Abstract

Public bureaucracy holds a strategic position in government implementation as well as to effort of democratization and autonomy in local and village government scope. Professional bureaucracy apparatus intensely support the increase of public service quality, particular yfor social empowerment as the realization of local and village autonomy essence. The concept of bureaucracy neutrality needs to be bought into reality in order to urge a bureaucracy that more oriented to its main function, namely as public service apparatus. Long history oflndonesian bureaucracy reflects the occuring bureaucracy politization by government regime, with the result that all bureaucracys line become an administration tool in performing is authority centralization. As the consequence, service tends to be addressed to government (patron) by neglecting public service function. It includes in village government scope, in which bureaucracy becomes a political machine, meanwlile serves as an effective controlling tool that limits social access to public arena. The outcome of case study conducted in one village of Bantul Regency with data resource was gained from government official and prominent figures both in regency or village government area, reveals that bureaucracy politization in village government nowdays is much stronger than under new orde era. On the pretext of democratization and social empowerment, government (red : regent and his political party) performs a set of bureaucracy politization in village government. With limited village resource condition, politic euphoria, and conflict as the result of election proces of village government bureaucracy apparatus, government intervences village government and its community. The patron-client relation is between the government with village government and its community. It is evidenced that bureaucracy politization of villlage government is re-carried out, among others is the estabilish of "Paguyuban Pamong" with its main agenda is the winning of regent for next period and also the winning one of political party at last general election 2004

Abstract

The growth of motorized vehicle ownership has outpaced the limited availability of public land and parking spaces. Illegal parking lots and attendants in Yogyakarta worsen this problem. As an illegal parking area, illegal parking attendants do not have the legality to collect fees from the community, so collecting money from parking users is an act of illegal levies. As a result, the rights of parking users as consumers tend to be neglected without any protection from authorized institutions or officials. This phenomenon is increasingly widespread and has been going on for quite a long time, so the impression appears there is an element of omission by state officials. The research method utilized was a qualitative descriptive, interactive approach that involved collecting data through observation, documentation, and interview. The primary data were recruited through an interview, and some informants were determined with the purposive technique, which was informants or source determination based on a certain consideration. Based on the results,  parking management has been managed in such a way on Regional Regulation of Yogyakarta Number 2 of 2019. Regarding parking, the Regional Regulation (Perda) is followed up with the Mayor’s Regulation of Yogyakarta number 2 of 2019. The objectives of the parking regulations are to embody safe and orderly parking service, implement law protection and certainty, and ensure transparency of Locally-Generated Revenue Receipt in the parking area.

Abstract

Penelitian ini bertujuan untuk mengetahui tantangan yang akan dihadapi dalam penyelenggaraan Pengembangan Kompetensi Model Klasikal dan Corporate University di Sekretariat Daerah Kota Yogyakarta dalam mentransformasikan diri menjadi Corporate University dan merumuskan strategi pengembangannya. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan menggunakan teknik pengumpulan data melalui observasi, wawancara mendalam dan dokumentasi. Teknik analisis data dilakukan melalui tahapan reduksi data, penyajian data dan penarikan kesimpulan. Penelitian ini diimplementasikan sebagai proses pengumpulan data, pemilihan informan, hingga proses menganalisa datanya. Pengumpulan data ditinjau dari tekniknya dapat dilakukan melalui tiga cara, yaitu wawancara, observasi lapangan, dan angket (Sugiyono, 2015). Hasil penelitihan tahun 2023 terkait efektifitas pelaksanaan Jogja Corporate University menunjukkan rerata pegawai yang mengikuti kediklatan minimal 20 jam setiap tahun mencapai 83,3%. Dalam pelaksanaannya menggunakan aplikasi Jogja Corporate University yang terintegrasi dalam Jogja Smart Services (JSS). Disamping itu kemudahan lainnya dapat mengikuti kediklatan melalui zoom, live streaming dan youtube dengan waktu menyesuaikan kegiatan pegawai dan ujian akhir setiap kediklatan dilakukan melalui Computer Asisted Test (CAT) yang hasilnya otomatis terintegrasi ke Sistem Informasi Manajemen Kepegawaian Kota Yogyakarta serta sertifikat kediklatan dapat diunduh di aplikasi.

Abstract

In line with the development of the increasingly modern era, the Special Region of Yogyakarta has developed by maintaining the cultural and historical values ​​it has as a regional identity. This identity makes the Special Region of Yogyakarta have a tourist attraction for both domestic and international tourists. One of the cultural heritages in the field of transportation that still exists in the Special Region of Yogyakarta is the traditional pedicab. In the era of rapid technological development, traditional pedicabs are still the main source of livelihood for most pedicab drivers. In realizing preservation efforts, traditional pedicabs are now used as an alternative means of transportation to support tourism. Efforts to preserve traditional pedicabs have been supported by regional regulations that also protect the existence of this transportation. In the regional tourism development plan, traditional pedicabs are used as alternative transportation that can support the tourism sector. The results of this study describe the policy of traditional pedicab transportation modes in supporting tourism along with supporting and inhibiting factors in implementing the policy.
