Abstract

Sampah merupakan masalah sosial dimana dengan berjalannya waktu dapat menimbulkan ketidaknyamanan dan keresahan masyarakat jika tidak dikelola dengan baik. Persampahan di Kabupaten Kudus menjadi salah satu permasalahan dari dampak meningkatnya jumlah penduduk, pesatnya pembangunan dan industri di Kabupaten Kudus. Pengelolaan sampah di Kabupaten Kudus bukan hanya tanggungjawab Dinas Perumahan, KawasanPermukiman dan Lingkungan Hidup (PKPLH) saja, melainkan juga menjadi tanggungjawab seluruh masyarakat Kabupaten Kudus. Kinerja Dinas PKPLH Kabupaten Kudus dinilai belum optimal. Berlakunya UU No 18/2008 tentang pengelolaan sampah agar pemerintah kota/kabupaten dapat mengubah sistem pembuangan sampah menjadi sistem pengelolaan sampah. Penelitian ini mengkaji strategi pengelolaan sampah optimal oleh Dinas PKPLH. Penelitian bertujuan memberikan strategi yang tepat dalam pengelolaan sampah sehingga dapat menekan timbulan sampah sesuai dengan Undang-Undang yang telah di tetapkan. Penelitian ini menggunakan pendekatan kualitatif deskriptif melalui observasi lapangan dan wawancara informan dengan teknik purposive sampling. Teknik analisis menggunakan analisis SWOT mengkaji kekuatan (S), kelemahan (W), peluang (O) dan ancaman (T), serta Uji Litmus. Dari hasil penelitian didapatkan strategi pengelolaan sampah yang segera dilakukan tindakan oleh Dinas PKPLH yakni meningkatkan kapasitas sumberdaya manusia dalam upaya mengubah persepsi, sikap dan perilaku masyarakat dalam pengelolaan sampah melalui proses daur ulang yang terpadu sehingga sampah dapat dimanfaatkan kembali menjadi bahan baku yang bernilai ekonomi, serta diperlukan pengadaan sarana dan prasarana, selain itu perlu memperbaiki, merawat sarana dan prasarana persampahan yang sudah ada di Kabupaten Kudus oleh Dinas PKPLH guna meningkatkan pelayanan kepada masyarakat. Dalam prakteknya diperlukan komitmen yang kuat antara masyarakat dan Dinas PKPLH agar persoalan pengelolaan sampah dapat teratasi.

Abstract

It is essential to treat wastewater before it is discharged into water bodies. The wastewater treatment method that is widely used is coagulation using the synthetic coagulant PAC, whose continuous use can harm human health and reduce the pH value of the water. Therefore, wastewater treatment innovation is needed to overcome this problem. This study will examine the potential of Spirulina platensis as a biocoagulant to reduce turbidity and TSS. This research was conducted in 3 stages, starting from the extraction, protein test, and optimum dose test. The results showed that Spirulina platensis has 0.0114375% protein in 20 gr and can reduce the lowest turbidity at doses of 10-5 ml / L and 10-10 ml / L (in 2 injections) with an effectiveness value of reducing turbidity levels by 63.02% and able to reduce the lowest TSS levels at doses 10-10 ml / L (in 2 injections ) with an effectiveness value of reducing levels by 85%. Based on the Wilcoxon test, it was found that the P-value < 0.05, which means that there is a significant difference in TSS values and turbidity between the results before and after Spirulina platensis biocoagulant treatment.

Abstract

Domestic wastewater discharge into rivers remains a persistent environmental and public health challenge in rapidly urbanizing regions of developing countries such as China. Although communal wastewater treatment systems have been increasingly implemented, empirical studies integrating community willingness to pay (WTP), behavioral determinants, and sustainability planning are limited. This study analyzes community willingness to pay for communal wastewater treatment services and formulates sustainability-oriented strategies for the Sewon Communal Wastewater Treatment Plant (WWTP) in the Special Region of Yogyakarta, Indonesia. A mixed-methods approach combined a survey of 100 households with interviews and a document analysis. WTP was estimated using the contingent valuation method with a payment card format, while behavioral determinants were examined using covariance-based Structural Equation Modelling (SEM) with AMOS. Strategic formulation was conducted using SWOT analysis supported by IFAS and EFAS matrices based on validated SEM results. The results indicate a positive willingness to pay, with a mean of IDR 7,114 and a median of IDR 7,500. The SEM revealed that supporting institutional factors significantly influenced the WTP (X4 = 0.664; p < 0.01), whereas environmental perception and inhibiting factors were not statistically significant. These findings highlight the decisive role of institutional strength in ensuring the financial sustainability of the communal wastewater service
