Abstract

Differences in land access on Pasaran Island reflect complex inequalities between local and migrant groups, and between communities with different economic power. The social-ecological dynamics involved control of land resources and reclamation. The absence of appropriate regulations has led to tensions. Using a qualitative method using in-depth interviews with 14 informants. Informant selection based on purposive sampling technique based on criteria, primary data was collected from 14 informants who were directly involved in the social-ecological dynamics created on Pasaran Island, including the Local Government (Marine and Fisheries Office of Bandar Lampung City and Land Office of Bandar Lampung City), Head of Village, Head of Neighborhood Association, Local Community (Bugis), Migrant Community (Cirebon and Indramayu), and Community Leaders.  Data collection was closed after data saturation was reached when no more new information emerged, and the data collected as a whole formed a complete story. This research explores issues of access struggle and social-ecological dynamics within the framework of access theory. Based on understanding these land access and socio-ecological dynamics, the government can take more appropriate steps to manage resources, prevent conflict, and support environmental sustainability and community welfare on Pasaran Island.

Abstract

The sources of social change are diverse; one of which is the social movement. The study of social movements is essential for understanding contemporary society and the direction of its movement. Whether or not a movement is massive does not hide the reality that social movements can change history, sometimes by causing significant changes. The emergence of social movements is not sudden but determined by various factors, such as political opportunities, mobilization structures, and framing processes. A new factor which becomes the focus of the present study is related to the complexity of the actors involved in a social movement. This focus is important, given the mapping of strengths and roles of actors who have networked in different spheres of power has its benefits in order to analyze the dynamics of social movements. This study aims to analyze the success factors of the fishers’ social movement and the roles of actors in determining the strategy of the movement, which can influence the results. This research used a mixed-method that involves a combination of qualitative and quantitative approaches. The results showed that actors in the social movement of fishers were divided into five layers with a hierarchical structure, while each layer had different roles and responsibilities. Furthermore, mobilized resources include moral resources, material resources, socialorganizational resources, and human resources.

Abstract

Penambangan timah di Kabupaten Bangka telah menimbulkan banyakkerusakan lingkungan termasuk sungai. Kualitas air, habitat perairan dan keanekaragaman sumberdaya ikan terancam serta sistem kearifan lokal masyarakat yang ada akan terganggu. Penelitian ini bertujuan untuk menganalisis pengaruh aktivitas penambangan timah terhadap kualitas perairan dan keanekaragaman jenis ikan serta kearifan lokal masyarakat terkait perlindungan dan pemanfaatan sumberdaya perairan sungai. Penelitian dilakukan dari Februari sampai Mei 2013 melalui pengambilan contoh ikan menggunakan jaring insang dengan beberapa ukuran mata jaring. Pengukuran beberapa parameter kualitas air dilakukan dan dianalisis menggunakan Indeks Pencemaran (IP) dan indeks habitat untuk melihat gangguan pada habitat akibat penambangan timah. Data kearifan lokal dikumpulkan dengan pengamatan lapangan dan wawancara mendalam kepada tokoh masyarakat serta para pemangku adat. Hasil penelitian menunjukkan bahwa penambangan timah mempengaruhi kualitas air terutama kecerahan, kekeruhan dan padatan total tersuspensi (TSS; Total suspended solid). Berdasarkan nilai IP sungai di wilayah penambangan timah menunjukkan tercemar sedang dan kondisi habitat dalam kondisi gangguan berat. Rendahnya kualitas air akibat sedimentasi limbah penambangan timah mengakibatkan menurunnya keanekaragaman dan komposisi jenis ikan di perairan. Sementara itu sistem kearifan lokal masyarakat bertahan dengan tetap mematuhi aturan adat meskipun perairan telah terganggu.
