Abstract

According to Article 1 Paragraph 3 Chapter 1 General Provisions of Law of the Republic of Indonesia Number 1 of 2011 concerning Housing and Settlement Areas, a residential area is a living environment outside a protected area, either in the form of an urban area or a rural area, which functions as a residential or residential environment. and places of activities that support livelihoods and livelihoods. Many residential areas are found in the sub-urban areas of big cities in Indonesia, one of which is Makassar City, South Sulawesi Province. These residential areas generally consist of residential areas or residences, as well as infrastructure facilities to support the needs of community activities. Along with the development of community life in Makassar City, settlement problems arise which are caused by several factors, one of the most common is the flood disaster. According to the Head of BPPD Makassar, there are three worst flood points in Makassar City, one of which is Paccerakkang Sub-district. The area always experiences floods when the rainy season comes. One of the factors that cause frequent flooding in Paccerakang Sub-district is poor drainage quality, inadequate green space, poor arrangement of the residential environment, and the behavior of people who still litter, so that the area is no longer able to accommodate large amounts of water discharge. and become one of the flood-prone areas in Makassar City. After understanding the factors that cause the Paccerakkang Sub-district area to become a flood-prone area, it is hoped that it will be able to provide the right solution to fix flood-prone residential areas in order to increase the readiness of the environment and surrounding communities in dealing with flood disasters using a participatory approach that involves the community in the decision-making process of planning and development of the area. Abstract

Peningkatan jumlah penduduk yang cukup pesat menyebabkan kebutuhan akan perumahan juga meningkat, hal ini terjadi di Kelurahan Paccinongan yaitu munculnya titik pertumbuhan perumahan di tengah perkampungan warga, hal tersebut bisa memicu dampak sosial, ekonomi, dan lingkungan. Berdasarkan hal tersebut penelitian ini bertujuan untuk mengidentifikasi pola perkembangan perumahan, mengidentifikasi dampak perkembangan perumahan, serta menyusun arahan pengembangan perumahan. Lokasi penelitian berada di Kelurahan Paccinongan. Metode pengumpulan data dilakukan dengan survei lapangan, dokumentasi, wawancara, dan studi kepustakaan. Metode analisis data yang digunakan adalah analisis spasial, tetangga dekat, deskriptif kuantitatif kualitatif, komparatif, dan SWOT.  Hasil penelitian menunjukkan bahwa bentuk pola perumahan yang berkembang yaitu pola linear grid dan pola gated community, pola persebaran perumahan yaitu tersebar secara merata, dan lokasi pembangunan perumahan sudah sesuai dengan rencana tata ruang. Adapun dampak perkembangan perumahan terhadap aspek lingkungan yaitu penyusutan lahan pertanian sebesar 207.86 ha, menurunnya kualitas drainase, namun di sisi lain terjadi peningkatan cakupan pelayanan jalan, dan kualitas air bersih yang masih bagus tidak terkontaminasi. Dampak terhadap aspek sosial yaitu terjadinya penurunan tingkat interaksi sosial dan tingkat kriminalitas, serta munculnya inovasi baru terkait kegiatan sosial. Dampak terhadap aspek ekonomi berupa peningkatan pendapatan masyarakat, munculnya peluang kerja baru, penambahan fungsi rumah ke fungsi ekonomi, dan meningkatnya harga lahan. Adapun arahan pengembangan perumahan diprioritaskan pada pengadaan dan perbaikan drainase sepanjang 4.845 meter, peningkatan kualitas jalan sepanjang 5.828 meter, penyediaan ruang terbuka publik, mengontrol harga lahan dengan sistem land banking, dan pemberdayaan masyarakat lokal.

Abstract

In the era of digital government transformation, the utilization of geospatial data has become pivotal for accurate, efficient, and integrated planning, monitoring, and evaluation of infrastructure development. However, the capacity of human resources—particularly within the Office of Public Works and Spatial Planning (PUTR) of Bulukumba Regency—in managing geospatial data remains limited. This constraint may hinder the optimization of location-based decision-making in public infrastructure development. In fulfillment of the university’s third pillar of higher education—community service—the Department of Urban and Regional Planning at Hasanuddin University conducted a collaborative community engagement activity under the Faculty of Engineering’s Community Service Learning Program (LBE). The initiative focused on enhancing the geospatial data management capacity of local government officials. The activity was held on September 15, 2025, at the PUTR Office of Bulukumba Regency and involved technical staff and geospatial data officers. The methodology combined theoretical instruction with hands-on simulation, including field data collection using mobile devices and point mapping, followed by spatial data processing using freely accessible Geographic Information System (GIS) software. The results indicate that participants demonstrated high engagement and successfully acquired foundational competencies in geospatial data management. Furthermore, the activity fostered strategic academic–government collaboration, opening avenues for joint research, the development of a regional geospatial information system (SIGD), and ongoing technical mentoring. Thus, this initiative not only strengthened local institutional capacity but also laid the groundwork for sustainable, data-driven infrastructure planning in Bulukumba Regency.
