Abstract

This study aims to: (1) determine and analyze the implementation of the government'sprocurement of goods/services in Gorontalo Regency. (2) To find out and analyze whatfactors influence the process of implementing government procurement of goods/services inGorontalo RegencyThis research is a research with a qualitative descriptive approach, namely examining,analyzing and decrypting the data.The results showed that (1) the working group had carried out explanations, but theworking group's readiness in providing initial explanations and in answering questions fromparticipants was still not optimal, because there were still working groups that providedinitial explanations that had passed the allotted time. (2) the evaluation of the bid documentshas followed the existing regulations, however, due to frequent changes in regulations, theunderstanding of the working group may differ from one another. Because there are workinggroups that can quickly adjust existing regulations, some are not. (3) Proof of qualification isfollowed in accordance with existing regulations. It's just that the timeliness of theprospective provider is still lacking because it always comes at the time of proving thequalifications will end. (4) The stage of refutation of the working group tries to provideanswers to potential providers in a good, relevant, and transparent manner. It's just that thebidders are dissatisfied. Because they didn't win, they use the rebuttal route to express theirdissatisfaction. (5) Human resources and facilities and infrastructure are sufficient. However,if there are a large number of packages being tendered, the working group will ask for theassistance of personnel from other OPDs to become an election working group. (6) social,political and economic factors greatly influence the implementation of governmentprocurement of goods/services. From an economic point of view, the tender process is thestarting point for selecting business actors. Business actors will compete and will takeadvantage of existing resources and of course will increase the economic income of thecommunity. Judging from the social conditions, the community can work or be directlyinvolved in the project. If politics is very influential, but the working group must still beguided by the existing rules. So, there will be considerations that must be placed on the rulesin the procurement of goods/services. (7) the disposition factor can affect the process ofimplementing government procurement of goods/services in the provider selection stage, it'sjust that the working group's attitude must always be able to understand the existing rules, sothat everything can be adjusted

Abstract

The Analysis of the Issuance Quality of the Driving License (SIM) at the Police Office of Gorontalo Regency. The objectives of this study are: 1) to determine the quality of administrative service provision for a driving license at the police office of Gorontalo Regency; 2) to know the determining factors in the police office of Gorontalo Regency in improving the quality of public services; 3) to know the efforts made by the Gorontalo Police Traffic Unit in overcoming the problem of improving the quality of public services. This study uses a qualitative approach with in-depth interviews with informants, namely direct and service staff on the object under study. Data sources, namely: primary data, namely data obtained directly from the object of research and processed by the researcher himself, secondary data, namely data related to previous research data and from institutions related to the variables studied. The results of this study indicate that the Satpas of the Gorontalo Police Traffic Unit has not fulfilled adequate service facilities in providing quality public services to the community such as: facilities and infrastructure as well as human resources. However, the officers have shown an attitude of responsiveness to help the community when they experience difficulties during the process of making a driving license administration.

Abstract

The current study aims to determine the role of the inspectorate as an internal auditor. It also aims to find out the factors that hinder the role of the Internal Auditor Inspectorate in Realizing Good Governance and Clean Government in the Regional Government of Pohuwato Regency. This research uses a qualitative approach. Primary data was obtained through interviews with 8 informants within the Government Internal Supervisory Apparatus, 3 informants from related offices regarding data collection techniques. In analyzing the data, the researcher uses 3 components of activity, namely data reduction, data display, and conclusion drawing / verification. The results show that: 1) The role of the inspectorate as an internal auditor in implementing good governance in the Pohuwato District Government is in accordance with the established rules. Seen the role of a supervisor. Supervision is carried out through audit activities in identifying problems, analyzing and evaluating evidence which is carried out independently, objectively and professionally based on audit standards as well as assessing the correctness, accuracy, credibility, effectiveness, efficiency and reliability of information on the implementation of duties and functions of government agencies. 2) Factors affecting the role of the inspectorate as internal auditors in the implementation of good governance in the Pohuwato District Government are independence, quality and quantity of human resources as well as the availability of facilities and infrastructure.

