Abstract

Kebijakan tarif angkutan umum merupakan komponen dasar yang sangat penting dalam pengoperasian angkutan umum karena tarif merupakan faktor utama dalam menarik penumpang dan sangat berpengaruh terhadap kondisi finansial operator angkutan umum.  Penerapan kebijakan struktur tarif seragam/flat fare pada Transjakarta seakan-akan tidak memperhatikan karakteristik pergerakan penumpang sehingga dengan penerapan struktur tarif yang dipengaruhi oleh jarak dapat memberikan peluang untuk menghasilkan revenue yang lebih besar dan berimplikasi terhadap penurunan besaran subsidi.  Penelitian ini bertujuan untuk melakukan kajian terhadap pengembangan beberapa alternatif kebijakan struktur tarif yang dapat diterapkan oleh Transjakarta dan kemudian memberikan rekomendasi kebijakan struktur tarif yang dapat berpengaruh terhadap penurunan besaran subsidi dengan tetap memperhatikan kemampuan membayar pengguna dan kenyamanan pengguna atas perubahan tarif yang terjadi.  Dalam penelitian ini menggunakan analisis ability to pay dalam penentuan besaran tarif dan menggunakan data tapping Transjakarta pada tanggal 18 Mei 2018 yang diolah menjadi data distribusi frekuensi penumpang sebagai dasar dalam perhitungan revenue Transjakarta untuk setiap alternatif kebijakan yang dirumuskan.  Dengan melakukan evaluasi terhadap 7 (tujuh) alternatif yang telah dirumuskan maka diperoleh hasil bahwa kebijakan yang paling direkomendasikan adalah struktur tarif bertahap (sectional fare) dengan kebijakan tarif awal sebesar Rp.3.500 berlaku pada 15 kilometer pertama kemudian berlaku tarif penyesuaian sebesar Rp.1.500 untuk setiap pertambahan jarak 10 kilometer.  Kebijakan tersebut menghasilkan penurunan subsidi sebesar Rp.34.476.000/hari atau sekitar 10,71% jika dibandingkan dengan tarif eksisting Transjakarta.

Abstract

Cities are the result of social interactions that form a community and produce culture. cultural resilience as a term that describes the extent to which a person's cultural strength in overcoming regional developments. Cirebon City as a City of Culture is inseparable from the history and culture of the past that form the characteristics of its own people. The City Village that still survives today is the North Kanoman Village, which is in the Kanoman Palace area. Cultural and artistic traditions are still maintained from generation to generation so that the characteristics of local wisdom are well preserved, so it is necessary to study the survival of the North Kanoman village in changing the development of a modern city. This study aims to determine the adaptation of the local wisdom of North Kanoman Village as an art and culture village in Cirebon City in an effort to maintain its existence as an art village in the midst of urban development. The output of this research is the modeling of the resilience of North Kanoman Village. The research uses a qualitative approach through qualitative descriptive analysis techniques. In this study, the method used is to use open interviews to examine and understand the attitudes, views, feelings and behaviors of individuals or groups of people. Based on the results of the study, it was found that the phenomenon of survival and adaptation methods were carried out by the North Kanoman community, this adaptation was closely related to changes in attitudes that occurred in the community. The synergy between the community and cultural leaders occurs in how to maintain culture and art for the younger generation from urban modernity and the era of digitalization. By adapting, the people of North Kanoman Village try to survive and continue their lives.Keywords: Survival, Urban Village, City Development, Local Wisdom, Arts and Culture

Abstract

Fire fighter performance can be represented by the speed of handling the fire case, where greatly influenced by the travel speed of the fire trucks to the fire location. This study aims to determine the fastest route for fire trucks in Cirebon City based on the travel distance, time, congestion and land use. The method used in this study is by applying the Geographic Information System (GIS) model in identifying several variables that affect the travel speed of fire trucks. In this study, several alternative routes were determined from the fire station (Harjamukti fire station and Bima fire station) to the location of fire (Harjamukti Market) and then calculated the travel time on each alternative route by considering travel distance, time, congestion and land use. The results showed that the fastest travel time for fire trucks in Cirebon City was largely influenced by the travel distance. However, in conditions of high traffic flow, a route with a longer distance but does not cross a congested road segment can produce a faster travel time when compared to a shorter route but crosses congested roads. The fastest route from the Bima fire station to Harjamukti market is route 1 (2,854 m) in the morning, route 3 (3,019 m) in the afternoon and evening. Meanwhile, the fastest route from the Harjamukti fire station to Harjamukti Market is Route 1 (2,069 m) in the morning, afternoon and evening because it has the shortest distance.

