Abstract

This study of Songkok Recca to Bone is a study that tries to uncover the history of existence, the meaningful value of the songkok recca tersbut and the socioeconomic impact of recca songkok kerajiann for msayarakat in Paccing Village. This research as a study of local history that elevates local handicrafts as a cultural product that has economic value. The research method in this study is historical method with heuristic steps (data collection), criticism (verification), interpretation and historiography (writing). The use of the hat "Songkok Recca" is believed to have begun during the reign of the 31st Bone King named Andi Mappanyukki. The "Songkok Recca" hat used can show the wearer's social strata. This study aims to see the perception in the use of this hat is related to the social stratification of Bugis people in Bone Regency. The research was conducted in Awangpone Subdistrict, Bone Regency, South Sulawesi Province, using qualitative approach, with purposive sampling technique in determining informants. Data collection method using observation and interview, with the number of informants as many as ten people. Data analysis techniques in this research are qualitative data analysis techniques. The results showed that there is a shift in the use of the hat "Songkok Recca" today. Inistilah social stratification, the use of the hat "Songkok Recca" no longer shows the level of a person, but is now more described as a form of local wisdom bugis community in Bone Regency.

Abstract

This study aims to: 1) To analyze the meaning of the title Karaeng in Jeneponto Regency. 2) To analyze how the Karaeng title affects social structure and leadership. 3) To analyze how the social order with the title of Karaeng in the Regional Elections in Jeneponto. The approach used is descriptive with a qualitative type of research. Data collection through observation, interviews, and documentation. informants, namely 15 people using purposive sampling techniques, with informant criteria including Figures / Traditional Stakeholders; a person with the title of Karaeng; The general public who do not have a karaeng title; local youth leaders/activists; Government officials in the field of culture and politics; Political actor with the title karaeng. Data analysis techniques are data condensation, data modeling and drawing conclusions. The results of the study indicate that: a) The title of karaeng in Jeneponto Regency has a deep philosophical meaning, rooted in royal traditions passed down through generations and reflects the values ​​of honor, wisdom, and social responsibility as a symbol of community identity and status. This title is not only a status symbol, but also a marker of social identity that distinguishes a person's position in society. The values ​​​​inherited in the title reflect the Jeneponto people's outlook on leadership, exemplary behavior, and interpersonal relationships based on respect and justice. b) In the social structure, holders of the karaeng title remain respected and influential, both in formal leadership such as government and non-formal in traditional and social environments, and serve as role models in maintaining community harmony. c) The meaning of the karaeng title in the regional elections in Jeneponto is seen from its still strong role in shaping the direction of community political support. This title is a symbol of trust and social influence that is able to mobilize community loyalty, even though now society is starting to judge prospective leaders not only by their titles, but also by their personal abilities and integrity in leadership.

Abstract

Secara tektonik, wilayah pesisir dan lepas pantai Sulawesi Barat terletak di zona jalur lipatan dan sesar atau fold and thrust belt. Secara khusus, wilayah Majene dan Mamuju pernah terdampak gempa secara berulang dengan periode waktu berbeda. Oleh karena itu, pendidikan pencegahan dan mitigasi bencana menjadi urgen diberikan kepada guru di SMPN 2 Majene sebagai pihak yang dapat mentransformasikan pendidikan didaerah rawan bencana. Solusi yang ditawarkan untuk melakukan pencegahan dan mitigasi secara khusus diarahkan pada ancaman yang ada dan kerentanan yang relevan dengan ancaman tersebut. Langkah-langkah ini dimaksudkan untuk menghilangkan ancaman, mengurangi dampak ancaman ataupun menghindari kerentanan (kondisi rentan) yang berhubungan ancaman tersebut. Hal mendasar yang perlu dilakukan untuk mencegah dan memitigasi adalah mengenali ancaman berdasarkan ancaman kebencanaan dan prediksi potensi bencana suatu wilayah. Istilah yang sering digunakan adalah analisis/kajian ancaman.Rencana kegiatan yang akan dilakukan bersama mitra yaitu: 1) Kajian ancaman dan resiko 2) Perencanaan pencegahan dan mitigasi; 3) Meningkatkan kesadaran masyarakat tentang kesiapsiagaan bencana; dan 4) Melakukan refleksi atas kegiatan yang dilakukan sehingga dapat dirumuskan perubahan sosial yang terjadi setelah pelaksanaan progran. Motode Pelaksanaan kegiatan program kemitraan masyarakat dilakukan dengan menggunakan metode ceramah, diskusi, tanya-jawab dan focus group Discussion (FGD) Hasil kegiatan program kemitaraan masyarakat yang dilakukan menunjukkan bahwa para peserta sangat antusias. Pemahaman peserta terkait kajian resiko ancaman bencana sebelum dilakukan kegiatan berada skor 54,6% dan setelah diadakan kegiatan meningkat menjadi 97,8%. Pemahaman peserta terkait perencanaan pencegahan dan mitigasi sebelum diadakan berada skor 61,3% dan setalah diadakan kegiatan meningkat menjadi 98,7%. dan memiliki pemahaman. Pemahamanan peserta terkait peningkatan kesiapsiagaan bencana sebelum diadakan kegiatan berada skor 43,5% dan setelah diadakan kegiatan meningkat menjadi 97,6%. Sedangkan pre-test terkait pemahaman peserta terkait kelompok-kelompok yang rentang bencana sebesar 65,6% dan hasil post meningkat menjadi 98,8%..Hasil refleksi atas kegiatan yang dilakukan menunjukan adanya perubahan pemahaman pada setiap peserta yang sangat baik terkait pelaksanaan kegiatan yang dilaksnakan. Mitra memiliki pemahaman mengenai kelompok-kelompok yang rentang dalam terhadap bencana yaitu, anak-anak, orang tua (Manula), perempuan, dan penyandang disabilitas

