Abstract

In the scope of the smallest area, the village is led by a village head. Of course, the village head also has the authority to provide policies in the form of decisions on several things that occur within his coverage area. This type of research is normative legal research with a statutory approach and a conceptual approach. From this research, it can be concluded that the village head is not a state agency/official, even though the village is given authority by law that the village head as the village leader is given free authority. In the event that the village head's regulation that results in a decision is considered contrary to the public interest or contrary to other laws and regulations above it, then it can be canceled by the Regent / mayor instead of being carried out by the village head, so the village head's decision cannot be said to be KTUN.

Abstract

Abstract

This research is motivated by the urgency of the ethics of feeding in the livestock industry which often ignores the aspect of animal welfare for the sake of production efficiency, as well as the need to integrate the principle of halalan thayyiban in Islamic law to guarantee the basic rights of livestock. The purpose of this study is to map global literature trends regarding the interconnection between animal welfare and Islamic law and identify research gaps related to feed ethics. The method used is a systematic literature review study with bibliometric analysis through the VOSviewer software on publication metadata for the 2020–2026 period. The results show a significant surge in publications in the last five years, with the identification of four main clusters linking research ethics, veterinary compliance, the production industry sector, and the human education dimension. Overlay and density analysis revealed that the focus of research has shifted from basic moral theory to practical application at the industrial level, but there is still a gap in specific studies on the integration of Islamic law in the standardization of feed materials. The conclusion of the study confirms that the fulfillment of livestock rights is a multidisciplinary responsibility where Islamic law functions as a moral reinforcement of existing industrial compliance standards. It is recommended for future researchers to explore the comparative study of classical fiqh literature with modern feed technology, while livestock practitioners are expected to begin integrating animal welfare parameters into the halal assurance system to realize more ethical and religious livestock practices.

Abstract

The increasing awareness of Muslim consumers towards halal products necessitates the identification of halal critical points in feed additives used in the livestock industry. This research aims to identify halal critical points in various types of feed additives, analyze Islamic legal aspects related to their use, and provide safer alternative recommendations from a sharia perspective. A library research method was employed with literature searches through Google Scholar, ScienceDirect, and Portal Garuda using keywords related to feed additives and halal status, with inclusion criteria of publications from the last 10 years and MUI fatwas. Data were analyzed descriptively by comparing technical and Islamic legal aspects. The results show that feed additives from animal sources have the highest halal risk as they may originate from bones, blood, or organs of non-halal animals, microbial sources have critical points in fermentation media potentially using pork peptone, while synthetic sources require verification of processing aids such as anti-caking agents and emulsifiers. The use of feed containing haram ingredients can cause livestock to have jallalah status which is makruh for consumption. Phytobiotics from plants such as turmeric, ginger, garlic, and moringa can be safer alternatives from a sharia perspective with comparable effectiveness based on various studies. This study integrates technical aspects of feed additive production with Islamic legal perspectives including the concepts of istihalah and jallalah, and recommends the development of standardized phytobiotic formulations and comprehensive halal certification systems for the entire livestock feed production chain.
