Abstract

Abstract :Oral literature is one of the most important part in the existence of regional literature, including the province of South Sumatra. However, this type of literature began to be less enjoyed because it is considered outdated and not in accordance with the tastes of today's society. Not surprisingly, the number of its lovers began to decrease and leaving only the old people. This research highlights about oral literature Berejung owned by Besemah tribe of Pagaralam, South Sumatera which experienced the same thing. The aim is to see the dynamics of change or transition of the oral literature Berejung from the first to present form of presentation. Sources of data were obtained by using direct observation methods and interviews with related parties, such as speakers and art activists. The results of field research indicate that oral literature Berejung has undergone several transitions from spoken directly through the mouth, followed by the lute and the sole guitar and the last in a musical orchestra.

Abstract

Penelitian ini bertujuan untuk mengkaji secara mendalam dampak aktivitas Tempat Pembuangan Akhir (TPA) terhadap kondisi lingkungan dan kehidupan sosial masyarakat di kawasan Cipayung, Depok. Metode yang digunakan adalah pendekatan deskriptif kualitatif melalui teknik observasi langsung, wawancara mendalam, dan dokumentasi. Hasil penelitian menunjukkan bahwa keberadaan TPA menyebabkan berbagai permasalahan lingkungan, seperti pencemaran udara dari bau busuk sampah, pencemaran air sumur akibat rembesan air lindi, serangan serangga seperti nyamuk dan lalat, serta bencana banjir dan tanah longsor pada musim hujan. Permasalahan ini berdampak langsung pada kesehatan dan kenyamanan hidup masyarakat. Meskipun demikian, TPA juga memberikan kontribusi sosial ekonomi karena menciptakan peluang kerja bagi warga sekitar, seperti menjadi pemulung atau pekerja pengelola sampah. Penelitian ini menyimpulkan bahwa diperlukan kerja sama antara pemerintah, pengelola TPA, dan masyarakat untuk mengurangi dampak negatif dan mewujudkan pengelolaan sampah yang ramah lingkungan dan berkelanjutan.

Abstract

Ministerial Regulation of Marine Affairs and Fisheries No. 7 of 2024 legalizes the export of lobster seeds (benur) under joint ventures, but its implementation has triggered unintended consequences, notably the escalation of smuggling practices. This situation highlights a gap between policy objectives (das sollen) and actual outcomes (das sein). Objective: This research aims to analyze potential threats of lobster seed smuggling using a forecasting approach and to provide long-term policy recommendations. Method: A mixed-method forecasting design was applied by combining historical trend analysis, the Delphi method, and scenario building. Data were collected from government reports, academic literature, and expert interviews. Validity was ensured through triangulation, while reliability was strengthened using expert consensus measured by Kendall’s W coefficient. Results: The findings show a doubling of smuggling activities between 2020 and 2024. Projections indicate that under the baseline scenario, smuggling will continue to rise steadily; under the tight enforcement scenario, growth slows significantly due to regulatory and enforcement improvements; while under the loose enforcement scenario, smuggling escalates sharply as a result of weak oversight and high global demand. Conclusion: Regulation No. 7/2024 may worsen smuggling if not supported by consistent law enforcement, interagency coordination, and demand management strategies. Recommendation: The government should integrate forecasting into policymaking, strengthen maritime surveillance, provide alternative livelihoods for coastal communities, and enhance regional cooperation to reduce global market pressures.
