Abstract

The purpose of this study is to assess the effectiveness of Regional Regulation No. 2 of 2017 on Procedures for the Establishment and Management of BUMDes during the Covid 19 Pandemic and to map the policy and environmental factors affecting its implementation. This research employed qualitative methods and a case study approach. BUMDes Lorok Gemilang was chosen as the case because it is located in Lorok Village, Indralaya District, Ogan Ilir Regency. The study's findings indicate that the Regional Regulation No. 2 of 2017 on Procedures for the Establishment and Management of BUMDes has been implemented successfully. From a coverage standpoint, four distinct types of BUMDES Business Units existed prior to and following the Copid 19 Pandemic: PAM Pasimnas, Village Markets, Tent Rentals, and Car Rentals. From a service accuracy standpoint, the various types of BUMDes businesses that have been formed adhere to the Regional Regulation and are in line with Lorok Village's needs and potential. Accountability-wise, BUMdes management activities can be justified to the community. From a programmatic standpoint, all current BUMDes Business Units have met the needs and expectations of the Lorok Village Government and Lorok Village Community. Policy environmental factors affecting implementation performance include the Actor's interests in Promoting the Establishment and Management of Village-Owned Enterprises; the characteristics of ruling institutions and regimes; and compliance and responsiveness.

Abstract

Penelitian bertujuan untuk mendeskripsikan dan mengetahui kinerja anggaran kegiatan pemeliharaan dan pemulihan kesehatan di Rumah Sakit Jiwa Daerah Provinsi Jambi pada masa pandemi Covid-19 tahun 2020. Metode penelitian yang digunakan adalah kualitatif deskriptif. Teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukan bahwa Rumah Sakit Jiwa Daerah Provinsi Jambi terkait dengan anggaran kegiatan pemeliharaan dan pemulihan kesehatan pada tahun 2020, terdapat beberapa aspek kinerja yang belum terpenuhi. Pada aspek proses diketahui bahwa kegiatan belum dilaksanakan dengan tepat waktu dan pelaksanaan kegiatan tidak sesuai dengan perencanaan, sedangkan pada aspek keluaran diketahui pencapaian target kinerja kegiatan tidak sesuai dengan yang diharapkan

Abstract

The national development of Indonesia involves the active participation of society, with the government serving as a guide and facilitator in achieving general welfare. One sector that is a focus of development is Micro, Small, and Medium Enterprises (MSMEs), which play a significant role in enhancing the economy, creating jobs, and supporting income distribution. In the city of Prabumulih, known for its pineapple potential, pineapple-based MSMEs are crucial to the local economy. However, MSME actors in Prabumulih face challenges in accessing digital marketing, particularly in utilizing government procurement platforms through E-Catalogs. Therefore, this study aims to identify the factors that hinder the development of marketing for pineapple-based MSMEs in Prabumulih through the E-Catalog system. Using a descriptive qualitative method and in-depth analysis, this research finds that a lack of guidance in digital marketing, limited access to information, and difficulties in meeting the formal requirements for e-purchasing are the main obstacles. This study recommends enhancing digital training, improving access to information, and providing technical assistance to MSME actors so they can adapt to the E-Catalog mechanism and thrive in the digital era.
