Abstract

The KOTAKU program was adopted by the Surabaya City Government through the arrangement of fishing villages. In structuring this village, the Surabaya City Government cooperates with the private sector and community participation to build a village that was originally a slum into a village that has art, characteristics and tourism selling values. This village is called Kampung Pelangi. This study uses a qualitative approach and data analysis techniques according to Miles Huberman and Sandana by reducing, presenting data and drawing conclusions. This study uses the theory of Collaborative Governance Anshell and Gash, initial conditions, institutional design, facilitative leadership, and collaborative processes. The results of this study indicate that the collaboration process between stakeholders is effective. The result of this collaborative governance is the creation of Kampung Pelangi as a new tourist destination in the city of Surabaya.

Abstract

Population Administration is a series of structuring and controlling activities in the publication of documents and Population Data through Population Registration, Civil Registration, management of Population Administration information and utilization of the results for public services and development of other sectors. To improve the quality of service at Dispendukcapil Surabaya launched an innovation called Klampid New Generation (KNG). This research aims to explain how Population Administration service innovations carried out by Dispendukcapil through Klampid New Generation cover six important aspects. This type of research is descriptive with a qualitative approach. Interviews, observation and documentation are the techniques used in collecting research data. The research focus includes new or improved services, process innovation, administrative innovation, system innovation, conceptual innovation, and radical change of rationale. This research data analysis uses interactive data analysis. The research results show that the City of Surabaya has succeeded in creating public service innovation through Klampid New Generation. Klampid New Generation has had a positive impact on Population Administration services in the City of Surabaya, although there are still shortcomings in it.

Abstract

Minimnya transparansi dan akuntabilitas pada instansi pemerintah masih menjadi masalah serius dalam pelayanan informasi publik yang sampai saat ini kerap terjadi. Pelayanan informasi publik merupakan seluruh rangkaian kegiatan yang meliputi penyebaran informasi dan dokumentasi kegiatan melalui berbagai macam media, baik elektronik maupun cetak. Penelitian ini dilatarbelakangi oleh permasalahan yaitu keterlambatan dalam penyebaran informasi pada media sosial di DPRD Provinsi Jawa Timur, informasi yang wajib dipublikasikan kepada masyarakat ternyata belum seluruhnya tersampaikan, informasi yang tersampaikan hanya bersifat internal dan bukan tentang permasalahan publik atau permasalahan yang sedang di alami masyarakat. Penelitian ini bertujuan untuk menganalisis Kinerja Humas Protokol Sekretyariat DPRD Provinsi Jawa Timur dalam Publikasi Informasi Kepada Masyarakat. Penelitian ini dilakukan dengan jenis penelitian kualitatif dengan pendekatan studi kasus. Pengumpulan data dilakukan melalui wawancara, observasi, dokumentasi. Penelitian menggunakan teori Kinerja Organisasi menurut Simanjutak (2011:3) dengan tiga faktor utama yaitu : dukungan organisasi, kemampuan dan efektivitas manajemen, kinerja setiap orang dalam organisasi. Berdasarkan hasil penelitian kemudian disimpulkan bahwa Kinerja Humas Protokol Sekretariat DPRD Provinsi Jawa Timur dalam publikasi informasi kepada masyarakat sudah cukup baik, walaupun masih terdapat kendala. Adapun faktor penghambat dalam Kinerja Humas Protokol Sekretariat DPRD Provinsi Jawa Timur dalam publikasi informasi kepada masyarakat meliputi minimnya  sarana dalam pengambilan gambar kegiatan, kurangnya sumber daya manusia dalam melakukan tugas kinerjanya dan kurangnya kamampuan sdm dalam pengiriman berita informasi.
