Abstract

Health is important for every human being, where having a healthy body allows everyone to live more productively compared to people who are sick. This activity was carried out by means of counseling and demonstration using teaching aids to elementary school students in Pulau Panjang, Galang District, as well as health checks for the community. In the counseling session, participants were given an understanding of how important it is to maintain dental health and how to maintain dental hygiene by brushing their teeth properly. After the counseling activity was completed, it was continued with a health check-up activity with the community in Pulang Panjang, Galang District. The health check-up included blood pressure checks and blood sugar, cholesterol and uric acid checks. Blood pressure checks were carried out on adults and the elderly considering that the risk of high blood pressure increases with age. After the blood pressure measurement, it was continued with blood sugar, cholesterol and uric acid checks. From the results of the health check-up, it is hoped that the community can find out what diseases they are experiencing. Overall, this counseling and health check-up activity went well.

Abstract

Indonesia has adopted artificial intelligence (AI)-based technology in healthcare through the Minister of Health Regulation No. 21 of 2020 on the Ministry of Health Strategic Plan 2020-2024. The integration of AI challenges Indonesia's existing healthcare legal framework, which has traditionally been reactive and sector-specific, because AI differs fundamentally from conventional medical interventions. These challenges highlight the need to examine legal liability and its implications for the use of AI in healthcare services in Indonesia. This study employed a normative legal research approach using a literature review and analytical method to examine legal liability and the implications of AI implementation in healthcare services in Indonesia. Under Law No. 17 of 2023 on Health, healthcare professionals remain legally responsible for the services they provide, including empathy, communication, and ethical decision-making when using AI-based health technologies. However, a legal vacuum persists because no specific legal provisions govern liability when AI produces inaccurate diagnoses that harm patients. Since AI is recognized as a legal object rather than a legal subject, it cannot be held legally accountable. Law No. 17 of 2023 does not explicitly regulate the use of AI in healthcare. Consequently, legal uncertainty remains regarding liability for AI-related harm, particularly in determining whether responsibility lies with physicians, operators, developers, or other parties responsible for establishing AI operational parameters. Clear legal regulations are therefore needed to ensure legal certainty, accountability, and patient protection.

Abstract

Community service at Raja Ahmad Tabib Regional General Hospital from August 14 to August 26, 2023 aims to improve the efficiency and accuracy of inputting outpatient data. This activity focused on socialization to health workers to better understand the constraints in the Raja Ahmad Tabib Regional General Hospital Management System Application. The results of observations and interviews showed several factors causing the problem. First, the number of coder personnel has not met the standard, causing data entry to be not optimal. Second, SOPs related to inputting outpatient data need to be more specific so that the process is more uniform. The literature study also shows the need for integration of information management systems to facilitate staff, but there is a gap between INA-CBGs and SIMRS at Raja Ahmad Tabib Hospital. Another problem is related to the incomplete medical record files of BPJS patients, where accident information is less specific. Emergency department assessments and history taking also did not always reflect the details of the accident. Financial constraints are the main obstacle, limiting the addition of personnel and updating the information management system which still uses a desktop. With limited budgets, resolving issues related to staffing, methods, and system integration is difficult. Special attention is needed to ensure that outpatient information management becomes more efficient and accurate.

Abstract

Healthcare services through the National Health Insurance Program (JKN) require hospitals to manage the BPJS Kesehatan claims process accurately and timely, as delays or refunds can impact the continuity of hospital operations. One unit that plays a crucial role in this process is the Casemix Unit, which is responsible for grouping diagnoses and medical procedures and submitting claims based on BPJS Kesehatan regulations. This study aims to analyze the causes of the return of BPJS Kesehatan patient claim files for outpatient services at Awal Bros Gajah Mada Hospital. This study used a qualitative method with a descriptive approach, with Casemix Unit officers as the subjects and pending BPJS Kesehatan outpatient claim files as the objects. The results showed that of the 47,317 outpatient claim files from October–December 2024, 5,911 files (11.11%) were pending. The main causes of pending claims included incomplete required documents, inaccurate coding of diagnoses and medical procedures, problems with service episodes, and discrepancies between medical records and supporting examination results. The conclusion of this study indicates that completeness of files and accurate coding play a crucial role in the smooth processing of BPJS Kesehatan claims, necessitating increased coordination and accuracy in the outpatient claims management process.
