carried out properly. 2) Factors that influence the Violation of the Neutrality of the State Civil Apparatus in the Implementation of the 2020 Regional Head Election in Maros Regency are the factors of familial/kinship relations with candidates, weak sanctions, intervention/pressure from leaders/superiors, motives for obtaining maintaining position, and regulatory ambiguity, infrastructure factors, community legal awareness factors and community legal culture.]]>
