Abstract

Borobudur as a world heritage site is one of “10 New Bali Tourist Destination” or “10 Priority Tourist Destination” in Indonesia. The problem arises as government’s aim to attract tourists as many as possible can be contrary to the conservation principles. This study aimed to identify the impact of the establishment of Borobudur Temple as one of 10 priority tourist destinations, specifically in terms of conservation and utilization. In addition, it is aimed to view the readiness and strategy of the manager of Borobudur Temple Heritage Site toward the policy of 10 New Bali Tourist Destination. The method used in this study is descriptive qualitative. Data will be collected by doing observation and in-depth interview as well as literature review. The data are analysed using the hermeneutic paradigm in which researchers expect the interpretations of the manager of Borobudur Temple Heritage Site dealing with the topic of the study. Data analysis is done by using hermeneutic paradigm which is expected to answer the research questions. The preliminary findings of this study, that are based on interview and literature review, state that there is a different job description between BKB and PT. TWCBRB. This study has found out the impact of the establishment of Borobudur Temple as 10 New Bali Tourist Destination in conservation and utilization term.Keywords: Borobudur Temple, heritagetourism, tourism impacts, 10 New Bali, 10 priority tourist destination.

Abstract

The coastal region of Yogyakarta, Indonesia, exemplifies a critical paradox: the rapid development of the Yogyakarta International Airport (YIA) megaproject has not produced integrated growth within the established Congot–Glagah–Trisik Regional Tourism Strategic Area. This research adopts a descriptive qualitative design to investigate this phenomenon, conceptualised as an “aerotropolis disconnect.” Methodological rigour is maintained through triangulation. Primary data were obtained via purposive sampling of 13 multi-scalar key informants from airport authorities, government, and local operators, and systematically cross-referenced with extensive field observations of physical infrastructure gaps and a longitudinal analysis of local revenue (PAD) data from 2019 to 2024. The interactive analysis model was employed to identify structural governance barriers. The findings reveal a condition of “infrastructure-induced stagnation,” wherein the capital-intensive gateway functions as a “transit bubble” that bypasses local ecosystems. This disconnect results from a structural “governance void,” characterised by fragmented planning and the absence of collaborative networks between the state-owned airport authority and the regency government. Consequently, the airport operates as a self-contained commercial entity rather than as a regional anchor. Theoretically, this research provides a novel extension to Butler’s (1980) Tourism Area Life Cycle (TALC) model by conceptualising a phase of 'Infrastructure-Induced Stagnation.' This identifies a developmental stage in which stagnation is precipitated not by traditional market saturation but by structural velocity gaps and 'enclave' dynamics created by adjacent megaprojects.

Abstract

Tourism in the Parangkusumo Beach area of Yogyakarta presents positive opportunities and negative social challenges. This study reviews how the growth of tourism, alongside local cultural practices, has coincided with the emergence of prostitution in the area, creating a complex dilemma for the community and policymakers. Using a qualitative descriptive approach, the research draws on literature, observation, and documentation to examine the interplay between tourism development, local regulations enforcement, and various actors' political interests. The findings indicate that while prostitution provides economic benefits for marginalized local people, it also conflicts with legal norms and is influenced by political dynamics and law enforcement practices. This paper discusses the implications of these findings for regional policy and community welfare. Pengembangan pariwisata di kawasan Pantai Parangkusumo, Yogyakarta, tidak hanya menawarkan peluang positif, tetapi juga memunculkan tantangan sosial yang signifikan. Penelitian ini bertujuan untuk menelaah bagaimana pertumbuhan sektor pariwisata yang berdampingan dengan praktik budaya lokal turut berkontribusi pada munculnya praktik prostitusi di wilayah tersebut, sehingga menimbulkan dilema kompleks bagi masyarakat dan pembuat kebijakan. Dengan menggunakan pendekatan deskriptif kualitatif, penelitian ini mengandalkan studi literatur, observasi, dan dokumentasi untuk mengungkap dinamika antara pembangunan pariwisata, penegakan peraturan daerah, serta kepentingan politik berbagai aktor terkait. Hasil penelitian menunjukkan bahwa meskipun praktik prostitusi memberikan keuntungan ekonomi bagi kelompok masyarakat lokal yang terpinggirkan, keberadaannya bertentangan dengan norma hukum dan dipengaruhi oleh dinamika politik serta efektivitas penegakan hukum. Temuan ini diharapkan dapat memberikan masukan bagi perumusan kebijakan daerah yang lebih responsif dan berkontribusi pada peningkatan kesejahteraan masyarakat setempat.

Abstract

Peningkatan jumlah penduduk lanjut usia secara global dan nasional mendorong berkembangnya senior tourism sebagai salah satu segmen pariwisata yang strategis. Meskipun Yogyakarta dikenal sebagai destinasi wisata budaya dan edukatif yang potensial bagi wisatawan lansia, kajian empiris dan konseptual mengenai kesiapan fasilitas serta layanan wisata ramah lansia masih terbatas. Penelitian ini bertujuan untuk menganalisa potensi dan merumuskan strategi pengembangan senior tourism di Yogyakarta dengan menelaah kesiapan fasilitas dan layanan pada tiga destinasi wisata budaya dan sejarah, yaitu Museum Sonobudoyo, Benteng Vredeberg, dan Monumen Jogja Kembali. Penelitian ini menggunakan pendekatan analisis konseptual dengan dukungan observasi eksploratif lapangan dan studi literatur. Analisis didasarkan pada kerangka age-friendly tourism yang mencakup dimensi aksesibilitas fisik, layanan sosial-emosional, serta dukungan manajemen dan kebijakan. Hasil penelitian menunjukkan bahwa ketiga destinasi tersebut memiliki potensi tinggi untuk dikembangkan sebagai destinasi wisata ramah lansia, namun tingkat kesiapan fasilitas dan layanan masih bersifat parsial dan belum terintegrasi dalam strategi pengelolaan destinasi. Kontribusi utama penelitian ini adalah pengembangan pendekatan konseptual integratif berbasis budaya, rekreasi, dan wellness sebagai model pengembangan aktivitas senior tourism di Yogyakarta. Hasil penelitian ini juga memberikan kontribusi teoretis pada kajian pariwisata inklusif serta implikasi praktis bagi pengelola destinasi dan perumus kebijakan pariwisata Sonobudoyo, Benteng Vredeburg, dan Monumen Jogja Kembali.
