Abstract

Human resource development that occurs in pemerrintah personnel and the general public can not be separated from factors outside or from within. Homeyo District is one of the names of the seven district in Intan Jaya district. Human resource development that occurs in the government and public officials Homeyo District mainly because of education, knowledge. Factors driving force includes contact with the culture that comes from the West, another public system open, heterogeneous population consisting of several genera such as Bagubau, Bagau, Belau, Kobogau, Selegani, Tipagau, Mayani, Hagimuni, Miagoni, Migau, Wandagau, Japugau, Duwitau, Zanambani, Wamuni, Jagani, Holombau, as well as future-oriented society, but other things, that hinder the process of development of human resources, among others, is to have a level of education and knowledge are low both education and nono fromal fromal.   Keywords: Development, Human Resources, Education, Training

Abstract

Awareness of the importance of Community-Based Disaster Risk Reduction (PRBBK) should be pursued in view of the condition of Indonesia in general and Bitung in particular in geographically and geologically is a disasterprone areas where mainstream disaster events from year to year showed a significant increase. PRBBK program requires the active involvement of communities across the stage of disaster risk reduction. Call for Proposals aims to reduce the vulnerability and increase the capacity of communities to prevent or minimize the potential loss and damage caused by the disaster to life, shelter, livelihoods and the environment. This study aims to assess the community participation in the program of community-based disaster risk reduction in Bitung, this study using research methods kualitatitf.

Abstract

Public services can not be separated from issues of public interest, which became the origin of the emergence of the term public service. The globalization of information technology for carrying all agencies, the Institute, the Agency, the Department and the Office of Government towards changes on attitudes about how to provide public services effectively and efficiently. Rapid technological advances have led to a huge influence on all areas, namely in the information technology services to a government agency. This research is located at the Immigration Office Class 1 Manado is one of his duties is a service passport, service passport to analyze the terms of Law No. 25 of 2009 on public services. This study used qualitative research methods. From the results of research on public perception inside the passport is quite good but there are still things considered less.
