Abstract

Indonesia is a multicultural country where there is a lot of diversity in it ranging from the diversity of cultures, religions, languages, races, to ethnicities. There are more than a thousand tribes in Indonesia, one of which is the Batak tribe. The Batak tribe has many traditions in it, ranging from wedding customs, burials, to communication or what can be called partuturan. Partuturan is a kinship system in the Batak tribe where partuturan expresses kinship relationships between individuals in Batak culture. Until now, partuturan is still used by the Batak people both in North Sumatra and by the Batak people who migrated and are outside North Sumatra where the city is the city of Balikpapan. However, even so, the Batak community in the city of Balikpapan still applies partuturan in daily life when talking to fellow Batak tribes, so that the author is interested in researching the existence of partuturan in the Batak community in the city of Balikpapan. Therefore, this study was conducted to examine the existence of partuturan culture in the Batak community in the city of Balikpapan This research was conducted using a descriptive qualitative research method in which the author interviewed two Batak communities in the city of Balikpapan, both traditional elders and the Batak community who are considered to still understand the partuturan culture. From the results of the research that has been carried out, it can be known that the culture of speech is a way of communicating with the Batak community where speech has its own rules in its pronunciation. In the city of Balikpapan until now, partuturan still exists very much by the Batak people both with direct communication and communication through mobile phones.

Abstract

This study examines the empowerment of waste pickers at the Tamangngapa Final Waste Disposal Site (TPA) in Manggala District from the perspective of Siyasah Syar’iyah. The focus includes the realities of waste pickers’ lives, existing empowerment efforts, and an analysis based on Siyasah Syar’iyah principles. This qualitative research employs a syar’i and juridical approach. The findings reveal that waste pickers at TPA Tamangngapa live in highly concerning conditions, marked by limited education, inadequate skills, and poor living facilities. No specific empowerment programs from relevant institutions were found to target this group directly. From a Siyasah Syar’iyah perspective, this situation reflects a weak role of the state in protecting and empowering marginalized communities. The study recommends the development of government policies focused on empowering waste pickers based on social justice and Islamic legal principles to achieve sustainable well-being.

Abstract

The integration of environmental concern values into the national legal system is a strategic step in fostering ecological awareness and responsibility among citizens. This study examines how these values are implemented through Law No. 32 of 2009 on Environmental Protection and Management, alongside the active role of the Regional Environmental Forum (FDLH) in Balikpapan City in strengthening ecological citizenship. A qualitative case study approach was employed to explore FDLH's contributions in educating the public, encouraging civic participation, and advocating sustainable environmental policies. The findings reveal that FDLH plays a crucial role as a bridge between society, government, and businesses in promoting environmental concern values embedded in national law. However, challenges remain in law enforcement and public participation, which require enhanced institutional capacity and more systematic environmental education. This study offers strategic recommendations to improve the effectiveness of integrating environmental values in both legal frameworks and social practices, aiming to realize sustainable ecological citizenship at the local level.
