Abstract

This study aims to determine and analyze the implementation of librarian competencies at the Southeast Sulawesi Provincial Library and Archives Service. The approach in this study is a qualitative descriptive approach with 7 informants selected using purposive sampling technique. The data in this study were obtained through interviews, observation and documentation studies, the data obtained were then analyzed qualitatively with an interactive model consisting of data reduction, data presentation and conclusion drawing. The results of this study indicate that the implementation of librarian competence is a review of the work abilities possessed by employees at the Southeast Sulawesi Provincial Library and Archives Service in carrying out their duties, roles and responsibilities. not yet fully good, where there are still many elements of competence that are not fully owned by librarians, whether in the form of competence in management, development, organization, information services, information technology, research as well as communication and interpersonal skills. Therefore, there is a need for more improvement in the competence of librarians.

Abstract

This study aims to identify and analyze the Oversight Policy of the Election Supervisory Board for Southeast Sulawesi Province in implementing the COVID-19 health protocol in the simultaneous regional head elections in 2020. This study used a qualitative approach with 12 informants selected by purposive sampling technique. The data in this study were obtained through interviews and documentation, then the data obtained was analyzed qualitatively with an interactive model consisting of data reduction, data presentation and drawing conclusions. The results of this study indicate that the supervision policy of the General Election Supervisory Board of Southeast Sulawesi Province in implementing the COVID-19 health protocol in the 2020 Simultaneous Regional Head election refers to the regulation of the General Election Supervisory Agency of the Republic of Indonesia Number 4 of 2020 which explains the policy of providing protocol facilities and infrastructure health in every Pilkada activity, policies to protect the safety of election administrators, participants, voters, and other parties involved with Pilkada activities and policies to increase public participation in regional head elections. Increasing community participation is very important in holding regional head elections because the community as voters has a large enough share in determining the winning candidate pair in the election process.

Abstract

The purpose of this study is to describe the general conditions of regional science, technology and innovation (Iptekin) development, analyze opportunities and threats in the external environment as well as strengths and weaknesses in the internal environment, and formulate a strategic goals and objectives for the development of effective regional Iptekin in Southeast Sulawesi. This research uses a qualitative approach with an interpretive perspective. Data collection techniques used include interviews, document studies, benchmarking, and focus group discussions. Qualitative data analysis of the interactive model found that regional Iptekin development in Southeast Sulawesi is characterized by weak institutional and social and organizational fragmentation, and lack of resources. The overall factors of the political, economic, social, technological and legal environment contain opportunities and threats to the development of regional Iptekin but the dominant one is from the political environment. The factor of creating public value and assets/inventory are both internal strengths and weaknesses for the development of regional Iptekin. The strategic objective of regional Iptekin development based on environmental assessment is to increase the capacity of science and technology and the effectiveness of the implementation and utilization of regional science and technology.

Abstract

Penelitian ini bertujuan untuk mengetahui efektivitas penerapan aplikasi online single submission dalam pelayanan izin usaha menengah ke atas Di DPMPTSP Kabupaten Morowali. Penelitian ini dilakukan pada Dinas Penanaman Modal dan Pelayanan Terpada Satu Pintu Kabupaten Morowali. Penelitian ini menggunakan metode kualitatif deskriptif. Hasil penelitian menunjukan bahwa efektivitas penerapan aplikasi online single submission dalam pelayanan izin usaha menengah ke Atas di DPMPTSP Kabupaten Morowali secara keseluruhan belum efektif dalam pelaksanaannya, yaitu dalam segi Kualitas Sistem dan kualitas kesediaan web yang belum maksimal karena jaringan yang tidak stabil untuk mendukung pelayanan perizinan berbasis online, serta kurangnya pemahaman dari masyarakat pengguna sehingga memerlukan sosialisasi langsung dari Dinas Penanaman Modal dan PTSP Kabupaten Morowali. Adapun dari segi kualitas informasi yang disediakan Online Single Submission sudah cukup efektif dalam mendukung majunya pelaksanaan perizinan berusaha secara online berdasarkan Peraturan Pemerintah Nomor 24 Tahun 2018 Tentang Pelayanan Perizinan Berusaha Terintegrasi Secara Elektronik.
