Abstract

The issuance of Law number 6 of 2014 concerning villages is an affirmation which contains an acknowledgment of the position of the village and contains implementing regulations in regulating villages so that they can be used as guidelines and references in implementing village governance and contain consequences that must be followed up. The establishment of the Ministry of Villages and Development of Disadvantaged Regions and Transmigration through Presidential Regulation Number 12 of 2015 is in the context of the task of assisting in carrying out government affairs in the village and rural areas, empowering rural communities, accelerating development of disadvantaged areas and transmigration. Policies issued by the government related to villages are one of the goals for the welfare of all Indonesian people. The village is an area that is in direct contact with community groups who want to be prospered in the context of achieving national goals and functions as an institution that strengthens the structure of the Indonesian state government, therefore, in the implementation of village governance, it must comply with the laws and regulations related to villages which are implemented through village policies.

Abstract

Penelitian ini mengangkat isu Implementasi Kebijakan Program Rumah Tidak Layak Huni (RUTILAHU) dengan fokus pada kekurangan komunikasi pemerintah dalam mensosialisasikan program dan kurangnya sumber daya manusia terampil dalam pelaksanaannya. Teori Edward III dalam Subarsono (2015:90-92) digunakan sebagai kerangka teoritis. Metode deskriptif kualitatif diterapkan dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Penelitian dilaksanakan di Desa Cikarang, Kecamatan Cidolog, Kabupaten Sukabumi. Informan dipilih menggunakan teknik purposive sampling dan snowball sampling. Hasil penelitian menunjukkan bahwa Implementasi Kebijakan RUTILAHU dapat tercapai dengan dukungan komunikasi yang jelas, sumber daya memadai, komitmen pelaksana, dan struktur birokrasi yang tepat. Namun, hasil lapangan mengindikasikan kelemahan dalam komunikasi yang mengakibatkan ketidakjelasan dan kurangnya sumber daya

Abstract

The Student Work Lecture (KKM) activity program is an embodiment of one of the Tri Dharmas of Higher Education, namely community service. The implementation of KKM activities organized by STISIP Widyapuri Mandiri Sukabumi in Cisolok District is one form of implementing community service. KKM activities aim to provide real work experience for students in an integrated group between study program departments which is expected to form social sensitivity, independent attitudes, cooperation and responsibility. The activity program is carried out in the form of outreach and seminars which focus on public awareness of the importance of education and motivation to learn as well as having skills to increase individual competence in exploring the potential that exists in the village where they live to improve the economy and welfare. The implementation of KKM activities well and smoothly cannot be separated from the cooperation of various parties, especially village officials and the community as well as schools who actively participate in the implementation of KKM activities. It is hoped that the implementation of these KKM programs can provide benefits and have a positive impact on the community in terms of awareness of the importance of education and skills (competencies) that each young generation must have as provisions to build, develop and explore the potential that exists in Wanajaya Village.