Abstract

This study aims to analyze employee perceptions regarding the approach of Reinventing Organizational Behavior Management at the Higher Education Service Institution (LLDIKTI), specifically in Region XVI. The research data was collected through interviews and observations and analyzed using an interactive model. The findings indicate that employee participation in the decision-making process within the LLDIKTI Region XVI work environment remains uneven. The study found that leadership figures, such as the Head of LLDIKTI Region XVI and Team Leaders, primarily control the decision-making process within LLDIKTI Region XVI. This results in lower-level staff merely accepting decisions that have already been made. While this approach may be more efficient in terms of time, it could significantly impact employees' perceptions of their roles if it continues over an extended period. Employees may develop sentiments of being undervalued or excluded from the formulation of policies, potentially leading to a decline in their motivation to contribute to the organization's goals. This, in turn, may result in apathy among employees, consequently hindering the organization's performance and preventing it from achieving its intended objectives. Increasing employee participation in decision-making would provide various stakeholders opportunities to contribute and assume responsibility for achieving organizational goals, thereby fostering a more engaged and accountable workforce.

Abstract

This study aims to develop a rice development strategy in Ranteangin District, North Kolaka Regency, by utilizing local potential while addressing various challenges faced by farmers. The analysis was conducted using the IFAS, EFAS, and SWOT matrices to identify strengths, weaknesses, opportunities, and threats. The analysis results indicate that the position of rice development is in quadrant V of the IE Matrix, which indicates the need for a hold and hold strategy through increasing internal efficiency, optimizing resources, and utilizing external opportunities. The formulated strategic priorities include maximizing land and irrigation utilization with the support of subsidies and agricultural programs, increasing farmer capacity through training and extension on agricultural modernization, strengthening sustainable market partnerships, and diversifying farmer income sources. The implementation of this strategy is expected to increase productivity, competitiveness, and economic resilience of farmers, while encouraging the failure of rice farming businesses in Ranteangin District. This study also recommends a synergistic role between local governments, agricultural extension workers, farmer groups, farmers, as well as researchers and academics in supporting the success of rice development based on local potential.

Abstract

This research aims to investigate the response of various types of vegetable plants, namely cucumber (Cucumis sativus L.), to the application of trichocompost made from sago pulp. The use of this organic fertilizer is raised as a solution to address modern agricultural challenges such as soil fertility degradation and dependence on chemical fertilizers. Sago pulp, as an abundant agro-industrial waste, is processed into trichocompost using the antagonistic fungus Trichoderma sp., which not only functions as a decomposer but also as a biological control agent against soil-borne diseases. Based on the research results, it can be concluded that the application of Sago Tricocompost has varying effects depending on the type of plant. In cucumber plants, the application of tricocompost, particularly at the highest dosage (P3), consistently shows a very significant effect on vegetative growth (plant height) and harvest yield (fruit weight and production per hectare). This indicates that sago waste tricocompost is very effective as an organic fertilizer to enhance cucumber productivity, likely due to its nutrient content and the microbial activity of Trichoderma that supports growth.

Abstract

This study aims to evaluate the role of farmer groups in the cocoa revitalization program towards increasing farmer income in Era Baru Village, Kodeoha District, North Kolaka Regency. The method used is a descriptive quantitative approach with paired sample t-test analysis to see the difference in income before and after the program. The results of the study indicate that the cocoa revitalization program has a positive impact on farmer income. The average farmer income increased from Rp 22,302,811 to Rp 23,802,189, with an average difference of Rp 1,479,377.78. The t-test shows a significant value of 0.000 (p < 0.05), which means there is a statistically significant difference between income before and after the program. From the institutional aspect, the average score of farmer group development is in the growth category (56.39%), with extension services having the highest score (76.30%). Meanwhile, aspects of organization and leadership (44.81%), member participation (51.11%), and group performance and results (53.33%) still require strengthening. These results confirm that, in addition to technical improvements in cocoa cultivation, strengthening farmer group institutions is a crucial factor in the program's success. Further strategies such as managerial training, increasing young farmer participation, and strengthening market access and partnerships are needed to ensure the revitalization program's impact is sustainable and equitable across all farmer group members.Â
