Abstract

Media, especially television channels and newspapers have become another political battleground in Indonesian democracy. Some following scenes would describe how Indonesian media empires link to the political system. Media becomes the battleground for politics and there are two point-of-views that could be taken. First, from the perspective of politicians, media is a medium to legitimate their political authority. Second, from the perspective of media barons, politics is an arena that can benefit their business empires. At this point, the marriage between political power and media ownership will eliminate the independence; consequently, the role of media in the concept of democracy to control the power will be diminished or even disappeared.

Abstract

Evidence-Based Policy Making (EBPM) is often presented as a rational and objective policy ideal, yet evidence is not neutral; it is constructed through power relations, interests, and epistemic frameworks. Using Critical Discourse Analysis grounded in social constructivism and Michel Foucault’s theory of power, this study examines poverty alleviation policy in Provinsi Banten. The analysis draws on provincial planning documents (RPJMD/RPD and RKPD), Bappeda Provinsi Banten policy documents, and BPS poverty releases and press statements. Findings identify a recurring EBPM discourse that privileges macro indicators and performance metrics to narrate “progress,” while marginalizing intra-provincial inequality and contested definitions of “the poor.” Evidence therefore does not “speak for itself” but is mediated by values, policy paradigms, and dominant actors’ interests. The article argues for EBPM that integrates ethical and epistemological reflexivity and local context so policy is not only scientific but also fair and inclusive.

Abstract

This study examines digital innovation in public fund management for affordable housing financing through a Systematic Literature Review (SLR) approach, aiming to explore its contribution to the realization of smart governance. The review synthesizes relevant studies on digital governance, public financial management, and housing policy to identify patterns, challenges, and research gaps. The findings indicate that digital innovation—such as e-budgeting, integrated financial systems, and data-driven governance—has significantly improved administrative efficiency, transparency, and accountability in public finance. However, its impact on affordable housing financing remains limited due to fragmented institutional coordination, insufficient data integration, and weak organizational capacity. The study reveals that digital transformation often remains at a procedural level and fails to produce substantive governance improvements. Addressing this limitation, the study proposes an integrative framework in which smart governance is achieved through the alignment of three key dimensions: digital infrastructure, institutional capacity, and collaborative governance processes. This framework highlights that technological advancement alone is insufficient without organizational readiness and cross-sector coordination. The findings offer theoretical contributions to Public Administration by integrating digital governance and public financial management within the housing sector. Practically, the study provides policy implications relevant to urban contexts, including DKI Jakarta, in enhancing effective and data-driven housing finance governance.
