Abstract

Implementation of Minimum Service Standards Policy Population Administration in the North Maluku Province. This study aims to determine the minimum service standards policy implementation population administration in the Province of North Maluku. The method used is descriptive qualitative. The study population is the entire user population administration services. Techniques of data collection using the questionnaire. Determination of the sample using simple random sampling technique. The process of data analysis using quantitative descriptive analysis. The results showed that the provision of services on population administration based minimum service standards are generally performing well, although still found disparities in its implementation. The imbalance caused by the gap of information about rules and guidelines on minimum service standards between officers and the community.

Abstract

Penelitian ini dilatar belakangi kondisi dimana pembuatan sertifikat Pusat Pendidikan dan Pelatihan BMKG Jakarta masih menggunakan sistem pengelolaan data secara manual yaitu menggunakan Microsoft Word, Excel, dan juga mencari-cari dibuku pegawai, seperti menyusun penulisan biodata, pangkat golongan, jabatan, unit kerja ataupun yang lainnya. Sehingga terjadi keterlambatan atau masalah saat pencetakan, seperti proses pembuatan sertifikat on-line membutuhkan waktu dan kadang-kadang tidak selesai tepat waktu. Penelitian ini bertujuan untuk membangun sistem pembuatan sertifikat on-line secara efektif dan efisien dan dapat menghemat waktu dan mempercepat cetak sertifikat yang sebelumnya masih menggunakan sistem pengelolaan manual. Metode yang digunakan dalam penelitian ini adalah metode System Development Live Cycle (SDLC) denganpenggunaan model yang diambil adalah waterfall (Air Terjun) dan penggunaan data masuk dan keluar dengan model Data Flow Diagram. Kesimpulan dari penelitian ini untuk mewujudkan good governance dalam penyelenggaraan Negara, maka pembuatan sertifikat on-line berbasis web dilingkungan Pusat Pendidikan dan pelatihan BMKG perlu diselenggarakan secara profesional dan akuntabel sehingga harus dikelola secara tertib, efektif, transparan dan bertanggung jawab dan untuk mewujudkan pertanggungjawaban atas tugas yang dikelolanya, perlu adanya pedoman yang diikuti dan diacu oleh Satuan Kerja dalam pembuatan sertifikat on-line dilingkungan Pusat Pendidikan dan Pelatihan BMKG.

Abstract

The funding for community empowerment on Hiri Island, an isolated administrative district of Ternate City, requires attention to support the development of the island communities. The objective of this study is to assess the application Minister of Finance Regulation in the allocation of funds in 2023 year. This study used a qualitative methodology to examine Edward III's concept of policy implementation. With the qualitative methodology, the studies finding that the allocation of funds has proven to be highly effective in empowering the community. The communication, allocation of resources, performance of staff, and work quality of Hiri sub-district employees are highly professional. Their team demonstrate a transparent disposition, collaboration is commendable, including the effective mechanism for controlling policies at the lower levels.

Abstract

This study aims to elaborate the implementation of the Ternate Mayor Regulation policy in handling Household Waste. The research uses a qualitative approach with Edward III's theoretical framework on the analysis of communication factors, sources, dispositions and bureaucratic structures on the stages of waste handling, namely collection, processing, collection and the final process of residents of Kota Baru Village, Central Ternate District, Ternate City. The findings of the dimensions of clarity, dimensions of consistency and transmission in handling household waste have not been fully socialized and do not touch the target group in the community, there are still limited budget resources, Transdepot waste facilities, the disposition has not been effective and efficient, and the bureaucratic structure has not functioned waste handling instruments in accordance with the Ternate Mayor Regulation, and lack of public awareness weak innovation and bureaucratic monitoring.
