Abstract

ABSTRACTThe global COVID-19 pandemic has forced the world’s leaders to find the proper steps to respond. One of the ways to be taken is by collaborating and increasing public participation at large, including through the idea of co-production. However, this idea requires the participation of leaders with various styles and characteristics for the collaboration process to be successful. One of the cities that responded to the pandemic by mobilizing leaders from the mayor to the RT/RW level was the city of Surabaya. This collaborative effort between residents and the government in responding to the COVID-19 pandemic is summarized in the Tangguh Jogo Suroboyo Village program. This research uses a qualitative method with a case study approach. The co-production process through the Kampung Tangguh Jogo Suroboyo program took place thanks to the encouragement of leaders at the grassroots level, including rt/rw. The RT/RW are central actors in mobilizing residents to survive amid a pandemic. The leadership characteristic shown at the grassroots level is collective leadership. This collective leadership has existed since the beginning of the establishment of Tangguh Village. The characteristics of collective leadership are inseparable from the values that exist in society, namely the spirit of “gotong royong.” In addition, collective leadership can better gather community solidarity amid a pandemic because of its informal nature, flexibility, and more accessible and faster coordination.

Abstract

ABSTRAKKelurahan Semolowaru merupakan salah satu kelurahan yang berada di Kecamatan Sukolilo, Kota Surabaya. Kelurahan Semolowaru merupakan salah satu kelurahan yang memiliki jumlah Usaha Mikro Kecil dan Menengah (UMKM) yang cukup banyak, seperti fashion, makanan dan minuman, craft, dan agribisnis. Namun, banyak dari UMKM yang berada di Kelurahan Semolowaru masih belum menerapkan digital marketing, sehingga potensi yang dimiliki UMKM masih belum menjangkau masyarakat luas. Seiring berkembangnya teknologi dan informasi banyak sekali bermunculan aplikasi untuk mempermudah dalam memasarkan produk. Adanya inovasi aplikasi berupa platform belanja secara online (e-commerce) bernama Pemberdayaan dan Ketahanan Ekonomi Nang Suroboyo atau biasa dikenal dengan E-Peken, aplikasi yang dibuat oleh pemerintah Kota Surabaya dirasa menjadi jalan keluar untuk permasalahan pelaku UMKM yang ada. Namun adanya inovasi ini perlu dilakukan sosialisasi agar UMKM mengetahui secara mendalam mengenai E-Peken dan menjadi langkah awal bagi UMKM untuk menuju penjualan berbasis digital sehingga memperluas jangkauan pasar untuk mendapatkan penghasilan yang mampu meningkatkan taraf hidup. Kata kunci: sosialisasi; e-peken; UMKM. ABSTRACTSemolowaru Village is one of the villages in Sukolilo District, Surabaya City. Semolowaru Village is one of the villages that has a large number of Micro, Small and Medium Enterprises (MSMEs), such as fashion, food and beverage, craft, and agribusiness. However, many MSMEs in Semolowaru Village have not implemented digital marketing so that the potential of MSMEs has not reached the wider community. Along with the development of technology and information, many applications have sprung up to make it easier to market products. There is an application innovation in the form of an online shopping platform (e-commerce) called Empowerment and Economic Resilience Nang Suroboyo or commonly known as E-Peken, an application made by the Surabaya City government is felt to be a way out for the problems of existing MSMEs. However, this innovation needs to be socialized so that MSMEs know in depth about E-Peken and become the first step for MSMEs towards digital-based sales so as to expand market reach to earn income that can improve their standard of living. Keywords: socialization; e-peken; MSMEs.
