Abstract

Change in urban land use is a phenomenon that often occurs along with the development of urban area. At the city center and fringe area, competition among urban activities has caused changes in land use from residential use to non-residential use (trade and services/commercial). The current trend is the development of office activities (government and private) that has reached residential area. The change in land use is often inconsistent with the city spatial plan and has caused negative impacts physical, environment, and social. On one side, this problem reflects the weakness of land use control in urban area in permit issuance, monitoring, and law and order. On the other side, the formulation of the spatial plan may not sensitive to the rapid development of urban economics activities

Abstract

The phenomenon of land conversion to non agricultural use which is occuring rapidly in Java has drawn large attention since it is related to wide dimension of problems, both macro and micro. This article assesses further the conversion of agricultural land in Pantura Jawa Barat by identifying problems and factors influencing the conversion and its implication to the regional spatial planning. In macro perspective, the conversion is an implication of the dynamism of urban growth in Pantura Jawa Barat. External factors considered to have some influences on this conversion are the growth of built area, the growth of urban population, amd the growth and shift of regional economic structure. Whereas in micro perspective the conversion is influenced by internal factors within the farming households, such as the growth of farming households utilizing agricultural land and changes in land owned by the farming households which indicate the increase in the process of land fragmentation.The tendency and the spatial pattern of agricultural land conversion are influenced also by government policy. There are three government policies considered as the driving force for the conversion of agricultural land: the privatization of industrial estate development, the development of large scale settlement and new towns, and deregulation of investment and permit. The policy for controlling the conversion of agricultural land will have macro and micro implications, in relation with the existence of farming households utilizing land. Another implication is related with the control of spatial use as mentioned in Law No.24/1992 about Spatial Planning. The main instruments in controlling spatial use are: Regional Spatial Plan (RTRW) and the mechanism of location permit.

Abstract

The development of agro tourism activities performed on protected area should be noticed aspects of the environmental carrying capacity. However, the fact is, agro tourism activities often followed by developments of other activities that impact on the conversion of agricultural land to uses other than agriculture. By taking the case in Taman Bunga Cihideung Area - West Bandung regency, this study was conducted using system dynamics modeling to examine the dynamics between tourist attractions with the carrying capacity of their environment. The system dynamics approach describes the problems on feedback processes. These feedbacks responsible for the changes that experienced over time which resulted dynamic behavior as consequence of system structure in agro tourism activities. Dynamic interaction of the elements of tourism attraction, socio-economic conditions of the population and carrying capacity are analyzed to understand the dynamic behavior. That dynamic behavior becomes meaningful and powerful to postulate phenomenon that occurs. The dynamic interaction between the elements of this system is used as a basis to simulate a variety of policy interventions that can develop tourism attraction with considering limitation of environmental carrying capacity. The study results can be used for sustainable tourism development policies.

Abstract

Purpose — The main objective of this study is to analyze the influence of socioeconomic development and fiscal decentralization on environmental quality in Indonesia, as well as to identify causal relationships between them.Method — The data utilized in this study are secondary data collected over the period from 2010 to 2020. Data sources were obtained from the Ministry of Environment and Forestry, the Central Bureau of Statistics, the Ministry of Finance, and the World Bank. This study uses a quantitative approach in dynamic panel data analysis with a generalized method of moments (GMM) estimation analysis. The causal relationship between environmental quality and the research variables is analyzed using the Granger causality test.Result — The study's findings indicate the presence of the reverse of an Environmental Kuznet Curve (EKC) relationship between Gross Regional Domestic Product (GRDP) per capita and environmental quality. Environmental quality is influenced positively and significantly by various factors, including human development, expenditure on environmental functions, poverty, and the manufacturing industry. On the other hand, fiscal transfers and urbanization have a negative and significant effect on environmental quality.Contribution — A more comprehensive analysis of the impact of development achievements in Indonesia on environmental quality indicators is needed at the provincial government level, considering economic development, social development, and governance aspects. This study also classifies research results based on three regional classifications and includes GMM estimation analysis, which has not been widely done.

Abstract

Indonesia berkomitmen untuk melaksanakan pembangunan berkelanjutan khususnya di bidang sosial dan ekonomi dengan memperhatikan kualitas lingkungan hidup dan didukung oleh kapasitas fiskal yang memadai. Hubungan antara variabel-variabel yang mempengaruhi kualitas lingkungan provinsi di Indonesia dibahas dengan metode estimasi Generalized Method of Moments (GMM) berkaitan dengan hubungan variabel penelitian dengan lingkungan hidup. Dapat disimpulkan bahwa Environmental Kuznet Curve (EKC) terjadi dalam model kualitas lingkungan hidup dan kualitas udara. Pembangunan manusia, kemiskinan, belanja fungsi lingkungan dan industri manufaktur berpengaruh positif dan signifikan terhadap kualitas lingkungan. Persentase PAD, transfer fiskal dan urbanisasi berpengaruh negatif dan signifikan terhadap kualitas lingkungan hidup. Pemerintah perlu menerapkan PDRB Hijau, menyiapkan perangkat kebijakan pelayanan terbaik, meningkatkan regulasi dan penegakan hukum, menerapkan sistem transfer fiskal berbasis ekologi, meningkatkan kualitas belanja fungsi lingkungan dan mempertahankan kebijakan bauran energi nasional.

Abstract

Urbanisasi yang terjadi di negara berkembang menyebabkan kepadatan suatu wilayah menjadi lebih tinggi. Hal ini memberikan dampak pada meningkatnya kebutuhan dasar, khusunya perumahan. Penyediaan perumahan menjadi permasalahan dasar, terutama bagi negara dengan pemindahan ibukota, agar masalah di ibukota lama tidak terulang kembali. Studi ini bertujuan mengeksplorasi dan membandingkan dua wilayah dengan mendeskripsikan sesuai konsep “winner” dan “loser” dengan kasus eksisting dan rencana ibukota, yang dikaitkan dengan penyediaan perumahan. Dengan menggunakan pendekatan deduktif dan analisis deskriptif kualitatif dari data sekunder yang didapatkan seperti data jumlah penduduk, daya dukung dan daya tampung, serta kebutuhan perumahan, studi ini menghasilkan wilayah “winner” dan “loser” kondisi yang berbeda dalam konteks penyediaan perumahan yang dilihat dari 3 variabel utama yaitu kepadatan wilayah, backlog perumahan, serta daya dukung dan daya tampung. Hasil analisis menunjukkan Jakarta memiliki kepadatan yang tinggi namun terbatas dalam daya dukung dan daya tampung sehingga angka backlog sebesar 61,20%. Sebaliknya, Kalimantan Timur dengan kepadatan lebih rendah dan daya dukung dan daya tampung surplus, memiliki backlog sebesar 24,18%.
