Abstract

Selorejo dam is located in the village of Pandansari, Ngantang Sub Regency, Malang Regency. It is located in Kali Konto, a tributary of the Brantas River. Selorejo dam has a very important function, especially for the purposes of hydroelectric power generation and irrigation. As an old dam, completed in 1970, Selorejo experiences a decreasing volume of its reservoir due to a high sedimentation rate. The decreasing volume Selorejo reservoir has impacted the function of the dam and it is important to formulate a better operating rule to optimalize the current volume. During the planning of the operating rule of Selorejo reservoir, Perum Jasa Tirta I as an operator of the Selorejo Dam use a dependable discharge in predicting inflow discharge. This study predict the inflow discharge using ARIMA forecasting method, which then used to formulate a new operating rule. This study used 10 years of 10 days period inflow discharge data, which 9 years of it used to generating the ARIMA model and the last 1-year data for calibration. The study result suggest that the best ARIMA model in predicting the dam’s inflow discharge is ARIMA (1,1,1)(2,1,1) 36. Compare to a current method, this model is proved predicts better inflow discharge which has smaller Relative Error (KR) to the real data (Model’s KR 5.5 and Operator’s KR 17.8).Keywords: ARIMA, inflow discharge, the operating rule of reservoir, reservoir of Selorejo Dam.

Abstract

Sedimentation caused by erosion in the Lesti Sub-Watershed and the upstream part of the Brantas Watershed as a whole has an impact on disrupting the role of the Sengguruh Dam in supporting economic activity in East Java. Reducing erosion in upstream areas during their development requires an environmental science approach that harmonizes economic, social, and environmental aspects. This study aims to: Assess the influence of population pressure, community behavior, and land use on erosion in the Lesti Sub-watershed; Predict erosion in the Lesti Sub-watershed; and Provide an environmental science-based conservation strategy for the Lesti Sub-watershed in the context of sustainable development.. The research method used was mixed methods, both through GIS assistance for the Modify Universal Soil Loss Equation erosion formula and also through questionnaires and interviews with communities in the Lesti sub-watershed area. From research on the Lesti sub-watershed, the average erosion rate obtained is 153,868 tons/ha/year, which means it exceeds the minimum tolerance limit. Of the 12 sub-districts in the Lesti sub-watershed area, 6 (six) sub-districts have problems from the environmental aspect through the condition of several sub-districts with high erosion hazard levels. Erosion is correlated with people's knowledge, attitudes, and behavior in the economic aspects through population pressure and social conditions through land use patterns. Based on environmental science, conservation priority recommendations are for these 6 (six) sub-districts by improving soil and water conservation efforts, both vegetatively and civil-technically (environmentally), environmental education (social), and community economic empowerment (economy).

Abstract

Water resource management in Indonesia represents a paradox of abundance and scarcity. Despite the country’s vast hydrological potential, approximately 15% of Indonesians still lack reliable access to clean water, with stark inequalities persisting between urban and rural regions. Prior research has primarily emphasized technical and infrastructural dimensions, leaving a research gap in understanding how regulatory frameworks intersect with socio-economic and environmental realities. The urgency of this study stems from persistent disparities in water accessibility, escalating climate change pressures, and weak enforcement of existing laws such as Law No. 17 of 2019 on Water Resources. This study aims to evaluate the effectiveness of regulatory instruments in expanding water accessibility, identify determinants shaping implementation, and assess broader sustainability implications. Employing a qualitative descriptive method with case studies in West Java, East Nusa Tenggara, and South Kalimantan, data were collected through document analysis, in-depth interviews, and field observations. The findings indicate that regulatory effectiveness is heavily influenced by geographic and institutional contexts, with challenges ranging from infrastructural deficits to pollution and climate-induced scarcity. The study recommends adaptive, region-specific regulations, strengthened institutional capacity, and participatory governance to ensure equitable and sustainable water access.
