Abstract

The idea of the policy and innovation network in the context of post-disaster governance refers to a set of rules, legislation, regulations, and guidelines that offer guidance for the efforts of post-disaster recovery and reconstruction. The objective of this study is to investigate the impact of policies and innovation networks on post-disaster rehabilitation in a specific geographical region. The research methodology employed in this study is qualitative in nature. The present study employed a diverse range of research data obtained from interviews and disaster management report documents. These data were subsequently subjected to analysis applying the Nvivo12 plus software. The findings of the research suggest that the post-disaster rehabilitation network involves a range of components, specifically the public policy network which comprises the central government, regional governments, associated institutions, and civil society organisation. The local government of Palu City adopted policy changes that prioritised the implementation of a land acquisition and resettlement action plan in the context of post-disaster rehabilitation and construction efforts.

Abstract

Penelitian ini bertujuan untuk mengetahui implementasi Kebijakan pelayanan Surat Keterangan Catatan Kepolisian (SKCK) di Kepolisian Resor (Polres)Poso. Data untuk penelitian ini berasal dari data primer serta sekunder. Adapun data primer adalah data yang dikumpulkan secara langsung melalui observasi dan wawancara, dan sedangkan untuk data sekunder, yang berupa data dari orgaisasi yang terlibat dalam objek penelitian. Selanjutnya data tersebut dianalisis secara kualitatif. Penelitian ini menggunakan teori Edward III yaitu Komunikasi, Sumber Daya, Disposisi, Struktur Birokrasi, sebagai indikator acuan dalam melakukan penelitian. Adapun untuk Hasil penelitian menunjukkan bahwa implementasi Kebijakan pelayanan Surat Keterangan Catatan Kepolisian (SKCK) di Kepolisian Resor ( Polres) Poso adalah Implementasi proses pelayanan Surat Keterangan Catatan Kepolisian (SKCK) di Kepolisian Resor Poso menurut hasil wawancara dengan informan penelitian dan yang telah dijelaskan dalam pembahasan dapat dikatakan belum maksimal. Serta untuk faktor – faktor yang mempengaruhi implementasi Kebijakan pelayanan Surat Keterangan Catatan Kepolisian (SKCK) di Kepolisian Resor (Polres) Poso dari wawancara dengan informan penelitian dan yang telah dijelaskan dalam pembahasan maka faktor yang mempengaruhi adalah sumber daya manusia petugas dan pengurusan yang menggunakan system online.

Abstract

This study aims to determine the implementation of public information disclosure policies in the Regional Secretariat of Tojo Una-Una Regency The theory used is the implementation of policies by Van Metter and Van Horn which consists of the size and objectives of the policy, resources, characteristics of implementing agents, attitudes of implementers, communication between organizations and implementing activities, as well as the economic, social and political environment. This type of research is qualitative. The informants of this research are the Regional Secretariat of Tojo Una-Una Regency and observers of public information in Tojo Una-Una Regency which are determined purposively. The data collection and collection techniques consist of observation, interviews, and documentation. Data analysis techniques include data reduction, data display, and drawing conclusions. The results of the study show that it has not fully shown good results because from the aspects studied, there are still three aspects that are not yet supportive, namely in the aspect of resources, characteristics of implementing agents, and communication between implementing organizations. However, the aspect of size and objectives has been carried out in accordance with the policy by forming PPID and preparing SOPs. The attitude of the implementers has shown their support because the implementers are trying to do what is mandated in the policy, while in the economic, social, and political environmental aspects have also shown such a thing where the policy has received support from stakeholders because the policy is a policy that provides opportunities for anyone to obtain public information, including the public. Meanwhile, the resource aspect is still experiencing limitations so that it is difficult to implement policies. The characteristics of the implementing agent are also not good because of the eight sections in the Tojo Una-Una Regency Regional Secretariat, only one part carries out policies in accordance with the public information disclosure policy. Communication between implementing organizations is rarely carried out, so that policy implementers do not understand the content of the policies implemented.

