Abstract

AbstrakArtikel ini menguraikan tentang praktek oligarki di Wakatobi. Keunggulan pariwisata yang dimiliki Wakatobi menjadikan daerah ini sebagai lahan bisnis paling menjajikan. Potensi ini menjadi incaran para pengusaha, tidak terkecuali para elit politik. Di era otonomi daerah, para elit politik dan pengusaha adalah pemilik perusahan sektor pariwisata terbesar di Wakatobi dan juga berperan sebagai kelompok yang mengerjakan proyek pemerintah. Di era otonomi daerah, elit politik dan elit ekonomi di Wakatobi merupakan elit penentu, diantara mereka bertransformasi menjadi oligarki predator yang melibatkan diri dalam pertahanan dan peningkatan kekayaan melalui sejumlah bisnis yang mereka kelola. Kehadiran oligarki di Wakatobi menumbuhkan gairah usaha baru, membuka lapangan pekerjaan dan meningkatkan jumlah wisatawan. Namun pada sisi yang lain, kehadiran oligarki memunculkan ketimpangan pendapatan, konflik lahan serta perburuhan antara pemerintah, pengusaha dan warga di Wakatobi. Abstract

This article discusses the emergence of Nur Alam as local bossism in Southeast Sulawesi. He started his career as an entrepreneur in the New Order era. Reform era and decentralization brought Nur Alam in political world by becoming the declarator of Amanat National Party (PAN) in Southeast Sulawesi, then lead the party and elected as a governor. After Nur Alam lead PAN in Southeast Sulawesi, this party has significant vote in the legislative elections in 2004, 2009 and 2014; was able to win the governor election in 2007 and 2012; and won 10 of 12 local election which took place in 2010 to 2013. During his leadership in Southeast Sulawesi, the economic growth was increased, the poverty rate was decreased, even the quality of physical infrastructure. His position as the leader of PAN as well as the governor in Southeast Sulawesi makes Nur Alam has big influence. He becomes stronger economically and more powerful politically because of his success in conquering his political opposition as well as his ability to collaborate with other local political elites. He also began to utilize the weakness of decentralization regulation by preparing his family as heir to the throne of his power. Keywords: local bossism, decentralization, Southeast Sulawesi.

Abstract

Penelitian ini bertujuan untuk menganalisis jaringan komunikasi yang dilakukan oleh elit politik dalam revitalisasi nilai – nilai budaya kesultanan Buton sarapataanguna di masyarakat agraris kabupaten Buton. Jenis penelitian ini adalah penelitian deskriptif kualitatif. Informan penelitian ini adalah: Bupati, anggota DPR, penyuluh dinas pertanian, Kepala Dinas Pariwisata, Kepala Seksi Kebudayaan dan Cagar Alam, Tokoh Adat, Tokoh Sejarah, Tokoh Pemuda, Petani dan Akademisi yang ditetapkan secara purposive dengan menetapkan sampel wilayah. Pengumpulan data dilakukan melalui observasi, wawancara, Focus Group Discussion (FGD) dan studi dokumentasi. Tahapan analisis data dilakukan, sebelum dilapangan, selama dilapangan, dan selesai dilapangan melalui domain analysis dan taxsonomi analysis. Hasil penelitian menunjukan bahwa, tersebarnya tranformasi nilai – nilai budaya sarapataanguna dimasyarakat dilakukan oleh elit politk melalui jaringan linkaran yang ada di lembaga formal dan non formal serta jaringan keluarga melalui komunikasi antar persona, komunikasi kelompok, dan komunikasi massa.

Abstract

Focus articles namely institusionalizationpolitical party with case study PAN Southeast Sulawesi.Although nationally PAN occupy a board the middle , but in Southeast Sulawesi occupy the top.Hegemony PANSoutheast Sulawesi seen in the seats at an election 2004,2009, 2014 and the fight for regional head election (Pilkada) carried out the period 2010-2013.It was just that , hegemony PAN did not come from institusionalization politicalparty but based on the power of personal. The beginning formation of the process ofinstitusionalization in line with onthe track , but in the following development this process is not workingbecause of the emergence of a strong personalize them in the body of internal pan namely Nur Alam.The figure of this is so strong so as to create patronage both in internal party and exit.To create a voter loyalty, then introduced the program BAHTERAMAS which included the types of programmatic goods.As a result, PAN experienced a dilemma because the process institusionalization politicalparty did not function as intended and program design is not sustainable. Strengthening personalize them in the body party because institusionalizationof the weak. This situation should anticipated by the party, if the party rely on the strength of figure, when he has no base material and resources strong , but political parties will also weakened.

