Abstract

Dalam dua dekade terakhir, kajian tentang pelibatan publik mengalami perkembangan pesat, baik dalam konteks perdebatan teoritik maupun eksperimentasi secara empiris. Banyak literatur yang sudah mendiskusikan pelibatan publik dari sisi penawaran, bagaimana melibatkan publik dalam tata kelola pemerintahan yang partisipatoris. Sebaliknya, sisi permintaan dari elit yang berwenang membuat keputusan relatif kurang mendapatkan perhatian. Oleh karena itu, artikel ini bermaksud untuk memperkaya diskusi tentang pelibatan publik berbasis inisiatif elit yang berwenang. Lebih spesifiknya, kami berusaha memahami bagaimana pelibatan warga melalui layanan pengaduan berbasis teknologi digital yang difasilitasi oleh pemerintah daerah. Kami berargumen bahwa secara kelembagaan layanan pengaduan warga memiliki dampak positif karena menyediakan ruang politik untuk menekan kinerja internal birokrasi yang buruk. Temuan dalam penelitian ini menunjukkan bahwa layanan pengaduan warga tidak hanya berkontribusi untuk mendorong akuntabilitas kinerja internal birokrasi pemerintahan, melainkan juga membuka ruang politik bagi warga untuk mengontrol kinerja layanan pengaduan tersebut. Pemerintah kota Surabaya telah berusaha melakukan inovasi dan reformasi tata kelola pemerintahan melalui layanan pegaduan warga berbasis media digital. Namun, pada saat yang sama, pemerintah juga cenderung menggunakan inovasi demokratik tersebut sebagai bagian dari pencitraan politik. Studi ini memberikan kontribusi penting dalam literatur partisipasi publik berbasis inisiatif elit melalui penggunaan teknologi digital untuk mengakomodasi keluhan dan permintaan publik.

Abstract

This study aims to look at the use of social media (Twitter) in winning the 2018 East Java Provincial Election. Social media and online media are currently being used by pairs of candidates for the 2018 East Java Pilkada to attract public sympathy. Based on a survey conducted by Indonesia Indicator as of April 2018, media exposure is still dominated by Saifullah Yusuf (Gus Ipul) as a top influencer compared to other candidates. In the 2018 East Java Pilkada, the media also has a big role in shaping public opinion. The author uses the concept of media framing to see how the use of social media (Twitter) in winning the 2018 East Java Pilkada. The method used is a case study as a method that aims to explain how the use of Twitter social media in winning the 2018 East Java Pilkada. We limit this research to see how social media (Twitter) can shape public opinion in the 2018 East Java Regional Head Election. Data collection is done by document analysis and online observation. Document analysis was carried out by looking at the results of the report that had been released by Indonesia Indicator (I2) regarding the media monitoring they carried out during the 2018 East Java Pilkada.

Abstract

This article aims to identify the weak mitigation policy in response to the increasing case number of Covid-19 and elaborate why lack a sense of crisis among community in Bangkalan Regency occurred. The local government is trying to suppress the increasing number of Covid-19 in Bangkalan Regency by restricting mobility during Eid al-Fitr and cooperating with the Surabaya City government and East Java province authority to provide proper healthcare system. As Bangkalan regency failed to deal with the crisis, Surabaya city government respond the emergency situation with social restriction policy in Suramadu bridge, which ended with rejection from Madurese community. This study uses the interpretive approach and narrative analysis techniques. The article fully uses secondary data from credible mass media and official documents related to handling Covid-19 in Bangkalan Regency from April-June 2021. The concept of policy gap is used as an instrument to analyze the factors that caused the policy failure in the Bangkalan Regency Government of the Covid-19 mitigation in the community. Result shows that not only political policy gap which making both policies ineffective, but also cultural policy gap.

Abstract

The acquisition of basic citizenship rights like legal identity, education, and food security often goes unfulfilled among urban poor communities in Indonesian secondary cities, as they tend to remain invisible to state welfare-delivery systems. Along the Lemahputro riverbank in Sidoarjo, East Java, this exclusion is magnified by residents’ lack of formal documentation, unstable incomes and limited political leverage. This article asks: How do government actors and informal community groups co‑produce solutions to close that citizenship gap? This research conducted a descriptive qualitative case study guided by the concepts of Brokers and Citizenship, Collaborative Governance, and the idea of vernacular citizenship. Data were gathered through participant observation, 17 semi‑structured interviews and document analysis between August and October 2023. Findings reveal a multilevel synergy in which neighborhood and village officials broker legal‑identity access, faith‑based and women’s organizations supply social‑welfare services, and a donor‑initiated hub Griya Sinau functions as an intermediary platform that binds state and community initiatives. This hybrid governance arrangement reduces bureaucratic distance, legitimizes informal actors as policy implementers and expands residents’ repertoires for claiming rights beyond clientelist channels. The study contributes empirically to Indonesian urban‑governance scholarship and conceptually by showing how collaborative governance can be vernacularized through everyday brokerage practices. Policy recommendations include formalizing community brokers as “citizenship facilitators” and deploying mobile civil‑registration units to informal settlements.

Kami berargumen bahwa secara kelembagaan layanan pengaduan warga memiliki dampak positif karena menyediakan ruang politik untuk menekan kinerja internal birokrasi yang buruk. Temuan dalam penelitian ini menunjukkan bahwa layanan pengaduan warga tidak hanya berkontribusi untuk mendorong akuntabilitas kinerja internal birokrasi pemerintahan, melainkan juga membuka ruang politik bagi warga untuk mengontrol kinerja layanan pengaduan tersebut. Pemerintah kota Surabaya telah berusaha melakukan inovasi dan reformasi tata kelola pemerintahan melalui layanan pegaduan warga berbasis media digital. Namun, pada saat yang sama, pemerintah juga cenderung menggunakan inovasi demokratik tersebut sebagai bagian dari pencitraan politik. Studi ini memberikan kontribusi penting dalam literatur partisipasi publik berbasis inisiatif elit melalui penggunaan teknologi digital untuk mengakomodasi keluhan dan permintaan publik.

Abstract

Digital platforms have transformed political campaign models and created spaces where the boundaries between reality and illusion become blurred. This study analyzes the social media gimmick strategy used by the Prabowo-Gibran pair in the 2024 election, highlighting how the gimmick is not only a tool of political communication, but also builds hyperreality. Using the theoretical framework of simulacra and simulation from Jean Baudrillard, this study reveals how political communication strategies through gimmicks on social media can build a hyperreal image, where campaign elements become more "real" than actual political reality. A descriptive qualitative approach was used to analyze the data obtained from the publication of PT Indonesia Indicator using content analysis. The results of this study show that political gimmicks are not just a strategy to attract the attention of voters, but have developed into a hegemonic instrument that forms a new reality that is independent of the real reality. In this context, democracy faces serious challenges, when political representation relies more on visual appeal and social media narratives, then political substance can be displaced by pseudo-illusions designed to drive and control public opinion.