Abstract

This study aims to analyze the village government policy in providing health services for the community in Rato'ombu Village, Lage District, Poso Regency, and identify the factors that influence it. The method used is descriptive qualitative with data collection techniques through interviews, observations, and documentation of eight informants. The results of the study indicate that the coverage of health services provided has reached most of the community, although it is still necessary to increase the capacity of human resources, especially health workers. Internal factors that influence the policy include communication, complaint facilities, and the availability of health workers. External factors include inconsistencies in registration data, incomplete treatment requirements, and obstacles to paying BPJS contributions. This study is important because it provides input for the village government in formulating more effective and inclusive health service policies. The main contribution of this study lies in policy recommendations that can strengthen the village health service system, in line with the direction of national policy in strengthening basic services at the local level.

Abstract

Kecenderungan penggunaan air minum isi ulang oleh masyarakat di perkotaan semakin meningkat. Buruknya kondisi lingkungan membuat mereka khawatir untuk mengonsumsi air tanah, bahkan air ledeng yang disediakan pemerintah. Persoalan yang muncul adalah tidak semua air minum isi ulang (AMIU) dikelola dengan baik. Dalam penelitian penulis menggunakan pendektan penelitian metode penelitian yang penulis gunakan adalah metode kualitatif dengan pendekatan deskriptif Kualitatif, yakni Implementasi Kebijakan Pengawasan Depot Air Munum Isi Ulang di Kota Poso Diharapkan dengan metode ini maka tujuan penelitian ini dapat terwujud, dan memperoleh hasil seperti yang diharapkan karena metode penelitian turut menentukan susksesnya suatu penelitian. Implementasi kebijakan pengawasan depot air minum isi ulang di Kota Poso kurang berjalan dengan optimal. Hal ini dibuktikan dengan seluruh indikator yang dijadikan tolok ukur dalam penelitian ini, seperti aspek Komunikasi, Sumber Daya, Desposisi dan Struktur Birokrasi, berdasarkan hasil penelitian, memperoleh kategori kurang optimal.

Abstract

Water is an abundant natural resource. Which is a basic need for all human activities, including domestic needs such as drinking, cooking, bathing, as well as industrial, commercial, agricultural, medical, marine and other needs. Therefore, water is very useful and important for life on earth. In the research the author used a research approach, the research method the author used was the survey method. The survey method dissects and identifies problems and obtains justification for the ongoing situation. This research shows effectiveness, which shows that the goals that have been set have not been achieved considering that the community's need for clean water has not been met. Efficiency, seen from the efforts made by the Bau Village Government together with Clean Water Officers in maintaining clean water facilities, is quite good. Adequacy, seen from the community's response, shows that some of them do not feel their needs for clean water are met. Alignment, shows that it is quite good at providing justice to society. Responsiveness, it can be seen that the community is not satisfied with the clean water program, however all community complaints are well received by the Bau Village Government and Clean Water Officers. Accuracy shows that this clean water program is quite appropriate in overcoming clean water problems in Bau Village.

Abstract

This study evaluates the quality of apparatus human resources in facilitating the Development Planning Deliberation (Musrenbang) in Ampelgading District, Malang Regency, using a Logic Model approach. This qualitative evaluative case study integrates an institutional capacity framework focusing on the human resources, organization, and task network dimensions with the Logic Model framework. Data were collected through in-depth interviews with informants drawn from district apparatus, the regional planning agency (Bappeda), village facilitators, and village governments, complemented by non-participant observation and document analysis of the Musrenbang process. The findings reveal a systemic human resource deficit: most of the structural positions that underpin Musrenbang remain vacant, including core functions such as the definitive District Head, the Head of the Planning Subdivision, and the Head of the Development Section. Apparatus facilitation competence is weak owing to the absence of technical guidance in recent years and limited mastery of the regional planning information system (SIPD). Inter-actor coordination rests on fragile informal channels. The study identifies bottlenecks at the resources–activities and activities–output transitions as the root cause of the failure to convert community aspirations. The resulting strategic design focuses on developing apparatus human resource capacity through continuous technical guidance, the appointment of permanent facilitators, and advocacy for filling strategic positions.
