Abstract

Education produced quality generations, whether formal or informal. The mandate of Law No. 20 of 2003 states that Education was a conscious and planned effort to create an atmosphere of learning and learning process so that learners actively develop their potential to have strength spiritual, self-control, personality, intelligence, noble character, and skills which is needed them and society. The author analyse there was a gap in the process of applying the curriculum. Keep in mind the geographical, cultural and access in different regions of Indonesia, it becomes an obstacle in the education service. The results obtained that students' understanding of school. The subject matter was weak. At the moment the teacher's role was only as a symbol that carried out teaching assignments in the classroom, without evaluating whether his or her students can understand what has been said? Teachers were only trying to live out what the government has set, but those who accepted the risks are scholars as receiving education.

Abstract

AbstractThis study analyzes the transformation of public services in the islands of West Halmahera Regency. The government provides services in accordance with Law No. 25 of 2009 concerning public services. Public service policy in the Republic of Indonesia has unique characteristics, especially in the islands which have limited transportation access. This study uses a descriptive qualitative method in analyzing the transformation of public services in the archipelago. The results showed that the transformation of public services continues to be a trend for people in urban areas, but different from the islands. Health services, licensing, population administration, etc. are taken by the sea which threatens the safety of the community due to high waves. When in other regions competing to use technological innovation in public services, but not yet applicable in West Halmahera Regency, especially in the archipelago in general. The islands of West Halmahera Regency have not yet felt the innovation and transformation of public services. Keywords: Transformation, Public Service, Islands Region  Abstraksi   Tujuan penelitian ini untuk menganalisis transformasi pelayanan publik pada daerah kepulauan di kabupaten halmahera barat. Pemerintah hadir bagi masyarakat sebagai wujud memberikan pelayanan yang sesuai dengan kebutuhan dan harapan masyarakat. Karakteristik daerah-daerah yang ada di negara republik indonesia ini menjadikan hal yang patut diperhitungkan dalam memberikan kebijakan-kebijakan mengenai pelayanan publik, terutama bagi masyarakat yang berada pada daerah kepulauan yang memiliki akses transportasi melalui laut. Penelitian ini menggunakan metode deskriptif kualitatif dalam menganalisis transformasi pelayanan publik daerah kepulauan. Hasil temuan menunjukkan bahwa transformasi pelayanan publik terus menjadi trend bagi masyarakat saat yang berada di daerah kota, namun berbeda dengan daerah kepulauan yang masih bersifat tradisional. Pelayanan kesehatan, perizinan, administrasi kependudukan, dll. Harus ditempuh melalui jalur laut yang tidak jarang juga mengancam keselematan dari masyarakat jika gelombang yang tinggi. Ketika didaerah-daerah lain sudah berlomba-lomba untuk menggunakan teknologi dengan berbagai inovasi, maka hal ini belum nampak pada kabupaten halmahera barat bahkan khususnya pada daerah kepulauan. Dengan kata lain bahwa daerah kepulauan kabupaten halmahera barat belum merasakan adanya transformasi pelayanan publik sesuai dengan perkembangan zaman atau yang disebut dengan revolusi 4.0 Kata kunci : Transformasi pelayanan publik, daerah kepulauan, pemerintah daerah

Abstract

Village fund transparency is widely recognized as a prerequisite for ensuring public accountability and fostering sustainable development in Indonesia. Despite the existence of formal regulations, challenges remain at the implementation level, particularly in relation to limited digital literacy, insufficient community involvement, and weak administrative capacity within village institutions. This study aims to formulate an adaptive and context-specific model of village fund transparency that not only complies with regulatory frameworks but also incorporates local cultural values to strengthen governance legitimacy. A qualitative multiple-case study design was applied in selected villages in Central Java and South Sulawesi. Data collection involved in-depth interviews, focus group discussions (FGDs), and the examination of official documents. Thematic content analysis was employed to identify emerging patterns, while data validity was ensured through triangulation of sources, methods, and member checking with informants. The study identified three fundamental pillars of effective transparency: (1) digital-based information disclosure to enhance public access, (2) inclusive community participation in both planning and monitoring processes, and (3) the integration of local cultural norms into governance mechanisms. This framework addresses the shortcomings of rigid and formalistic systems and contributes to stronger social legitimacy in village governance.The research offers theoretical insights into the discourse on public administration, particularly regarding fiscal transparency at the village level. Practically, the proposed model provides a framework for policymakers to design village fund governance strategies that are more adaptive, participatory, and sustainable in the long term.
