Abstract

This article aims to assess ASEAN's commitment to enhancing the role of non-state actors that has emerged since the late 1990s. There is a tendency that grassroots social movement activists do not seem to have an official forum in ASEAN. Although some non-state actors have gained access to ASEAN, this privilege is largely granted to business interest groups and elite think-tanks. This research applied qualitative method by using the concept of historical institutionalization, this paper seeks to explain the characteristics of an institution using events that occurred in the past during the process of creating and consolidating institutions. The concept is also responsive to explaining ---and, in some cases, even prescribing--- changes. The study found that the increased participation of non-state actors will increase ASEAN's legitimacy in carrying out its growing role in the region. This article contributes to offer some options that ASEAN must cultivate to improve participation of non-state actors. Abstract

Google and Australia undertake news publishing rights conflict management in 2021. In that conflict Australia wants Google to pay media companies for any news they publish online. The peak of the conflict occurred when Google did not agree and had threatened to leave. The theory used in this research is conflict management theory. The theory states that there are five types of conflict management that can be used depending on the priorities of the conflict actors. This type of research is a descriptive qualitative research. Data was collected using the document method which was then analyzed using the Miles and Huberman model. The result of this research is that Google and Australia have reached a compromise after one year of negotiations in the conflict of news publishing rights. This compromise is contained in an amendment to the News Media Bargaining Code which was originally used as a tool for the Australian Government to achieve its goals. Abstract

This research focuses on the growing importance of health security in Indonesia-Timor Leste border diplomacy after the Covid-19 pandemic. This study uses qualitative methods to reveal a paradigm shift from traditional security to non-traditional security, especially health. The data comes from observations and documents collected in border areas related to health security in response to cross-border threats in both countries. The community-based health security perspective is used to analyze the expansion of health threats and the role of border diplomacy in addressing public health threats. This analysis reveals three important issues: (1) redefining the border security paradigm, (2) positioning border health security diplomacy as a collaborative mechanism, and (3) the participation of border communities in border security diplomacy. This research makes an important contribution to the development of a collaborative model of border health security diplomacy through community participation in improving health security in the border areas of the two countries. The findings offer an alternative health security policy in border diplomacy between Indonesia and Timor Leste and other border areas in Indonesia. Penelitian ini menggunakan metode kualitatif untuk mengungkapkan pergeseran paradigma dari keamanan tradisional ke keamanan non-tradisional, khususnya kesehatan. Data tersebut berasal dari pengamatan dan dokumen yang dikumpulkan di daerah perbatasan terkait keamanan kesehatan dalam menanggapi ancaman lintas batas di kedua negara. Perspektif keamanan kesehatan berbasis masyarakat digunakan untuk menganalisis perluasan ancaman kesehatan dan peran diplomasi perbatasan dalam mengatasi ancaman kesehatan masyarakat. Analisis ini mengungkapkan tiga isu penting: (1) mendefinisikan kembali paradigma keamanan perbatasan, (2) memposisikan diplomasi keamanan kesehatan perbatasan sebagai mekanisme kolaboratif, dan (3) partisipasi masyarakat perbatasan dalam diplomasi keamanan perbatasan. Penelitian ini memberikan kontribusi penting bagi pengembangan model kolaboratif diplomasi keamanan kesehatan perbatasan melalui partisipasi masyarakat dalam meningkatkan keamanan kesehatan di wilayah perbatasan kedua negara. Temuan ini menawarkan alternatif kebijakan keamanan kesehatan dalam diplomasi perbatasan antara Indonesia dan Timor Leste dan daerah perbatasan lainnya di Indonesia. Abstract

