Abstract

ABSTRAK Hingga saat ini pencemaran air masih menjadi persoalan krusial di berbagai negara, khususnya di negara-negara berkembang termasuk Indonesia. Evaluasi tingkat pencemaran air secara berkala merupakan salah satu bentuk upaya dalam sistem pengelolaan sumberdaya air. Metode Indeks Pencemaran (IP) merupakan salah satu metode analisis kualitas air yang diaplikasikan di Indonesia. Metode ini merupakan perhitungan relatif antara hasil pengamatan terhadap baku mutu yang berlaku. Sebagai metode indeks komposit, IP terdiri atas indeks rata-rata dan indeks maksimum. Indeks maksimum dapat memberikan indikator unsur kontaminan utama penyebab penurunan kualitas air. Unsur utama dapat dihubungkan dengan sumber pencemar, apakah dari domestik maupun, non domestik (industri). Studi kasus dilakukan di hulu DAS Citarum (segmen Wangisagara-Nanjung) menggunakan data historikal tahun 2002 s.d. 2010. Hasil penelitian tersebut menunjukkan bahwa fecal coliform, sulfida, dan fenol merupakan tiga unsur utama penurunan kualitas Sungai Citarum. Fecal coliform adalah parameter tipikal dalam limbah domestik. Fenol adalah parameter tipikal dalam limbah industri. Sedangkan sulfida bisa berasal dari domestik maupun industri. Hasil penelitian menunjukkan telah terjadi diferensiasi polutan dari sumber domestik saja menjadi domestik dan non domestik setelah tahun 2005.

Abstract

The development of Sumatera provides national economic progress of Sumatera role by thirty-one percent. The role of Sumatera against constellation of national economies is not separated from commodity potential and maritime transport support as catalyzation in stimulating the growth of regional economic sectors such as industry, trade and tourism. However, not yet significant impact is felt, the strengthening of commodity distribution connectivity is necessary. This research aims to know the support of maritime connectivity Sumatera port to potential commodity in Sumatera. Methodology is a method of policy analysis, commodity productivity, spatial and maritime connectivity index. The results showed that there were thirty-two nodes of commodity development supported by maritime transport with the magnitude of maritime connectivity and the movement of goods in-out the territory of Sumatera in the constellation Sumatera/national/international showed the high role of one maritime transport through Tanjung Uban port (47.34 million tons), Dumai port (12.16 million tons) and Boom Baru port (7.6 million tons). The support of movement of commodity goods increases wheels of the economy and suppresses the disparities of Sumatera Region

Abstract

Overloading has caused headache to Indonesian Road Authority due to its rates and severity. The Directorate General of Land Communication (DGLC) suspected mismanagement of Weigh Bridge Station (WBS) significantly contributes to the in effectiveness of WBS in deterring overloading offences from the road network. A change was set up by involving private sector in WBS management. Four WBSs in Sumatra were included in the pilot project. This paper utilized the data provided by the pilot project to characterize overloading offences captured by the WBSs.Three hundred sixty (360) cases were randomly selected from over 10,000 cases of 4 WBSs. Descriptive and crosstabs analyses were conducted indicating that overloading has not been simply related to trucking cost coverage but rather related to the utilization of resources in freight transport. Deeper understanding by conducting insight look towards the motivation of overloading is strongly recommended in solving the problem of overloading.
