RURAL LIVELIHOOD TRANSFORMATION AS AN EFFECT OF JATIGEDE DAM DEVELOPMENT IN SUMEDANG WEST JAVA Arni Muslimah Handayani Widjaja

Abstract

Jatigede dam development in Sumedang, West Java, was planned in the 1960s and facing a dynamic revolution in Indonesia’s Governmental System. The political shift causes a change in the government’s priority of development, and as a result, this project had been postponed for decades. In the 1980s, The Government had given land compensation to the rural householder who lives at the site plan. The long-postponed development execution makes rural people unaware to leave the site and continue living on the compensated land for generations. Then in 2012, Government decides to execute the development as a targeted Indonesian Economic Master Plan to boost economic growth. This sudden regulation causes shock and stress for rural people’s livelihood since they should change their way of living in a short time since access to resources became limited by inundation. However, the Dam development unavoidably causes rural transformation that has an impact on rural people’s livelihood. Rural Livelihood transformation can be seen in livelihood assets including natural, financial, physical, human, and social assets condition after the inundation. This paper aims to identify the condition of rural livelihood assets as an impact of rural transformation caused by Jatigede Dam development in Sumedang, West Java. Therefore, the study outcomes were determined as a recommendation for preventing vulnerability by implementing programs for the impacted rural household.

Abstract

Pengembangan kawasan ekonomi strategis di Indonesia bukanlah hal baru, namun pada periode pemerintahan saat ini terdapat konsep pengembangan Kawasan Ekonomi Khusus (KEK) yang didaulat untuk mewujudkan 4 dari 9 poin urgensi pembangunan di Indonesia dalam konteks “NAWACITA”. Pengembangan KEK ini diinspirasi oleh suksesi SEZ Shenzen di Cina dalam mempercepat laju urbanisasi sekaligus meningkatkan kualitas penghidupan (QoL) penduduknya. Berdasarkan epistimologi Ong (2011), pembangunan SEZ dan konsep sejenisnya merupakan suatu bentuk intervensi pemerintah dalam menerapkan praktek “neoliberal exception” pada kawasan administrasi khusus agar memiliki iklim kewirausahaan yang menunjang terciptanya pasar bebas. Tujuan yang paling utama dari dibentuknya zona ekonomi khusus adalah untuk menarik FDI sebanyak-banyaknya, meningkatkan efisiensi produksi, dan menghasilkan peningkatan terhadap GNP. Namun epistimologi Ong tersebut dikritisi oleh Simpson (2016) dalam konteks penyematan gelar SAR Macau. Kedua persepektif penulis tersebut kemudian menjadi landasan berfikir dalam menjelaskan praktek “neoliberal exception” di Indonesia dengan KEK Sei Mangkei sebagai lokasi studi yang dipandang memiliki kemiripan zona kegiatan industry dengan SEZ Senzhen dibandingkan dengan KEK lainya di Indonesia. Pembahasan akan dilakukan dengan menelaah sisi historis dari terbentuknya KEK di Indonesia sebagaimana Simpson (2016) melakukan kajian histolology untuk mengetahui identitas SAR Macau. Selanjutnya dilakukan pembahasan mengenai atribut ruang dan sistem kelembagaan di KEK Sei Mangkei dan sekilas dikaitkan dengan apa yang terjadi di Senzen. Dan yang terakhir dilakukan pembahasan mengenai kegiatan industri yang dilakukan di KEK Sei Mangkei, apakah menerapkan konsep cluster atau hanya aglomerasi dari sekumpulan footloose industri saja. Sehingga kemudian mengantarkan kesimpulan dan rekomendasi bagi pelaksanaan pengembangaan KEK Sei Mangkei di masa yang akan datang.

