Abstract

Sebagai negara kepulauan terbesar di dunia, Indonesia menghadapi berbagai tantangan keamanan maritim yang kompleks. Teori Sea Power Mahan, yang menekankan pentingnya kekuatan laut dalam mempengaruhi sejarah dan kebijakan suatu negara, dianalisis relevansinya dengan kondisi geopolitik dan geostrategis Indonesia saat ini. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi literatur. Hasil penelitian menunjukkan bahwa prinsip-prinsip Sea Power Mahan masih relevan untuk diterapkan dalam strategi pertahanan maritim Indonesia, namun perlu disesuaikan dengan karakteristik geografis dan ancaman kontemporer yang dihadapi. Pengembangan kekuatan angkatan laut, penguasaan titik-titik strategis, pengembangan infrastruktur maritim, dan peningkatan kesadaran masyarakat akan pentingnya domain maritim menjadi kunci dalam mengimplementasikan konsep Sea Power di Indonesia. Adaptasi teori Mahan yang tepat dapat memperkuat posisi Indonesia dalam menghadapi ancaman di wilayah laut yurisdiksinya.

Abstract

Indonesia is one of the largest archipelagic countries in the world with vast stretches of ocean. The pillars in the effort to defend Indonesia's seas are not only found in the TNI, but also in the coast guard. Bakamla as Indonesia's coast guard is tasked with protecting the country's oceans, however Bakamla faces many problems. This problem is in the form of a shortage of personnel, and is also Bakamla's main step in becoming part of Indonesia's maritime defense strategy. This research was created using a qualitative approach and literature review methods to reach the right solution to solve this problem. The results of this research include that Bakamla has a crucial role in law enforcement in Indonesia's maritime areas and also has a major responsibility for the security of the nation and state from the maritime sector. Bakamla also has the rights and opportunities to implement the precise trinity roles that is implemented in the navy since both of them serve the similar roles. As an advancement of this those roles, Bakamla also has the rights to implement the use of Multi-track Diplomacy concept to strengthen its function in international diplomacy with other country in order to reduce or even avoid the tension that has been the main issues of current era. Therefore, it is hoped that Bakamla can apply the concept of multi-track diplomacy within the naval trinity concept further, so that Indonesia's maritime defense can increase.

Abstract

The Sulu Sea as well as the Sulawesi Sea, are semi-closed sea areas, these seas are targets of illegal maritime activities. The Sulu Sea and Sulawesi Sea, being hotspots for several serious maritime crimes such as terrorism, kidnapping, piracy, and other transnational crime problems require joint operations through INDOMALPHI as a common platform in dealing with security threats in the region. The purpose of this study is to analyze the security strategy of the Indonesian Border Sea area in the Sulu Sea through the Trilateral Maritime Patrol Indomalphi. The method used is qualitative research that is descriptive. Data collection was obtained by literature study through articles, journals and reports related to the Sulu sea area and threats arising in the Indonesian border area. After that, the author discussed the Strategy for Securing Indonesia's Border Sea Area in the Sulu Sea through the Trilateral Maritime Patrol Indomalphi. Furthermore, the author describes the steps that can be taken by the Indonesian government. The results show that in securing Indonesia's border sea area in the Sulu Sea, INDOMALPHI's trilateral maritime patrol strategy has played an important role. This collaboration between Indonesia, Malaysia, and the Philippines through this trilateral has succeeded in increasing security and stability in the region. In its implementation, INDOMALPHI's trilateral maritime patrol has faced several challenges. One is coordination between three countries that have different policies and procedures. In addition, other challenges are the vast and complex Sulu Sea area, as well as the presence of armed groups that are still active in the region. To improve the effectiveness of Indonesia's border sea area security strategy in the Sulu Sea through INDOMALPHI's trilateral maritime patrol, here are some suggestions that can be considered: Strengthening cooperation, Capacity building, Regional cooperation development, Community empowerment
