Abstract

The Banyuwangi Festival is the flagship of Banyuwangi tourism on a national level. In addition, the presence of the Banyuwangi Festival also supports the growth of tourist visits to the Banyuwangi area. The success of the Banyuwangi Festival is inseparable from the presence of two significant events, namely the Banyuwangi Ethno Carnival (BEC) and the Gandrung Sewu event. The success of organizing these two significant events cannot be separated from the multi-actor collaboration between the Banyuwangi local government and the private sector to culturalists. This article answers questions about the Collaborative Governance process in the Banyuwangi Festival Program, which consists of the BEC event with the Hybrid Culture theme and Gandrung Sewu with the Traditional theme. This study uses a qualitative comparative method. In Collaborative Governance at the BEC event, the Banyuwangi government cooperates with Dinan Fariz Event Organizer as a private party who provides ideas in terms of conceptual to various detailed elements that support the implementation of a modern carnival. Meanwhile, the Blambangan Arts Council from the Cultural side determines the theme of traditional culture and the party that maintains traditional standards that must be maintained in the implementation of BEC. At the Gandrung Sewu event, the Banyuwangi local government invites cultural cooperation to determine all aspects of culture in the Gandrung Sewu event. Meanwhile, schools and art studios were invited to collaborate to involve their students in the Gandrung Sewu performance. The success of organizing two significant events, namely BEC and Gandrung Sewu, summarized in the Banyuwangi Festival program, cannot be separated from the collaboration of multi-actors who have successfully played their roles by the functions and synergies that have been built between all actors involved.

Abstract

The Child Identity Card (KIA) policy is a policy breakthrough as outlined in the Ministry of Home Affairs Regulation (Kemendagri) No. 2 of 2016 concerning Child Identity Cards (KIA). MCH includes the protection and implementation of children's constitutional rights as a sign for the unmarried population under the age of 17 years. For this reason, researchers conducted research at the Surabaya City Population and Civil Registration Service or Dispendukcapil Surabaya which is responsible and authorized to provide services in the field of population administration. Disdukcapil Surabaya also implements a Child Identity Card (KIA) policy. The Child Identity Card program has been implemented in the city of Surabaya since mid-2019. By the end of 2021, 370,833 children have had KIA in the city of Surabaya, while 404,856 children have not had KIA. The implementation of the Child Identity Card Policy in the City of Surabaya is considered effective and will later innovate. This study aims to determine how the implementation of child-friendly cities (Study of Child Identity Card Policy Based on Klampid Surabaya City). This research uses descriptive research with a qualitative approach. Data collection techniques used to draw conclusions are interviews.

Abstract

Program implementation in local government is not easy (Musa, 2010). Many challenges must be faced in order to minimize program failures, including the Telunjuk Sakti service program. This program is a mainstay service program for Wonogiri Regency in the current smart city era. So there is a need for risk management to analyze the possible risks that arise as a result of the program (Bhatta, 2008). This study uses a qualitative method. The purpose of this study was to analyze risk management for the Telunjuk Sakti service as a quick win smart governance in Wonogiri Regency. By understanding the risks posed by this program, risk mitigation can minimize unwanted impacts. This encourages the smooth running of the Telunjuk Sakti service index program as a quick win from smart governance in Wonogiri Regency. Researchers found that people's low literacy of the program is an extreme risk. These social risks arise as a result of the majority of the population of Wonogiri Regency being rural and untouched by technology. Technical matters become a high risk, such as the absence of data backup at the village level, HR competence in handling applications and access to wifi and FO being interrupted at any time. This technical matter can hinder the running of the service program, so strengthen the anticipation of technical issues by building DRC/cloud, HR training, and alternative LAN networks.

Abstract

The purpose of this study was to determine the synergy between actors in the prevention and handling of Covid-19 in Surabaya. The super-fast transmission of the Covid-19 virus requires the Surabaya city government to take precautions in handling it. Prevention and handling is done by forming a task force according to the president's instructions. But unfortunately, the task force left the private sector, whereas in realizing good governance, three pillars are needed (government, private, and community) as key actors. This research method uses descriptive qualitative. Data collection techniques with in-depth interviews and literature study. The results of the study show that synergy and collaboration are carried out very well. This can be seen from the absence of institutional sectoral egos. Task force communication is carried out vertically and horizontally. Coordination with the community is also carried out regularly through the Kampung Tangguh "Jogo Suroboyo". This communication and coordination is proven by the effectiveness of the swap testing, tracing, and vaccination programs. Even though it is going very well, it still needs to be improved, especially in the involvement of the private sector (economic actors) in preventing Covid-19.

Abstract

The aim of this research is to find out the Adaptation of Michael Porter's Differentiation Strategy: Cyberspace as the Main Facility of Startup Business in Post-Pandemic. This type of research is qualitative research. The research process is by collecting data from secondary data sources through observation and research results that have been published in journals that already have indexes, credible census data related to research and mass media reports that have valid credibility. The Competitive Strategies model put forward by Porter is one of the popular strategies to explain how the design of an organization, especially a money-oriented organization, can work well, some of the benefits of working indirectly along with the disadvantages. During the pandemic there was a shift in working methods in various sectors. The face-to-face method is not possible, so it is necessary to use a video teleconference platform. Issues regarding organizational strategy and design can be addressed through the concept of comparative advantage which includes Porter's differentiation strategy. The implementation of this strategy is capable and capable of increasing organizational resilience as adapted by Schoters and Ruang Guru. These companies have even carried out the differentiation method well when implementing differentiating strategy.

