Abstract

Koperasi adalah badan hukum yang didirikan oleh orang perseorangan atau badan hukum koperasi, dengan pemisahan kekayaan para anggotanya sebagai modal untuk menjalankan usaha, yang memenuhi aspirasi dan kebutuhan bersama di bidang ekonomi, sosial, dan budaya sesuai dengan nilai dan prinsip koperasi.Tujuan penelitian ini adalah mengidentifikasi program dan unit-unit usaha KUD Mina Karya Bahari, Menganalisis kinerja KUD Mina Karya Bahari dalam usaha pemberdayaan masyrakat nelayan, dan Menyusun strategi KUD Mina Karya Bahari dalam rangka pemberdayaan masyarakat nelayan. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan cara observasi langsung ke lapangan.Dari program yang berjalan di Koperasi Unit Desa Mina Karya Bahari adalah TPI (tempat pelelangan ikan) dan jasa penyaluran BBM; Melalui analisis kinerja balanced scorecard didapatkan bahwa dalam programnya Koperasi Unit Desa Mina Karya Bahari termasuk dalam kategori berhasil; Pelanggan Koperasi Unit Desa Mina Karya Bahari menyatakan bahwa adanya ketidakmerataan dalam pelayanan, selain itu kurangnya program yang mendukung kegiatan untuk penyediaan bahan baku nelayan untuk menangkap ikan.; dan Untuk bahan rujukan dan perbandingan Koperasi Unit Desa Mina Karya Bahari matrik SWOT dapat diketahui bahwa strategi yang dipilih adalah strategi pada kuadran I yaitu strategi S-O (Strength – Opportunity). Strategi ini dibuat dengan memanfaatkan seluruh kekuatan untuk merebut dan memanfaatkan peluang sebesar-besarnya yang digunakan dalam upaya mengembangkan Koperasi Unit Desa Mina Karya Bahari. Cooperative is a legal entity established by a natural person or legal entity cooperative, with the separation of the wealth of its members as capital to run the business, which meets the aspirations and needs together in the economic, social, and cultural fit with the values and principles of cooperatives.The purpose of this study is to identify programs and business units KUD Mina Karya Bahari, analyze the performance of KUD Mina Bahari work in an effort to empower the community of fishermen, and Develop strategies KUD Mina Bahari work in order to empower fishing communities. The method used in this research is descriptive method by means of direct observation in the field.Of programs running in KUD Mina Karya Bahari is TPI (the fish auction) and fuel distribution services; Community empowerment is based on the respondents found that the value of the interval of the customer satisfaction index is not satisfied. Because in the category of 165 - 297. Customers KUD Mina Karya Bahari claimed that the existence of inequality in service, in addition to the lack of programs that support the activities for the supply of raw materials fishermen to catch fish .; and For reference materials and comparison KUD Mina Karya Bahari SWOT matrix can be seen that the chosen strategy is the strategy in the first quadrant is SO strategy (Strength - Opportunity). This strategy is made to exploit all the power to seize and exploit opportunities as possible were used in an attempt to develop KUD Mina Karya Bahari.

Abstract

Public services provided by service providers must be synchronized with act no.25 of 2009 on public services in which there are stipulation of services, goods services, and administrative services for the society. The technical services unit (upt) of the puskesmas balai makam subdistrict of bathin solapan, bengkalis regency is a type of non-inpatient puskesmas under the supervision of the bengkalis district health service that provides services to the society, especially health services, however the facilities and infrastructure are not well implemented, payment system is not in accordance with the standard, and the problem of lack of availability of medicines for people who need health services. This study will elaborate the conduct of the services at how the implementation of services, supporting factors and inhibiting factors of health services. The result of the study will refer to the implementation of 5 indicators such as tangibles, reliability, responsiveness, assurance, emphaty are obtained a total score of 3,974 (88.31%) for the good category
