Efforts to mainstream the ideas and practices of public accountability are increasingly prominent, in line with the continued development of the practice of the principles of good governance. Since then and until now the issue of accountability remains the main stream discussed in the public space and strives to be practiced by all government institutions. In an effort to map the progress of Civil Society Organizations in Ngawi Regency in promoting accountability practices in the public sector, the purpose of this study is related to several things, namely: (1) to identify the strengths of Civil Society Organizations in Ngawi District; (2) identify the level of influence of Civil Society Organizations on accountability issues; (3) identify patterns of relation between Civil Society Organizations on issues of public sector accountability. This study method uses data collection techniques through interviews and focused group discussions (FGD). The results of this study found that: (1) Civil Society Organizations strength is still in a weak position, in general Civil Society Organizations activities are only driven by funding agencies, (2) the influence of Civil Society Organizations on accountability issues is influenced by their financial base and ability to build networks, including by becoming a local government partner, (3) the relationship pattern in interactions between Civil Society Organizations in Ngawi Regency is determined by two aspects, namely: psychological bond tied by the common ground and agenda of the issues being fought for, including issues of transparency and public sector accountability.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) based on local wisdom play a strategic role in supporting regional economic development while preserving cultural values. Batik Fosil Widi Nugraha MSME in Ngawi is a creative enterprise that adopts fossil-inspired batik motifs as its product identity; however, it still faces various challenges in business development, particularly in human resource management and the utilization of e-commerce. This study aims to analyze the development strategy of Batik Fosil Widi Nugraha MSME in Ngawi through e-commerce-based human resource management. This research employs a qualitative approach with a descriptive method. Data were collected through in-depth interviews, observation, and documentation involving the business owner and employees engaged in production and marketing activities. Data analysis was conducted using an interactive model consisting of data reduction, data display, and conclusion drawing, while data validity was ensured through triangulation techniques. The findings indicate that human resource management in Batik Fosil Widi Nugraha MSME remains informal and has not been systematically integrated with e-commerce utilization strategies. Although the use of e-commerce is still limited, it demonstrates significant potential in expanding market reach and enhancing business competitiveness. The recommended development strategies include improving employees’ digital competencies, restructuring work roles, integrating local cultural values into digital marketing, and strengthening collaboration with relevant stakeholders. This study emphasizes that e-commerce-based human resource management is a key factor in achieving sustainable development of culture-based batik MSMEs.

Abstract

The commitment of the Ngawi Regency Government to preventing corruption in public procurement can be observed through the implementation of the collaborative governance concept. This study aims to analyze how collaborative governance practices are implemented in preventing corruption in the procurement of goods and services in Ngawi Regency, as well as to identify the factors that support and hinder the effectiveness of such collaboration. The research data were collected through observations and in-depth interviews, as well as documentation review of relevant literature and previous studies. The informants in this study included officials responsible for public procurement within the Ngawi Regency Government, the Ngawi Resort Police, the Ngawi District Attorney’s Office, and representatives of non-governmental organizations. Data analysis employed an interactive approach that emphasizes the cyclical, simultaneous, and iterative nature of the analytical process, which begins at the initial stage of data collection and continues through to the drawing of conclusions. Overall, the findings indicate that collaborative governance practices in preventing corruption in the procurement of goods and services in Ngawi Regency have shown a positive direction; however, further strengthening is still required in terms of the substantive aspects of collaboration. Existing collaboration tends to be more prominent in the form of administrative coordination among government institutions, while the involvement of the private sector and civil society remains limited. This condition suggests that collaborative governance has not yet been fully understood as a process of shared decision-making and joint oversight, but is still perceived primarily as a form of formal institutional cooperation.