Abstract

Road infrastructure is a very important sector in regional economic growth. Geometric and flexible pavement planning on Linggarjati - Cirendang road section aims to provide road infrastructure that connects the Promotion Area Activity Center (PKW promotion), Environmental Activity Center (PKL), Regional Service Center (PPK) and Environmental Service Center (PPL) in Kuningan Regency in accordance with the Kuningan Regency Government programs. This research refers to the “Tata Cara Perencanaan Geometrik Jalan Antar Kota Ditjen Bina Marga Tahun 1997”, which was designed using Autocad Civil 3D v.2020 software. For the pavement thickness planning, refer to “Manual Desain Perkerasan Jalan Revisi 2017 Bina Marga”. The planning of the Linggarjati - Cirendang road section result ± 8,260 km long trace with a design speed of 60 km/hour. In the horizontal alignment there are 6 bends, consisting of 2 (two) SCS bends and 4 (four) FC bends. There are a total of 10 points of vertical intersection (PVI) with 6 points of concave PVI and 4 points of convex PVI with a maximum slope of 8%. The need for excavation volume is 217,154.7 m3 and the embankment is 319,259.61 m3. This study resulted in a flexible pavement thickness with a thickness of 30 cm for the base layer, 14.5 cm for AC Base, 6 cm for AC-BC, and 4 cm for AC-WC

Abstract

Kinerja pemadam kebakaran dapat direpresetasikan dengan kecepatan penanganan pada saat terjadi kasus kebakaran, dimana kecepatan penanganan sangat dipengaruhi oleh kecepatan tempuh unit pemadam kebakaran menuju lokasi kebakaran.  Penelitian ini bertujuan untuk mengetahui rute tercepat bagi unit pemadam kebakaran di Kota Cirebon berdasarkan jarak tempuh, waktu kejadian, tingkat kemacetan dan jenis penggunaan lahan.  Metode yang dilakukan dalam penelitian ini yaitu dengan cara menerapkan model Geographic Information System (GIS) dalam mengidentifikasi beberapa variable yang mempengaruhi kecepatan tempuh unit pemadam kebakaran. Pada penelitian ini ditentukan beberapa alternatif rute dari pos pemadam kebakaran (Pos Damkar Harjamukti dan Pos Damkar Bima) menuju objek lokasi kebakaran (Pasar Harjamukti) kemudian dihitung waktu tempuh pada masing-masing alternatif rute dengan mempertimbangkan variable jarak tempuh, waktu kejadian, tingkat kemacetan dan jenis penggunaan lahannya. Hasil penelitian diperoleh bahwa waktu tempuh tercepat kendaraan pemadam kebakaran di Kota Cirebon sebagian besar dipengaruhi oleh jarak tempuhnya. Akan tetapi pada kondisi arus lalu lintas tinggi, rute dengan jarak yang lebih panjang tetapi tidak melintasi ruas jalan yang macet dapat menghasilkan waktu tempuh yang lebih cepat jika dibandingkan dengan rute yang lebih pendek tetapi melintasi ruas jalan yang macet. Rute tercepat dari pos pemadam kebakaran Bima menuju Pasar harjamukti adalah rute 1 (2.854 m) pada pagi hari, rute 3 (3.019 m) pada siang dan sore hari. Sedangkan rute tercepat dari pos pemadam kebakaran Harjamukti menuju Pasar harjamukti adalah rute 1 (2.069 m) baik pada pagi, siang maupun sore hari karena memiliki jarak terpendek.

Abstract

The performance of public transportation is a very important main indicator because it can represent the success of the implementation of public transportation. This study aims to determine the operational performance of the MRT Jakarta public transportation after Covid-19 based on passenger tapping data (big data) and user perceptions. This big data will be processed into an Origin - Destination matrix, to get the Load factor and Utilization Factor values. In this study, in assessing whether or not public transportation performance is good, we will use secondary survey data on public transportation performance standards from journals in providing MRT and LRT services in the cities of Singapore, Hong Kong, and the United States, which of course refers to the Decree of the Director General of Land Transportation in Indonesia (SK/687/AJ/DRJD/2002). The results of the study show that the operational performance of the Jakarta MRT is currently good from several factors based on users perception and standard used. The results of the analysis show that the MRT Jakarta average occupancy rate or load factor value is 67% and utilization factor value is 0,66, which means that the performance of MRT Jakarta from the ridership side is still not optimal.

