Abstract

The aimed of the research was to find out the process of disseminating the Dogol fishing gear prohibition policy and assessing the attitudes of fishermen to the prohibition of Dogol fishing gear in Muara Telake Village. The research was held on September 2018 until October 2018. The location of this research was in Muara Telake Village, Long Kali Sub-District, Paser Regency. Sampling used purposive sampling method and Slovin formula. The method of data analysis was descriptive analysis to determined the process of socializing the policy of prohibiting Dogol fishing equipment and Likert scale analysis to assessed the attitude of fishermen to the prohibition of Dogol fishing gear. The results of the research showed that the socialization activities from the government obtained a negative result because fishermen rejected the Dogol fishing gear prohibition policy and the attitudes of fishermen in Muara Telake Village accumulatively was at a moderate level with a value of 16.08, which means that the fishermen hesistan about regulation. The attitudes of fishermen based on cognitive attitude indicators in the high category with a value of 7.45, which means that fishermen had knowledge, affective and conative indicators were in the low category with a value of 4.53 and 4.10, which meansthat the fishermen rejected the policy and did not intend to replace fishing gear.

Abstract

The rapid development of technology has brought significant changes in various aspects of life, including governance. One of the innovations that has been widely adopted is Artificial Intelligence (AI), which plays a crucial role in enhancing the efficiency, effectiveness, and quality of public services. The Indonesian government itself has made efforts to utilize this technology through the Electronic-Based Government System (SPBE) policy, which is regulated in Presidential Decree No. 95 of 2018. The implementation of AI in the public sector is expected to support the vision of “Golden Indonesia 2045” by creating a more adaptive, transparent, and accountable bureaucracy. However, the implementation of AI in government is not without challenges, such as bureaucratic complexity, limited digital infrastructure, and low levels of technological literacy among state officials. Therefore, a comprehensive and sustainable strategy is needed, including the development of human resource competencies and the application of ethical policies aligned with the values of Pancasila and the AI principles agreed upon in the G20 forum. This study aims to analyze the impact of AI implementation in local government information systems on the effectiveness of public service delivery in Indonesia. Additionally, this research also explores the extent to which AI implementation can drive organizational development in government agencies with complex hierarchical structures. The findings of this study are expected to provide both theoretical and practical contributions to strengthening technology-based governance in Indonesia.

Abstract

This study analyzes the influence of digital leadership and safety climate on operational performance through organizational commitment at the Tanjung Santan Class III Port Operational Unit Office. This study departs from the global debate on the effectiveness of digital transformation and safety strengthening in improving the reliability of high-risk public sector operations. A conceptual model was built by integrating the perspectives of resource-based view, dynamic capability, and social exchange theory to explain the commitment-based causal mechanism. Data were collected through a survey of 33 employees and analyzed using partial least squares structural equation modeling (PLS-SEM). The results show that digital leadership and safety climate have a significant effect on organizational commitment and improve operational performance both directly and indirectly. Commitment acts as a partial mediator that strengthens the relationship between the two exogenous variables and the performance. These findings confirm that operational reliability is supported by the integration of managerial capabilities, a safe work climate, and psychological engagement of employees.