Abstract

Peta merupakan instrumen penting yang perlu dimiliki dalam pengelolaan kawasan untuk kebutuhan perencanaan, pengawasan, dan memprediksi tindakan pada situasi tanggap darurat di suatu wilayah. Pada kegiatan KKN UGJ di semester genap Tahun 2025 dilakukan kegiatan pengabdian dengan salah satu luaran berupa peta potensi desa di RW 09 Kelurahan Argasunya di Kota Cirebon. Wilayah RW 09 dipilih karena sebagai bagian dari kawasan perkotaan, wilayah ini memiliki ciri perdesaan yang kentara dengan kepadatan penduduk yang tinggi. Kawasan RW 09 belum memiliki peta dengan orientasi ruang yang terikat dengan sistem koordinat, sehingga peta yang dimiliki masih berupa denah tanpa skala. Maka dilakukan program pemetaan kawasan dengan pendekatan partisipatif yang melibatkan pengurus lingkungan yang diwakili oleh BAPERKAN RW 09 Argasunya. Proses pemetaan tidak hanya memetakan batasan administrasi tetapi juga potensi kawasan berupa sebaran keberadaan fasilitas dan infrastruktur. Dari proses pemetaan ditemukan bahwa di kawasan RW 09 Kampung Cibogo terdapat sebuah situs bernama Gua Sunan Kalijaga yang dipercaya oleh dewan ulama setempat memeliki hubungan dengan sejarah Kota Cirebon. Peta yang dihasilkan diserahkan kepada BAPERKAM RW 09 dalam bentuk cetak dan digital untuk dimanfaatkan secara optimal dalam pemanfaatan potensi kawasan untuk pembangunan.

Abstract

Cirebon City has high local cultural wealth, ranging from batik, craft art, to traditional culinary, seen from this potential, the creative economy sector in Cirebon City is still relatively small contribution (BPS, 2022) . The method used in this research is a qualitative method with a purposive approach through interviews, observations, and analysis using content analysis. This research shows that creative economy actors in Cirebon City have a high enthusiasm for advancing local culture, through product innovation. However, intersectoral coordination remains weak. The government has facilitated programs such as training and product promotion, but understanding of the concepts of the creative economy and city branding remains unequal. Cross-sector collaboration and strengthened communication strategies are needed to optimize the potential of local culture in building a city's image.

Abstract

This study examines the impact of toll roads on regional growth, specifically focusing on the Ciledug District, which has been crossed by the Palikanci Toll Road since 2009. The research identifies the typology of urbanization and assesses changes in the area’s economic structure due to the toll road. A mixed method approach was used, combining qualitative and quantitative data collection, land change analysis via Google Earth and ArcGis 13.1, and field observations of land use. The findings reveal gentrification in the northern part of Ciledug, marked by the growth of business centers in Jatiseeng and rising land prices. This has led to the expansion of settlements toward the southern area, particularly in Jatiseeng Kidul. The toll road and the industrial estate in North Ciledug have accelerated the transformation of the local economy, with residents diversifying their livelihoods to adapt to urbanization. However, the study also notes a lack of improvement in essential infrastructure services, suggesting that regional development policies have not yet adapted to the gentrification, posing risks of urban sprawl.

Abstract

Kelompok KKN Tematik UGJ berkolaborasi bersama masyarakat Desa Windusari menghasilkan inovasi produksi sabun ramah lingkungan dengan memanfaatkan potensi komoditas unggulan desa berupa cengkeh dan pala. Proses pendampingan menyasar kelompok PKK untuk membentuk ketangguhan Wanita dalam Pembangunan desa. Kegiatan ini dilakukan dengan pendampingan langsung pada kelompok yang dipandu oleh peserta KKN. Hasil kegiatan berupa produk sabun cair kemasan kemudian dipamerkan dalam acara peringatan Hari Ulang Tahun Kabupaten Kuningan pada 30 Agustus 2024, yang bertempat di Linggarjati. Adanya inovasi ini diharapkan dapat mendorong ketangguhan ekonomi desa dalam menyelesaikan permasalahan Pembangunan desa dan pertumbuhan ekonomi desa. Potensi aset sosial masayarakat yang kohesif dan dukungan pemerintah desa yang proaktif, upaya menciptakan produk unggulan desa dengan skala pasar yang berdaya saing diharapkan dapat tercapai.

