Abstract

Pengetahuan mengenai kesehatan lingkungan pada anak sejak dini dapat diartikan sebagai metode pembelajar awal yang memberikan  ruang dan kesempatan agar dapat menambahkan wawasan pemahaman anak akan pentingnya menjaga kesehatan lingkungan, karena alam merupakan lingkungan  yang harus dijaga dan dirawat. Peran orang tua terkhusus Ibu-ibu merupakan ujung tombak dalam memberikan contoh penting mengenai bagaimana cara menjaga kesehatan lingkungan. Anak-anak sudah harus dikenalkan dan diberikan dorongan motivasi agar tertumbuh kreativitas sang anak supaya terbiasa menjaga lingkungan sekitar, dan anak akan semakin mempunyai rasa tanggung jawab agar sewaktu sudah menginjak dewasa bisa menjadi masyarakat yang peduli lingkungan dan memiliki pengetahuan dan khendak untuk menjaga bumi secara berkelanjutan (Priyatna Aquarini, Meilinawati Lina, Subekti Mega. 2017). Desa Bumi Ayu merupakan salah satu desa yang terletak di Kecamatan Selebar Kota Bengkulu. Dengan jumlah penduduk 2.878 jiwa yang terdiri dari laki-laki 1.468 jiwa dan perempuan 1.410 jiwa. Daerah ini belum memiliki kesadaran penuh mengenai kesehatan lingkungan. Perwujudan kegiatan ini dilakukan  dengan  praktik pengajaran edukasi dengan dor to dor (rumah ke rumah) dengan sasaran utama anak-anak dan ibu-ibu. Dari hasil edukasi yang dilakukan para ibu-ibu dan anak-anak dapat lebih paham dan bisa menerapkan langsung dari penjelasan-penjelasan yang dijabarkan. Kata Kunci : edukasi lingkungan, keperdulian, anak-anak,

Abstract

In early June the Indonesian government launched the concept of "Peace" with Covid-19 which was subsequently realized by the issuance of the "New Normal" policy in which the government allowed the community to do activities as usual but still paid attention to the Covid-19 protocol. The concept of "New Normal" which is now known as New Habit Adaptation has begun to be applied in areas with green zone status. Seluma Regency, Bengkulu Province has received the green zone predicate and can implement new habit adaptation policies in community activities, and it needs massive socialization to The community is included in the community of Padang Pelasan village, Air Periukan sub-district, Seluma Regency. The material for the socialization activities carried out is not far from the guidelines for healthy living according to the Covid-19 health protocol in order to adopt a new habitual adaptation pattern such as the Ministry of Health appeal and is considered quite successful. This can be seen from the enthusiastic participation of the community and accepting the team in carrying out activities. Abstract

The water governance crisis in Indonesia highlights the fundamental paradox between the strengthening of constitutional recognition of the right to water and the lack of public participation in its management. On the one hand, water has been designated as a strategic resource controlled by the state for the greatest prosperity of the people, as affirmed in Article 33 paragraph (3) of the 1945 Constitution of the Republic of Indonesia and reinforced by Constitutional Court Decision Number 85/PUU-XI/2013. However, on the other hand, water governance practices still face challenges such as resource exploitation, ecological conflicts, and public participation that tends to be formalistic. This study aims to analyze the construction of water constitutionalism in the Indonesian legal system and reconstruct Quranic ethics as a normative foundation for strengthening participatory water governance. This study uses normative legal research methods with legislative, conceptual, and philosophical approaches. Data were obtained through a literature review of the constitution, water resource regulations, court decisions, Quranic verses, books, and accredited international and national journals. The analysis was conducted qualitatively using source, theoretical, and normative triangulation techniques. The results of the study indicate that constitutional water governance in Indonesia still faces a gap between legal norms and the implementation of public participation. Public participation in water resource management is not yet fully substantive, which causes inequality in access and ecological conflict. This study also found that the ethical principles of the Qur'an such as 'adl (justice), mizan (balance), amanah (trust), and the prohibition against israf have strong relevance to the modern paradigm of sustainability and ecological justice. Therefore, this study proposes a model for reconstructing participatory water governance based on the integration of constitutional water governance and Qur'anic ethics.