Abstract

The purpose of this research is to identify and know how  the political awareness of the community in the Election of Eelahaji Village Head in 2017. This research uses qualitative method, with data obtained from observations, interviews, and field documentation where informants are determined purposive sampling and using interactive data analysis methods by Miles and Huberman.The results showed that in terms of people's knowledge of Eelahaji village voters about politics, they tended to be enthusiastic to participate in the election of the village head but only follow other communities and didn’t know the importance of politics and rules in organizing elections. In terms of understanding politics, the results showed a low understanding of the electorate about politics due to the lack of willingness of the people themselves to know politics further and the lack of role of local government in providing education about politics. In terms of attitudes towards political phenomena, research shows the tendency of people to continue to accept the practice of Political Money and even view the phenomenon as commonplace and not a serious problem. Meanwhile, in terms of behavior patterns, Eelahaji villagers tend to obey all government directives. In addition, there’s also a polarizing phenomenon among the people of Eelahaji Village during the election

Abstract

This study aims to find out the form of optimizing the supervision of the Southeast Sulawesi regional inspectorate on budget implementation during the Covid-19 pandemic and to find out the results of the Southeast Sulawesi Regional Inspectorate's supervision of budget implementation during the Covid-19 pandemic. The method used in this study used a qualitative descriptive method. The results of this study indicate that the optimization of the supervision of the Southeast Sulawesi Province Inspectorate on the implementation of the use of the Covid-19 budget, shows that the Inspectorate's supervision on the management of the Covid-19 budget is going quite well. This can be seen from the development of the results of the supervision carried out during the evaluation period until the follow-up, there was an increase in findings from 3 recommendations to 10 administrative compliances. The results of the Supervision of Refocussing and Reallocating the Regional Budget to the Southeast Sulawesi Provincial Government showed that at the evaluation stage carried out by the Inspectorate, there were still many administrative and material negligence carried out by the Southeast Sulawesi government. The results of the Supervision of the Implementation and Designation of Handling in the Health Sector, Social Sector, and the Handling Economic Impact Sector from the Aspects of Timeliness, Quantity, and Quality, still found negligence in the implementation, this resulted in several recommendations that needed to be followed up immediately.AbstrakPenelitian ini bertujuan untuk mengetahui bentuk optimalisasi pengawasan inspektorat daerah Sulawesi Tenggara terhadap pelaksanaan anggaran dimasa Pendemik     Covid-19 dan untuk mengetahui hasil pengawasan Inspektorat Daerah Sulawesi Tenggara terhadap pelaksanaan anggaran dimasa Pendemik Covid -19. Metode yang digunakan dalam penelitian ini menggunakan metode deskriptif kualitatif. Hasil penelitian ini menunjukan bahwa Optimalisasi pengawasan Inpektorat Provinsi Sulawesi Tenggara terhadap pelaksanaan penggunaan anggaran Covid-19, menunjukan bahwa pengawasan Inspektorat pada pengelolaan anggaran Covid-19 berjalan cukup baik. Hal ini, terlihatan  dari pengembangan  hasil pengawasan yang dilakukan pada masa evaluasi sampai pada tindak lanjut terjadi penambahan temuan dari 3 rekemndasi menjadi 10 kelalayan admnistrasi. Hasil Pengawasan Refocussing dan Realokasi APBD pada Pemerintah Provinsi Sultra menunjukan  bahwa pada tahapan evaluasi yang dilakukan Inspektorat masih banyak menemukan kelalaian secara administrasi dan materil yang dilakukan oleh pemerintah Sulawesi Tenggara. Hasil Pengawasan terhadap Pelaksanaan dan Peruntukan Penanganan Bidang Kesehatan, Bidang Sosial, dan Bidang Penanganan Dampak Ekonomi dari Aspek Ketepatan Waktu, Jumlah, dan Kualitas, masih ditemukan kelalaian dalam pelaksanaannya hal ini mengakibatkan beberapa rekomendasi yang perlu segera ditindak lanjuti.