Abstract

Pedestrian path conditions are one of the factors that affect willingness to walk and play an important role in supporting historical tourism activities. This study analyzes the performance of pedestrian paths expressed by Pedestrian Level of Service (PLOS) in the colonial historical area of Kota Lama Cirebon.  The method used in this study was to conduct a geometric survey of pedestrian paths, pedestrian flow surveys, and pedestrian travel time surveys in 10 segments scattered throughout the study area. The survey results were analyzed regarding the 1985 Highway Capacity Manual (HCM) and PLOS values generated based on available walking space. The study shows that in terms of walking space availability, most of the segments in the study area have a PLOS A score, which means they are performing well. In comparison, some segments have poor PLOS, such as Merdeka Street, Yos Sudarso Street, TJ Street, and Kebumen Street, due to the unavailability of sufficient walking paths to serve pedestrians or the presence of side obstacles that reduce the effective width of the pedestrian path. To overcome these problems, several things need to be done, such as: 1) issue a policy prohibiting selling on pedestrian paths to reduce side obstacles so that the effective width of the pedestrian path can increase; 2) widen the pedestrian path at least according to the applicable standards; and 3) provide pedestrian paths on segments that do not yet have pedestrian paths.

Abstract

Generation Z (Gen Z) possesses significant creative potential that requires supportive public spaces for discussion and collaboration; however, the availability of suitable open spaces in Cirebon City remains limited. This gap highlights the need to optimize existing Green Open Spaces (GOS) so that they can be transformed into creative public spaces for younger generations without requiring the construction of new infrastructure. This study aimed to examine Gen Z’s perceptions of the availability of green open spaces in Cirebon City and analyze the characteristics of ideal green open spaces based on their preferences. This study employed a descriptive statistical method with a quantitative approach. Data were collected through questionnaires administered to at least 100 Gen Z respondents aged 18–29 years across five subdistricts in Cirebon City using purposive sampling. The findings revealed that the highest perceived importance in the ecological aspect was visual/aesthetic vegetation (86%); in the social aspect, pedestrian accessibility; in the economic aspect, the provision of spaces for small and medium enterprises (SMEs) (78%); and in the visual aspect, well-maintained and clean parks (81%). The evaluation of current conditions indicated that public open spaces were adequate in terms of vegetation and basic facilities; however, significant gaps remained, particularly regarding hydrological functions for flood mitigation and environmental safety systems. As the primary recommendation, the development of public open spaces in Cirebon City should adopt the Smart & Sustainable Eco-park concept to integrate sustainable environmental elements and smart technologies, thereby accommodating Gen Z’s need for safe, well-maintained, and productive public spaces.

Abstract

The tourism industry is a development priority that contributes to regional economic growth and job creation. However, a significant research gap remains regarding economic circulation within community-based and independently managed tourism sites, as most existing literature focuses on highly structured or established destinations. This study aimed to examine the multiplier effect of tourism activities at Aryakibans Land on the local economy of Rajagaluh Kidul Village, Rajagaluh District, Majalengka Regency, with particular emphasis on direct, indirect, and induced economic impacts. This study employed a descriptive quantitative approach. Primary data were collected through structured questionnaires from tourists, local business owners, and employees using proportional stratified random sampling. The data were analyzed by calculating the Keynesian Income Multiplier and Ratio Income Multiplier Type I and Type II to assess economic circulation generated by tourism activities. The findings provided a quantitative depiction of the economic circulation resulting from visitor expenditures on household income and local business activities. The results indicated that the self-managed tourism model at Aryakibans Land demonstrated potential to generate sustainable economic multiplier effects within the local community. These findings suggest that optimizing community-based tourism infrastructure can serve as a practical strategy to enhance grassroots economic development and provide strategic input for local government policymaking.
