Tujuan penelitian menganalisis efektivitas pelaksanaan peraturan Otoritas Jasa Keuangan No. 48/POJK.03/2020 tentang perubahan atas Peraturan Otoritas Jasa Keuangan No.11/POJK.03/2020 bagi debitur yang terkena dampak Covid-19 pada PT Bank Tabungan Negara (Persero), Tbk. Kantor Cabang Manado. Hasil Penelitian ini menunjukkan bahwa : (1) pelaksanaan restrukturisasi pembiayaan Nasabah/Debitur yang terkena dampak pandemi Covid-19 belum berjalan secara efektif terhadap semua debitur KPR, sebab ada beberapa kriteria-kriteria debitur yang tidak memenuhi persyaratan restrukturisasi kredit: (2) faktor-Faktor yang menjadi hambatan pelaksanaan Peraturan Otoritas Jasa Keuangan Nomor 48/POJK.03/2020 Bagi Debitur Yang Terkena Dampak Covid-19 Pada PT Bank Tabungan Negara (Persero), Tbk. Kantor Cabang Manado yaitu penerapan prinsip kehati-hatian terhadap permohonan restrukturisasi kredit, sebagian pegawai bank belum paham akan SOP yang berlaku untuk penerapan restrukturisasi kredit debitur yang terkena dampak pandemi Covid-19. The research objective is to analyze the effectiveness of the implementation of the Financial Services Authority regulation no. 48/POJK.03/2020 concerning amendments to Financial Services Authority Regulation No.11/POJK.03/2020 for debtors affected by Covid-19 at PT Bank Tabungan Negara (Persero), Tbk. Manado Branch Office. The results of this study indicate that: (1) the implementation of the restructuring of customer/debtor financing affected by the Covid-19 pandemic has not been effective for all mortgage debtors, because there are several debtor criteria that do not meet the credit restructuring requirements: (2) the following factors: Factors that hinder the implementation of Financial Services Authority Regulation Number 48/POJK.03/2020 for Debtors Affected by Covid-19 at PT Bank Tabungan Negara (Persero), Tbk. Manado Branch Office, namely the application of the precautionary principle to credit restructuring applications, some bank employees do not understand the SOPs that apply to the implementation of debt restructuring for debtors affected by the Covid-19 pandemic.
