Abstract

The purpose of this research is to find out the efforts of the local government in developing tourism in Central Buton Regency and to find out the factors that hinder the local government in developing tourism in Central Buton Regency. The technique used in this research is qualitative research. Data collection techniques are carried out by means of library research and field research using interview, observation and documentation methods. The results of this study indicate that the Tourism Development Efforts in Central Buton Regency are divided into three namely a) making regulations, b) providing facilities and infrastructure and c). making plans while the Obstacles to Tourism Development Efforts in Central Buton Regency are divided into five namely a). Lack of Community Participation in the Tourism Sector b). There is no Attractive Promotion System yet, c) Limited work facilities and infrastructure at related agencies and tourist attractions, d) Lack of cooperation with investors, and e). Limitations and lack of maintenance of tourist attraction supporting facilities.

Abstract

The purpose of this study was to describe the service quality of the Department of Transportation in realizing the safety of sea transportation and the factors that influence it at Lasalimu port, Buton Regency.  Data collection techniques used in this study were observation, interviews and documentation. The data that has been collected is then analyzed using descriptive qualitative data analysis techniques. The results showed that the service quality of the Department of Transportation in realizing the safety of sea transportation at Lasalimu port, Buton Regency, can be seen from several indicators, namely reliability, responsiveness, confidence, empathy and tangible.  All of these indicators show that the service quality of the transportation service in this case has been going well.  This situation is influenced by human factors, technical factors and weather factors.  In terms of human factors as service providers, although many employees have honorary status, quantitatively this is not a limiting factor in providing good service in realizing the safety of sea transportation.  Technically, employees who work in transportation services at the Lasalimu port have carried out their duties properly.  Meanwhile, regarding the weather factor, the Department of Transportation is really paying attention to this.  In circumstances where the weather does not support the safety of the voyage, this information is immediately conveyed to the captain to continue or postpone the voyage

Abstract

The research of this research is (1) to find out the implementation of the healthy family program at the Wali health center of the Binongko sub-district, Wakatobi District (2) to find out the factors that hinder the Implementation of the healthy family Program in the Wali public health center, Binongko sub-District, Wakatobi District. The method used in this study is a qualitative descriptive research method by means of interviews and documentation. The results of this study indicate that the implementation of the Healthy Family Program Indicator at the Wali Health Center in Binongko District has been carried out well, although not optimally. Public knowledge about the implementation of this program has begun to change. However, after that, the puskesmas officers did not neglect to continue to provide counseling about the importance of this program. Meanwhile, the obstacles to the implementation of the Healthy Family Program at the Wali Health Center in Binongko District have not been maximized. The factors that support the implementation of the communication factor have been going well with the socialization both internally and externally. While the inhibiting factors from the resource side are the limited facilities of the implementation infrastructure and the delayed disbursement of the budget. From bureaucracy structure factor has not yet established tiered coordination between the health offices and puskesmas.

Abstract

This research aims to analyze and determine the role of the Manpower and Transmigration Service in Labor Protection in Kendari City and identify barriers to implementing the Labor Protection policy. This research adopted a qualitative descriptive research method and was conducted at the Kendari City Manpower and Transmigration Office. Informants in this research. The data used in this research involves information sourced from primary and secondary data. The data analysis technique used interactive data analysis according to Milles Hunerman and Saldana (2014). The research results show that the role of the Manpower and Transmigration Service in Kendari City in protecting workers includes aspects of law, safety, health, social security and work relations. Even though efforts have been made such as providing fair wages, preventing work injuries, routine health checks, financial protection, and protecting the right to organize, there are still obstacles to policy implementation such as ineffective communication and limited resources that affect policy implementation.
