Abstract

Community participation has many forms, ranging from direct community participation in government programs and indirect ones, such as donations of funds, energy, thoughts, and opinions in government policy making. The success of the implementation of village development depends largely on the role of the government and the community. But in reality the level of Community Participation for the Development of Pandamaan Village, Danau Panggang Subdistrict at the socialization stage and until the implementation stage of infrastructure development activities is still relatively low. The research method used in this study is a qualitative descriptive method in which data collection techniques using observation, interviews or interviews, and documentation with the number of informants as many as 20 people in Pandamaan Village, Danau Panggang District, Hulu Sungai Utara District. Based on the results of the research, Community Participation in Development In Pandamaan Village, Danau Panggang Subdistrict, Hulu Sungai Utara District was still relatively low, seen from community participation in mental and emotional involvement, not involved in the involvement of giving ideas, roles or motivation, encouragement to contribute, in the form of material (money), energy, or facilities, considered to be non-existent. in terms of accepting responsibility, including in the utilization of results and maintenance of development results, considered fair, in planning and decisions, determining the location of the community helped, the community was not involved to become labor because of lack of expertise, in the implementation stage the community was less concerned, there was no supervision and evaluation from the community and for the utilization of results related to the data collection and the establishment of a community development maintenance group does not matter. Abstract

The main objective of this research is to describe in full the Performance of Regional Water Supply Companies (PDAMs) in the implementation of the Program Drinking Water Grant. How productivity, service quality, responsiveness, responsiveness and accountability have been implemented. And what factors influence the implementation of the Grant Program. This study uses a qualitative approach with descriptive-qualitative type. Which is where the sampling technique uses purposive sampling with a sample of 10 people. Data collection techniques used are observation, interviews and documentation studies. After the data is collected, then it is analyzed with techniques including data reduction, data presentation, and verification or drawing conclusions. The results of the study show that the performance of the Regional Water Supply Company (PDAM) in the implementation of the Water Hibah Program in Hulu Sungai Utara District is not entirely good, because there are still some indicators that have not been fulfilled such as in terms of productivity, service quality, and responsiveness, while what is fulfilled is in terms of responsibility and accountability. Although there are still deficiencies, the program continues to run and there are still many people who want to get it. In addition, there are several factors related to the implementation of this drinking water grant program, namely the absence of direct socialization to the community, slow incentive payments, potential customers not in place, many public complaints and changing installation standards. Abstract

Abstract The Jempol Manis program, an innovative mobile E-KTP recording service at vocational schools in rural Kalimantan Selatan, faces an accessibility paradox: bringing civil registry services closer to productive-age students while hindered by low participation due to weak coordination and technical constraints. This qualitative case study aims to describe service effectiveness at two Amuntai Tengah vocational high schools and identify supporting-inhibiting factors from participants' experiential perspectives. Through triangulation of in-depth interviews, participatory observation, and document analysis with 13 informants (students, teachers, Dukcapil officers), data were thematically analyzed following the Miles & Huberman model using Campbell J.P.'s effectiveness theory lens. Findings reveal "moderately effective" performance characterized by simple procedures and school schedule compatibility strengths, but limited by absent formal SOPs, VPN network disruptions, and students' minimal administrative awareness. Participants' narratives highlight effectiveness as a social construction of operational trust among stakeholders rather than mere infrastructure. Theoretically, the study enriches rural public service understanding through qualitative perspectives; practically recommends detailed SOPs, quarterly scheduling, and curricular socialization opening further exploration into digital identity literacy among rural Generation Z in Indonesia.