Abstract

The development of the world's digital governance era has reached the development of smart city 4.0. Not many cities can make that happen. In Indonesia, the movement towards smart cities is still starting to be echoed. So it is necessary to prepare and have the will of the region to implement a smart city because of the difficulty in preparing to implement a smart city. Wonogiri Regency is one of the districts selected for smart city implementation because the achievement of the Electronic-Based Government System (SPBE) indicator has increased. The purpose of this study was to analyze the readiness of infrastructure for a smart city master plan in Wonogiri Regency. This research is a qualitative type with data collection techniques through in-depth interviews with 8 purposively selected informants. The researcher found that the readiness of infrastructure was in good condition.

Abstract

AbstractThis study analyzes the transformation of public services in the islands of West Halmahera Regency. The government provides services in accordance with Law No. 25 of 2009 concerning public services. Public service policy in the Republic of Indonesia has unique characteristics, especially in the islands which have limited transportation access. This study uses a descriptive qualitative method in analyzing the transformation of public services in the archipelago. The results showed that the transformation of public services continues to be a trend for people in urban areas, but different from the islands. Health services, licensing, population administration, etc. are taken by the sea which threatens the safety of the community due to high waves. When in other regions competing to use technological innovation in public services, but not yet applicable in West Halmahera Regency, especially in the archipelago in general. The islands of West Halmahera Regency have not yet felt the innovation and transformation of public services. Keywords: Transformation, Public Service, Islands Region  Abstraksi   Tujuan penelitian ini untuk menganalisis transformasi pelayanan publik pada daerah kepulauan di kabupaten halmahera barat. Pemerintah hadir bagi masyarakat sebagai wujud memberikan pelayanan yang sesuai dengan kebutuhan dan harapan masyarakat. Karakteristik daerah-daerah yang ada di negara republik indonesia ini menjadikan hal yang patut diperhitungkan dalam memberikan kebijakan-kebijakan mengenai pelayanan publik, terutama bagi masyarakat yang berada pada daerah kepulauan yang memiliki akses transportasi melalui laut. Penelitian ini menggunakan metode deskriptif kualitatif dalam menganalisis transformasi pelayanan publik daerah kepulauan. Hasil temuan menunjukkan bahwa transformasi pelayanan publik terus menjadi trend bagi masyarakat saat yang berada di daerah kota, namun berbeda dengan daerah kepulauan yang masih bersifat tradisional. Pelayanan kesehatan, perizinan, administrasi kependudukan, dll. Harus ditempuh melalui jalur laut yang tidak jarang juga mengancam keselematan dari masyarakat jika gelombang yang tinggi. Ketika didaerah-daerah lain sudah berlomba-lomba untuk menggunakan teknologi dengan berbagai inovasi, maka hal ini belum nampak pada kabupaten halmahera barat bahkan khususnya pada daerah kepulauan. Dengan kata lain bahwa daerah kepulauan kabupaten halmahera barat belum merasakan adanya transformasi pelayanan publik sesuai dengan perkembangan zaman atau yang disebut dengan revolusi 4.0 Kata kunci : Transformasi pelayanan publik, daerah kepulauan, pemerintah daerah

Abstract

At this time UMKM in the Indonesian economy play a very important role in the growth of a country. As a business person in a business that is run, an entrepreneur who runs a business must have a good marketing strategy, so that he can achieve the targets that have been planned.Today's rapidly developing technology can be utilized as a marketing medium, namely digital marketing. However, there are still many UMKM actors who do not understand and lack insight which makes UMKM actors unable to apply this media. By optimizing digital marketing, it is hoped that it will be able to develop the businesses of UMKM actors. Optimizing digital marketing is carried out in stages, first: a survey of UMKM in Rungkut Kidul. Second: conducting digital marketing outreach. Third: provide post-socialization assistance. This socialization was carried out to provide understanding and increase knowledge of digital marketing concepts. In addition, digital marketing management assistance is also carried out to improve capabilities in digital marketing management. The purpose of this service is to be able to provide solutions to marketing problems that are currently being faced by UMKM actors who are starting to enter the digital world as a product marketing process in a wider range. So that as a result of this service, UMKM actors gain knowledge about digital marketing and can expand marketing through digital marketing.

Abstract

The Office of Tourism and Creative Economy, Culture, Youth, and Sports of Gresik Regency has initiated a program to empower Micro, Small, and Medium Enterprises (MSMEs) through the integration of the tourism and creative economy sectors in the Bandar Grissee tourism area, which is realized through the launch of the Cokro Ekraf Festival program. This study aims to examine how the empowerment of MSMEs is implemented through the program. This research employs a descriptive qualitative method with a case study approach. Data collection techniques include observation, interviews, and documentation. The data analysis process followed four systematic stage: data collection, data reduction, data presentation, and conclusion drawing. The results of the study show that at the planning stage, The Office of Tourism and Creative Economy, Culture, Youth, and Sports of Gresik successfully identified the potential of the tourism area and MSME actors, analyzed their needs, and designed programs accordingly. At the implementation stage, the program was carried out routinely and in a well-coordinated manner. In terms of outcomes, the program positively impacted MSMEs by increasing their turnover and expanding market access. However, some technical obstacles were identified, such as time discipline and limited promotional efforts. Program evaluations were conducted both internally and annually by involving stakeholders and MSME actors. In conclusion, the Cokro Ekraf Festival has demonstrated a positive contribution to the empowerment of MSMEs in the Bandar Grissee tourism area.