Abstract

The Covid 19 pandemic had an impact on the transportation sector, where the Government has placed restrictions on people's movements. This had an impact on the weakening of the passenger transportation industry as a result of the decreased number of passengers during the pandemic to post-pandemic covid 19. This study aims to determine the performance of urban transportation fares in Cirebon City, especially the D6 route with the Vehicle Operating Cost approach based on actual load factor data in the field. The method used in this study was a primary survey which included headway survey and passenger get in-get off survey. The data obtained then analyzed using the Vehicle Operating Costs approach in calculating fares to determine the suitability between the actual conditions and the operating costs that must be incurred. The results showed that under actual conditions (the highest average load factor was 45%), the existing fare of Rp.6.000/passenger was below the fare based on vehicle operating costs which resulted in a fare of Rp.8.707/passenger. In order to ensure the sustainability of urban transportation operations in Cirebon City, it is necessary to increase the number of transport passengers according to a minimum standard of 70% load factor or apply subsidies from the Government for the implementation of urban transportation.

Abstract

One common traffic issue in Bandung City is the congestion on Jalan Jendral Ahmad Yani Cicadas. One of the primary thoroughfares that links different parts of Bandung City is Jalan Jendral Ahmad Yani Cicadas. When this stretch of road gets congested, it causes widespread problems, such as delays in traffic, higher levels of air pollution, and financial losses. This study's overarching goal is to identify the most effective means of reducing traffic congestion and improving overall traffic performance in the region. In order to get to the main data, we assess the geometric conditions of the roads and gather data on traffic. Population statistics for Bandung City 2023 are an example of secondary data. This study's data analysis is predicated on the PKJI 2023 and MKJI 1997 standards. Data processing in Microsoft Excel to determine vehicle volume, speed, capacity, side resistance, degree of saturation, and service level. According to the findings of the evaluation, the biggest bottleneck on Jalan Jendral Ahmad Yani Cicadas in Bandung City happens between 16.00 and 18.00 WIB in the afternoon, with an average level of service (Level of Service) of C following a 30% diversion of traffic volume.

Abstract

Route 04 City Transport is public transportation that operates in Kuningan Regency. This transportation is operated to reduce traffic density and facilitate the people mobility. The aim of the research is to evaluate the performance and tarrifs for Route 04 City Transport whether they meet the requirements or not and to find out what is the passenger’s perception of the performance of the services provided. The methods used in this research are observation, interviews, questionnaires, and collecting primary data on operational performance and tariffs referring to the Director General of Land Transportation’s method SK/687/AJ.206/DRJD/2002 as well as WTP (Willingness To Pay), and service performance referring to the Importance – Performance Analysis (IPA) method. The serults obtained in this research are that there are 3 indicators that do not meet the requirments, namely load factor, service time and fleet availability level. The result of the tariff analysis refer to analysis vehicle operational costs if the tariff with a load factor of 70% is charged at Rp.4.250,44/person and the tariff with load factor of 21,59% is charged at Rp.13.780,9/person and the WTP is mostly desired passengers pay the lowest fare namely IDR 3.000,00. The service performance result obtained using the IPA method contain several attributes that must be maintained, namely in quadrant II and several attributes that must be improved, namely in quadrant I, quadrant III, and quadrant IV

Abstract

Management of on-street parking needs to be considered because it affects to traffic performance. This study aims to analyze the effect of on street parking to traffic performance on Jalan Pekiringan, Cirebon City. Data collection methods used in this study are primary data and secondary data. Primary data obtained through direct survey include: geometric data, vehicles volume data and parking volume data. While secondary data was obtained through Google Earth and related institution which included Geometric data for Cirebon City Roads. The analytical method used in this research is the analysis of the road segment capacity referring to the 1997 Indonesian Road Capacity Manual (MKJI 1997). Based on the result, the degree of saturation reaches 0.31 in conditions with on-street parking at this time and the degree of saturation in the future will reach 0.38 and 0.55 (level D) if parking on the street is allowed. The results of the degree of saturation with off street parking are 0.25 at Peak Hour.
