Abstract

Most studies on the Islamic populism in Indonesia have only focussed on identity politics or political economy aspects. However, little attention has been paid to examining Islamic populism as an electoral campaign strategy in much detail. Therefore, this article would like to discusses how and to what extent Islamic populism works in the 2019 presidential election. We argue that Islamic populism is a pragmatic mobilization for winning electoral contestation which renews its legitimacy in election moments to gain political support. The argument builds based on the case study of Gerakan Nasional Pembela Fatwa Ulama in the 2019 presidential election. Utilizing qualitative method strategy, our findings in this study indicate that the logic of electoral political winning seems dominant in the mobilization of Islamic populism. At the moment of the campaign, this mobilization used religious sentiments to get voter support. Such religious-based mobilization only invites the sympathy of exclusive supporter segments and difficult to build alliances with broader elements of society because of it tends to be pragmatic. At the same time, this pragmatism also eroded the political legitimacy that it was trying to recreate and maintain during the election moment by holding Ijtima’ Ulama forum.

Abstract

Although extensive studies have been carried out on women candidates in the Indonesia election, no specific attention discusses elected women candidates without relying on vote-buying. This paper seeks to explain how and to what extend the winning strategy of a woman candidate elected with limited financial resources. We argue that door to door canvassing and programmatic campaign through social media are a crucial alternative strategy for a woman candidate to mobilize voters. The argument builds based on the case study of an elected woman candidate from the Indonesian Solidarity Party at district 10 of the Jakarta provincial parliament. This article shows that a woman candidate prioritized personal communication with voters directly and policy program campaign as a central winning strategy. There is a more optimistic story about an elected woman candidate in the local legislative election when compared to previous studies. Our findings confirm that a woman candidate could secure the parliament seat without relying on vote-buying, political dynasty, and male power.

Abstract

Dalam dua dekade terakhir, kajian tentang pelibatan publik mengalami perkembangan pesat, baik dalam konteks perdebatan teoritik maupun eksperimentasi secara empiris. Banyak literatur yang sudah mendiskusikan pelibatan publik dari sisi penawaran, bagaimana melibatkan publik dalam tata kelola pemerintahan yang partisipatoris. Sebaliknya, sisi permintaan dari elit yang berwenang membuat keputusan relatif kurang mendapatkan perhatian. Oleh karena itu, artikel ini bermaksud untuk memperkaya diskusi tentang pelibatan publik berbasis inisiatif elit yang berwenang. Lebih spesifiknya, kami berusaha memahami bagaimana pelibatan warga melalui layanan pengaduan berbasis teknologi digital yang difasilitasi oleh pemerintah daerah. Kami berargumen bahwa secara kelembagaan layanan pengaduan warga memiliki dampak positif karena menyediakan ruang politik untuk menekan kinerja internal birokrasi yang buruk. Temuan dalam penelitian ini menunjukkan bahwa layanan pengaduan warga tidak hanya berkontribusi untuk mendorong akuntabilitas kinerja internal birokrasi pemerintahan, melainkan juga membuka ruang politik bagi warga untuk mengontrol kinerja layanan pengaduan tersebut. Pemerintah kota Surabaya telah berusaha melakukan inovasi dan reformasi tata kelola pemerintahan melalui layanan pegaduan warga berbasis media digital. Namun, pada saat yang sama, pemerintah juga cenderung menggunakan inovasi demokratik tersebut sebagai bagian dari pencitraan politik. Studi ini memberikan kontribusi penting dalam literatur partisipasi publik berbasis inisiatif elit melalui penggunaan teknologi digital untuk mengakomodasi keluhan dan permintaan publik.