Abstract

This study discusses the dynamics of village government in building self-reliance in coastal areas. The research method used is descriptive qualitative. Data collection techniques through observation, interviews, and documentation. The findings of this study indicate that the dynamics of village governance in general have led to independence in terms of governance, development implementation and community empowerment.

Abstract

The objective of this research is to find out the power base of the coastal community in the fishing village of the Bajo tribe, Petoaha Village, Nambo District. The research method used is a type of qualitative research with a descriptive approach. The informants in the research are people who really understand the power base of the coastal community in the fishermen village of the Bajo tribe, Petoaha village, Nambo district. The data analysis techniques used in this study consist of: data reduction, data presentation, and drawing conclusions.Attempts to understand power usually distinguish between different types of power. French and Raven (1959) created a taxonomy to classify various types of power according to their source. This taxonomy has four different types of power, namely: coercive power, expert power, legitimate power, and reward power. Based on the results of research and discussion of the power base of coastal communities in the petoaha sub-district, the fishing village of the Bajo tribe, I can conclude that the people there tend to choose leaders based on the expertise they have such as having served before, proficient in speaking and trustworthy when there are assignments. . So they choose based on the power of expertise.

Abstract

This study aims to identify and analyze the Oversight Policy of the Election Supervisory Board for Southeast Sulawesi Province in implementing the COVID-19 health protocol in the simultaneous regional head elections in 2020. This study used a qualitative approach with 12 informants selected by purposive sampling technique. The data in this study were obtained through interviews and documentation, then the data obtained was analyzed qualitatively with an interactive model consisting of data reduction, data presentation and drawing conclusions. The results of this study indicate that the supervision policy of the General Election Supervisory Board of Southeast Sulawesi Province in implementing the COVID-19 health protocol in the 2020 Simultaneous Regional Head election refers to the regulation of the General Election Supervisory Agency of the Republic of Indonesia Number 4 of 2020 which explains the policy of providing protocol facilities and infrastructure health in every Pilkada activity, policies to protect the safety of election administrators, participants, voters, and other parties involved with Pilkada activities and policies to increase public participation in regional head elections. Increasing community participation is very important in holding regional head elections because the community as voters has a large enough share in determining the winning candidate pair in the election process.

Abstract

ABSTRAK                          Politik dalam teori klasik dipandang sebagai usaha untuk mencapai kehidupan bersama yang baik, setidaknya inilah yang dikemukakan oleh Plato dan Aristoteles. Pada kenyataannya, politik dalam prakteknya seringkali tidak mencerminkan usaha untuk mencapai tujuan tersebut. Dengan tidak munculnya usaha untuk mencapai kebaikan bersama dalam praktek politik, namun diwarnai dengan politik yang tidak bermoral seperti korupsi dan perebutan kekuasaan yang menghalalkan segala cara inilah yang menjadikan santri memaknai politik sebagai hal yang negatif. Tujuan penelitian ini adalah untuk mengetahui makna politik bagi santri Gontor 6 Konawe Selatan..Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Penentuan informan dilakukan dengan menggunakan teknik purposive sampling atau teknik mengumpulkan informan dengan kriteria khusus yang ditentukan oleh peneliti, informan yang dipilih yaitu ada 8 orang, diantaranya Alumni Santri Gontor 6 Konawe Selatan (3 orang), Santri Gonto 6 Konawe Selatan (5 orang).Hasil penelitian menujukkan bahwa santri yang memaknai politik secara negatif karena melihat dari aktor politik yang menjalankan politik yang tidak bermoral, sedangkan santri yang memaknai politik secara positif melihat bahwa secara samar-samar usaha untuk mencapai kebaikan bersama dalam praktek politik itu tetap ada diantara banyaknya praktek politik yang tidak bermoral. Praktek politik yang tidak bermoral ini ditunjukkan  dalam konteks komunitas politik (bangsa), santri melihat aktor politik dipandang tidak berusaha untuk memajukan bangsa, konstitusi dianggap telah bagus tetapi tidak dijalankan dengan baik oleh aktor politik dalam tindakan politiknya, lembaga tinggi negara dalam hal ini Dewan Perwakilan Rakyat dianggap tidak menjalankan fungsinya dengan benar. dan pejabat yang sering kali korupsi dan mempertahankan atau merebut kekuasaan dengan segala cara. Kata Kunci: Makna,Politik, Santri
