Abstract

The objectives of this research are analyzing (1) the Prevention, Eradication, Abuse, and Illegal drugs (P4GN) program policy of the National Narcotics Agency (BNN) Palu City in engaging and empowering schools as anti-drugs communities; (2) the implementation of P4GN program in engaging and empowering schools as anti-drugs communities. The research employs qualitative and descriptive methods. The research population is 7 schools that have established anti-drugs task forces. The research sample is a member of the task forces assigned to the junior high school in Palu City, they are the school principals, teachers, and students. The informants are head of BNN Palu City, BNN prevention and community empowerment section head, junior high school principals, and teachers who the member of the anti-drugs task force in the schools. The techniques of data collection are interview techniques, questionnaires, and documentation. The results indicate that (1) the BNN Palu has implemented the P4GN programs in empowering Junior High Schools/MTs in Palu City. Some Junior High Schools/MTs have implemented the P4GN programs by establishing anti-drugs task forces. The BNN Palu City has rehabilitated the students who are indicated to be positive drug users and providing guidance and assistance; (2) Some schools/MTs have implemented the P4GN programs by establishing anti-drugs task forces, organize counseling, socialize the effects of abuse drugs, conduct raids, and urine tests. The P4GN BNN program in Palu City provides many benefits and changes, for schools, especially Junior High Schools in  Palu City, to create a better, more sensible and moral young generation, creating a free drug trafficking school environment.

Abstract

The Bissu retain their "marginalised status" for various reasons, the most significant of which is their status as the custodians of the Arajang. This practice is in direct opposition to their religious beliefs. Secondly, they are subjected to discrimination due to their status as indigenous individuals who are members of the queer community. The Bissu's rights have been restricted in the performance of the Arajang ritual in 2022 and 2023, despite the efforts of the state authority, and more specifically, the provincial government, to address the issue. This article employs a qualitative approach with a case study design to comprehensively analyse the lack of performance of the Arajang ritual. In-depth interviews, documentation, and non-participant observation comprise the research methodology. The results suggest that the legal protections are insufficient to adequately safeguard the Bissu during the performance of rituals, as they are sociologically insufficient. Furthermore, the investigation revealed that leadership is a critical element in realising the rights of the Bissu people; however, normative legal guarantees have minimal influence on the capacity to intervene effectively.
