Abstract

The growth of motorized vehicle ownership has outpaced the limited availability of public land and parking spaces. Illegal parking lots and attendants in Yogyakarta worsen this problem. As an illegal parking area, illegal parking attendants do not have the legality to collect fees from the community, so collecting money from parking users is an act of illegal levies. As a result, the rights of parking users as consumers tend to be neglected without any protection from authorized institutions or officials. This phenomenon is increasingly widespread and has been going on for quite a long time, so the impression appears there is an element of omission by state officials. The research method utilized was a qualitative descriptive, interactive approach that involved collecting data through observation, documentation, and interview. The primary data were recruited through an interview, and some informants were determined with the purposive technique, which was informants or source determination based on a certain consideration. Based on the results,  parking management has been managed in such a way on Regional Regulation of Yogyakarta Number 2 of 2019. Regarding parking, the Regional Regulation (Perda) is followed up with the Mayor’s Regulation of Yogyakarta number 2 of 2019. The objectives of the parking regulations are to embody safe and orderly parking service, implement law protection and certainty, and ensure transparency of Locally-Generated Revenue Receipt in the parking area.

Abstract

BJ. Habibie dan Megawati merupakan presiden di Indonesia dengan masa kepemimpian tercepat. Hal itu dikarenakan dalam situasi menuntut untuk menggantikan presiden terdahulu yang lengser. Metode penelitian yang digunakan adalah metode penelitian deskriptif historis. Tujuan penelitian adalah untuk mengetahui sejarah capaian masa pemerintahan presdien BJ. Habibie dan Megawati. Hasil temuan dalam penelitian ini adalah menunjukan Masa pemerintahan BJ. Habibie dan Megawati telah menghasikan capaian-capaian selama menjadi presiden Indonesia mesti dalam kurun waktu yang singkat. BJ Habibie berhasil menceta beberapa capaian semasa pemerintahannya yaitu  membentuk kabinet baru reformasi pembangunan, perbaikan bidang ekonomi, kebebasan berpendapat, melakukan reformasi dibidang politik, pelaksanaan sidang istimewa MPR pada tahun 1998, pemilihan umum pada tahun 1999. Begitu juga dengan masa pemerintahan Megawati telah menciptakan capaian semasa jabatannya sebagai presiden yaitu dibidang politik Megawati menciptakan kabinet gotong royong,  membuat kebijakan dalam mendirikan lembaga Komisi Pemberantasan Korupsi, Mengadakan pemilu yang bersifat demokrais pada tahun 2004, dibidan ekonomi memperbaiki kinerja ekspor, Megawati berhasil keluar dari IMF pada tahun 2003, telah berhasil menangkap 17 jendral yang korup. Megawati juga berhasil menghentikan kontrak pertambangan minyak Caltex di Blok Natuna Kepri

Abstract

Research on Agrarian Transformation is important because it touches on how a change or transformation occurs in the agricultural sector, which will also affect the condition of society. This research focuses on bibliometric analysis that seeks to analyze how research related to agrarian transformation is carried out. In this study, VOSviewer and Publish or Perish are used to facilitate data search and depiction. Data from the Scopus database is searched through Publish or Perish, with the keyword Agrarian Transformation. Furthermore, to visualize the data, VOSviewer version 1.6.19 is used to view network visualizations, overlays, and densities. The results showed that there were 7069 citations in all selected results, 706.90 citations per year, and 35.25 citations per paper. In addition, this study shows the 10 most influential authors in terms of the number of citations displayed. In network visualization, the networks that appear most often are land and production. The overlay visualization shows that before 2016 and after 2019, not much research or publication was done on the topic. Meanwhile, density visualization shows that the keywords that most often appear are agrarian transformation, transformation, agrarian change, development, land, and production, and agriculture. The limitation of this study is that the data is only taken through the Scopus database and the year of publication is taken only for ten years

Abstract

Pentingnya partisipasi masyarakat dalam pelaksanaan e-government di Indonesia, maka diperlukan kajian tentang e-partisipasi masyarakat dalam pelaksanaan e-government di Indonesia tahun 2003-2020. Tujuan dari tulisan ini adalah untuk menggambarkan partisipasi masyarakat dalam pelaksanaan e-government di Indonesia tahun 2003-2020. Metode yang digunakan adalah kualitatif dengan analisis isi. Temuan penelitian adalah bahwa pelaksanaan e-partisipasi belum tentu dapat memperlihatkan keterlibatan masyarakat secara utuh dalam pelaksanaan e-government. Pelaksanaan e-participation dapat memperlihatkan partisipasi masyarakat secara utuh apabila diikuti oleh usaha pemerintah dalam menyediakan infrastruktur telekomunikasi yang baik, sesuai dengan data yang peneliti dapat dalam EDGI yang menyatakan bahwa dari tahun 2003 hingga 2020, TII selalu memiliki poin terendah di antara kedua komponen EDGI yang lain, yaitu HCI dan OSI. Campur tangan kekuasaan dalam pemerintah dalam governance dan e-government itu ada, tetapi yang lebih dominan adalah keinginan untuk menjadikan tata kelola yang baik sehingga pelayanan kepada masyarakat dapat dilaksanakan secara efektif dan efisien.