Abstract

Penelitian ini bertujuan untuk menganalisis (1) pemaknaan konsep harga diri masyarakat Mandar di Kecamatan Campalagian dalam konteks nilai budaya lokal, (2) pengaruh pemaknaan tersebut terhadap kecenderungan masyarakat dalam merespons konflik melalui praktik sibatta, serta (3) implikasi praktik sibatta terhadap kondisi psikologis, sosial, dan ekonomi masyarakat setempat. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui observasi, wawancara semi-terstruktur, dan dokumentasi. Data yang diperoleh dianalisis menggunakan teori konflik Ralf Dahrendorf dan teori makna simbolik Immanuel Kant. Hasil penelitian menunjukkan bahwa harga diri dipahami sebagai nilai kolektif yang berkaitan erat dengan konsep siri’ dan lokko’, yang menjadi pedoman utama dalam kehidupan sosial. Persepsi ini secara signifikan memengaruhi cara masyarakat dalam memaknai dan merespons konflik. Secara historis, sibatta dipandang sebagai simbol keberanian dan pembelaan kehormatan diri. Namun, ditemukan pergeseran makna pada sebagian generasi muda yang kini lebih menekankan penyelesaian konflik secara damai. Selain itu, praktik sibatta terbukti menimbulkan dampak negatif, meliputi trauma psikologis, keretakan hubungan sosial, hingga terhambatnya aktivitas ekonomi keluarga.

Abstract

This community service activity aims to enhance the awareness and capacity of youth in implementing sustainable lifestyles in the Tanjung Dapura area, Makassar. The main problems faced by the community include low levels of waste management practices, high dependence on single-use plastics, and limited environmental literacy. The implementation method applied a participatory approach through several stages, including initial observation, interactive counseling, group discussions, and simulations of sustainable lifestyle practices. The results indicate a significant improvement in participants’ understanding and awareness of environmental sustainability, reflected in changes in perspectives and the emergence of commitments to reduce plastic use and manage waste independently. Furthermore, participants demonstrated strong enthusiasm to act as agents of change within their communities. Therefore, this activity is considered effective in empowering youth as key drivers in promoting environmental sustainability in coastal areas.

Abstract

Local government budgets in Indonesia often fail to translate planned development objectives into actual outcomes. This study investigates how entrenched budget politics – the interplay of political interests, corrupt networks, and weak fiscal rules – creates a persistent gap between planned and actual budgets. A review of recent studies shows that pervasive “budget leakage” and interest-group capture divert public funds away from priority services and misallocate scarce resources. We articulate the research gap: while public financial management is well studied, few analyses focus on the political dynamics of local budgeting or why reforms fail to curb corruption. Using Dunn’s policy evaluation framework (with criteria such as effectiveness, efficiency, adequacy, responsiveness, and appropriateness), we propose a systematic evaluation of local budgets. We empirically analyze Indonesian subnational deficits (exceeding statutory caps) to illustrate flawed fiscal policies. We then explore the causes of misaligned programs: incumbent leaders exploit loopholes (e.g., padded grants in election years) and finance deficits for votes. We demonstrate how the current planning system allows for political capture by citing examples of inflated project lists and unimplemented “ghost” programs. As a solution, we describe an Activity Priority Analysis (APK) – a multi-stakeholder, evidence-based budgeting process where government, academia, and civil society collaboratively vet and rank programs. We outline the evaluation steps using Dunn’s criteria to judge budget outcomes. The diagrams illustrate the proposed APK workflow.

Abstract

This study aims to: (1) analyze the neutrality of village heads in the implementation of the Regional Head Election (Pilkada) in Maros Regency; (2) analyze the factors influencing the non-neutrality of village heads during the Pilkada in Maros Regency; and (3) identify the forms of non-neutrality practiced by village heads during the Pilkada in Maros Regency. This research employed a qualitative descriptive approach. Data were collected through observation, interviews, and documentation. The informants consisted of 17 participants, including representatives from the Regency Election Supervisory Agency (Bawaslu), villagelevel election supervisors, community leaders, youth leaders, and teachers. Data analysis was conducted through three stages: data condensation, data display, and conclusion drawing. The results of the study indicate that: (1) regarding the neutrality of village heads in the implementation of the Pilkada in Maros Regency, there were two forms of non-neutral behavior committed by village heads during the 2024 Pilkada process. Furthermore, public knowledge regarding village head neutrality was generally adequate, although some community members still lacked understanding of the concept. In terms of regulations, village heads were aware of and understood the legal provisions concerning neutrality, although some failed to remain neutral in practice. Likewise, most community members were familiar with the regulations governing village head neutrality, while a small number remained unaware. (2) The factors influencing the non-neutrality of village heads consisted of: (a) external political pressure and influence; (b) village aspirations and interests; and (c) legal awareness and political culture.