Indonesia's nickel downstream policy represents a strategic shift in its natural resource governance, characterized by its focus on adding value to raw nickel through domestic processing. We propose a securitisation/resource security framework to perspective to understand Indonesia's nickel downstream policy. Securitisation of natural resource is a process in which the government frames natural resources as an existential threat to state interests, which varies in nature and is highly dependent on certain conditions. This policy arises when natural resource problems can have an impact on economic security, regime security and/or geopolitical problems in a country. From the perspective of securitisation, the nickel downstream policy is one of the Indonesian government's responses to the perception of threats to economic security, regime/government security and security from geopolitical threats that arise both from the domestic and international levels. The research reveals that the Indonesian government has strategically employed securitization narratives to justify the measures, such as the export ban on raw nickel. These narratives highlight the critical role of nickel in driving economic growth, securing regime legitimacy, and navigating geopolitical competition in the context of the global clean energy transition. By integrating insights from securitisation theory, this study contributes to a deeper understanding of how natural resources are constructed as security issues in developing economies. It underscores the need for balancing economic and geopolitical ambitions with environmental and social considerations, offering a framework for analysing resource policies amid global energy transitions and shifting geopolitical dynamics.

Abstract

Vietnam, as one of the countries in the ASEAN region, has various complex factors that encourage the occurrence of human trafficking problems. This study aims to analyze the strategies of the Vietnamese government in overcoming human trafficking in the 2017-2021 period using qualitative methods. It applies the concept of the anti-trafficking strategy approach as outlined by Cornelius Friesendorf, which emphasizes four key approaches in addressing human trafficking. The study result shows the Vietnamese government's strategies in the 2017-2021 period to implement anti-trafficking strategies through policies to prevent and address the root causes, strengthen and enforce the law, protect victims, and establish partnerships. In these strategies, the government also focuses on victim protection by providing rescue, recovery, education, and economic capacity-building services to non-governmental organizations. There has been progress in policy formation and emphasis on the number of victims. On the other hand, there are challenges, such as a lack of coordination between the central and regional governments, limited resources, and inconsistent law enforcement officials, which serve as obstacles to effectively addressing human trafficking.

Abstract

Media sosial menjadi bagian terpenting dalam konteks dimensi digital hubungan internasional. Media sosial telah menjadi saluran yang bisa dipergunakan untuk berbagai aktivitas keseharian kewargaan termasuk dalam ranah penelitian hubungan internasional. Kendala utama yang dihadapi para mahasiswa adalah minimnya pengetahuan dan pemahaman tentang tahapan penelitian berbasis media sosial. Dalam pengabdian masyarakat yang dilaksanakan pada tanggal 14 November 2023, telah diberikan pelatihan riset berbasis media sosial kepada para mahasiswa Jurusan Hubungan Internasional UPN Veteran Yogyakarta. Dalam pelatihan ini telah diberikan berbagai pengetahuan tentang kebermanfaatan media sosial dalam penelitian hubungan internasional, tahapan pengenalan media sebagai basis penelitian, metodologi penelitian yang digunakan seperti etnografi digital, netnografi, etnografi virtual, kajian semiotika dan analisis wacana. Terakhir ditutup dengan pengenalan teknik analisis data dengan aplikasi Pyhton dan Nvivo. Keberhasilan dari kegiatan ini tampak dari meningkatnya pengetahuan dan pemahaman para mahasiswa tentang teknik penelitian berbasis media sosial. Dari hasil kegiatan ini diketahui bahwa para mahasiswa Hubungan Internasional UPN Veteran Yogyakarta telah mampu mengenali dimensi digital hubungan internasional berbasis media sosial yang dapat digunakan untuk penelitian.

Abstract

President Prabowo’s decision to pursue full membership in BRICS marks a strategic departure from the cautious stance of former President Joko Widodo, who in 2023 hesitated over concerns that such a move might compromise Indonesia’s Free and Active foreign policy. This paper explores why Indonesia, a country that traditionally committed to non-alignment and ASEAN centrality, becomes a member in a forum often perceived a counterbalance to the Western-led international order. This raises question, what motivated Indonesia in formally entering into BRICS grouping. Employing Role Theory, the paper argues that Indonesia's bid reflects a strategic effort to assert its role as an independent "Bridge Builder" and "Voice for the Global South." It further argues that ambition is complicated by challenges that could potentially strain Indonesia's leadership within ASEAN and its relationship with Western partners. The study employs qualitative content analysis of primary sources, including presidential speeches and media discourse. The findings reveal that Indonesia's entry into BRICS is a test of its ability to navigate competing roles within a polarised international system, underscoring the relevance of role theory in understanding emerging middle powers in multilateralism.