Abstract

This study illustrates the dominance of the state through subdistrict governments and the private sector in managing water as a shared resource in the Special Region of Yogyakarta. The state's dominance in managing water resources, as a collectively owned resource, results in limited community access to water as a resource that should be enjoyed together. The need for waterfalls in DIY is very large every year, especially when entering the dry season. Girikerto's location at the foot of Mount Merapi means that the area has abundant water resources. However, the local community actually has limited access to water due to the cooperation between the district government and the private sector in dropping water into Gunungkidul Regency. The aim of this research is to illustrate how the state, through sub-district governments, can still provide local communities with access to utilize the water resources they need to meet their daily living needs. The results of this research show that the state, through the village government, has provided access to local communities to enjoy water.

Abstract

The Warungboto Tourist Village in Yogyakarta City is strategically located at the city center; however, the number of tourists visiting this village remains insignificant compared to the number of tourists visiting Yogyakarta. Therefore, tourism activities in the Warungboto Tourist Village require further development. This development cannot be carried out independently by the local community but necessitates interaction among various stakeholders. This study aims to describe the interactions among the six helixes present in the Warungboto Tourist Village, namely the Yogyakarta City Government, higher education institutions, industries within the Warungboto Tourist Village, the local community, the environment, and the media (the six-helix model).  This study used descriptive qualitative method. The findings indicate that interactions among these six helixes are essential for the sustainable tourism development of the Warungboto Tourist Village. These results align with the hexa-helix theory, which posits that government, academia, industry, community, environment, and media interaction are vital for sustainable development. Further research can be carried out for the development of tourism in tourist villages through interaction between the government, universities, industrial communities, the media and the environment or other fields.

Abstract

This study examines the continuous updating of voter data by the General Elections Commission (KPU) based on data self-sufficiency. While previous research has emphasized multi-stakeholder approaches, limited attention has been given to the potential collaboration between the KPU and the Department of Population and Civil Registration (Disdukcapil). Addressing this gap, the study analyzes mechanisms for strengthening inter-agency collaboration to ensure sustainable voter data management. Voting rights are fundamental to political participation and the quality of elections. However, significant gaps persist, as seen in Riau Province where 7,375 citizens were excluded from the voter list before the 2024 Election. This underscores the need for electoral organizers to continuously evaluate and update voter data beyond the election period. Using a qualitative method with an empirical case study approach, the study applies theories of democracy and voters’ political rights, complemented by an ethical–emic analysis. Findings reveal that the KPU remains largely passive in updating sustainable voter data, creating risks of regressive records. Furthermore, coordination with Disdukcapil is one-directional, restricting open access to population data. The novelty of this research lies in highlighting the underexplored institutional collaboration between the KPU and Disdukcapil. Unlike previous studies that focus on broad multi-stakeholder dynamics, this study shows how a targeted inter-agency partnership can directly address voter registration gaps and improve electoral accountability. Strengthening institutional relations through high-level collaboration, routine synchronization, and establishing a dedicated institution for voter data management is therefore essential.

Abstract

Kelurahan Ngupasan yang terletak di pusat Kota Yogyakarta merupakan kawasan dengan nilai historis tinggi dengan kepadatan aktivitas masyarakat yang cukup intens. Seiring meningkatnya tekanan pembangunan, wilayah ini menghadapi dua tantangan utama: meningkatnya kepadatan permukiman dan minimnya ruang terbuka hijau (RTH). Gang-gang sempit, bangunan yang berdempetan, serta keterbatasan ventilasi alami menjadi permasalahan nyata yang berdampak pada kualitas hidup warga. Di sisi lain, keberadaan RTH yang semakin terbatas menurunkan kapasitas lingkungan dalam merespons perubahan iklim mikro, mengurangi kualitas udara, serta membatasi ruang interaksi sosial. Artikel ini membahas secara mendalam permasalahan tersebut berdasarkan kondisi aktual di lapangan serta menawarkan beberapa pendekatan penanganan yang bersifat partisipatif, dengan melibatkan peran aktif masyarakat, pemerintah, dan pemangku kepentingan lainnya. Harapannya, melalui sinergi berbagai pihak, kawasan Ngupasan dapat ditata menjadi lingkungan yang lebih tertata, sehat, dan berkelanjutan.
