Abstract

This study aims to elaborate the implementation of the Ternate Mayor Regulation policy in handling Household Waste. The research uses a qualitative approach with Edward III's theoretical framework on the analysis of communication factors, sources, dispositions and bureaucratic structures on the stages of waste handling, namely collection, processing, collection and the final process of residents of Kota Baru Village, Central Ternate District, Ternate City. The findings of the dimensions of clarity, dimensions of consistency and transmission in handling household waste have not been fully socialized and do not touch the target group in the community, there are still limited budget resources, Transdepot waste facilities, the disposition has not been effective and efficient, and the bureaucratic structure has not functioned waste handling instruments in accordance with the Ternate Mayor Regulation, and lack of public awareness weak innovation and bureaucratic monitoring.

Abstract

Ternate City is a spice city located in North Maluku Province, where geographically the land area of ​​Ternate City is 5,795.40 Km2 which has 7 sub-districts. One of the sub-districts in Ternate City is Pulau Ternate Sub-district with an area of ​​37.24 Km2, Pulau Ternate Sub-district has a population of 8,665 people in 2022 and 8,927 people in 2023. The data shows that the population of Pulau Ternate Sub-district has increased. In addition, with increasing population growth every year and the need for water continues to increase. The imbalance between the amount of clean water and the population in Pulau Ternate Sub-district can result in a lack of water supply for the community, because the availability of clean water sources is limited while population growth continues to increase. This study aims to analyze population growth projections, analyze the calculation of clean water needs, and the availability of clean water in order to be able to serve the community for the next 5 years. The data analysis used in this study included population estimation methods, arithmetic, geometric, and exponential methods. Based on existing data from the Ternate City Water Company (PDAM), the clean water provider in Pulau Ternate District, the current installed capacity is 34.0 L/second, while the planned clean water demand until 2028 is 9.3 L/second. The calculation results indicate a surplus of 24.7 L/second. Therefore, it can be concluded that the current clean water supply is sufficient to meet the clean water needs of the people of Pulau Ternate District until 2028.

Abstract

Penelitian ini bertujuan menganalisis pengaruh tingkat pendidikan, usia produktif, dan pelatihan terhadap penyerapan tenaga kerja di Balai Pelatihan Vokasi dan Produktivitas (BPVP) Kota Ternate serta merumuskan implikasi kebijakan publiknya. Menggunakan metode kuantitatif dengan analisis regresi linear berganda terhadap 66 responden alumni pelatihan, hasil penelitian menunjukkan bahwa usia produktif (β = 0,362; p < 0,01) dan pelatihan (β = 0,465; p < 0,01) berpengaruh positif dan signifikan terhadap penyerapan tenaga kerja, sementara tingkat pendidikan tidak menunjukkan pengaruh yang signifikan (β = -0,127; p > 0,05). Secara simultan, ketiga variabel mampu menjelaskan 74,2% varians penyerapan tenaga kerja (F = 59,341; p < 0,01). Implikasi kebijakan menunjukkan perlunya penguatan Active Labor Market Policy (ALMP) melalui pendekatan demand-driven, peningkatan keterpaduan data pasar kerja, dan reformasi tata kelola pelatihan vokasi berbasis kebutuhan industri. Penelitian ini merekomendasikan pengembangan National TVET Qualification Framework yang terintegrasi dengan sistem informasi pasar kerja nasional untuk mengoptimalkan penyerapan tenaga kerja di wilayah perbatasan Indonesia.
