Penelitian ini dilakukan untuk mengevaluasi tentang 5 (lima) aspek yakni konteks berupa kebijakan, tujuan dan sasaran, aspek input, aspek proses, aspek hasil, dan aspek dampak program pembangunan jalan lokal di Kabupaten Buton Utara selama kurun waktu Tahun 2010-2014 ditinjau dari aspek Peran Sumber Daya Manusia dalam mewujudkan tujuan program. Data dan informasi dijaring secara kualitatif dan dianalisa secara kuantitatif dengan instrumen utama adalah kuesioner terbuka serta ditegaskan oleh wawancara kepada informan kunci dan observasi yang memadai. Hasil penelitian disimpulkan bahwa aspek konteks memiliki indeks dengan kategori baik, aspek masukan memiliki indeks dengan kategori cukup baik, aspek proses memiliki indeks dengan kategori cukup baik, aspek produk memiliki indeks dengan kategori baik dan aspek dampak memiliki indeks dengan kategori baik. Komponen yang paling berpengaruh dalam hasil adalah peran SDM berupa inovasi, kompetensi, kreativitas serta peran pemimpin Lembaga Dinas PUTR Kab. Buton Utara dalam menciptakan perubahan baik dalam tim maupun individu dalam organisasi. Penelitian ini juga menemukan budaya kerja yang terbangun adalah menggunakan modal sosial sedangkan dari aspek pendanaan program terdapat kerjasama dengan masyarakat dengan pelibatan serta pemberdayaan masyarakat dengan penedekatan kearifan lokal Sodamparagigi yang bermakna membangun kemitraan dalam pendanaan serta pengenalan penggunaan material lokal (substandard) sebagai pengganti bahan standar umum yang biasanya digunakan untuk bahan pembentuk lapis perkerasan jalan lokal.

Penelitian ini bertujuan untuk melihat mendeksripsikan dan menganalisis (1) gambaran kegiatan PPM Provinsi Sulawesi Tenggara dan, (2) peran pemimpin dalam menunjang terwujudnya tujuan PPM Sultra. Jenis Penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Penelitian dengan metode deskripsi kualitatif ini digunakan agar peneliti bisa menjelaskan lebih mendalam dan menyeluruh mengenai gambaran kasus yang terjadi di lapangan. Penelitian telah dilaksanakan di Kota Kendari pada bulan Oktober - Desember 2022. Hasil penelitian menyimpulkan bahwa (1) Pemuda Panca Marga (PPM) Provinsi Sulawesi Tenggara sudah melaksanakan kegiatan yang dilandaskan pada peran yang harus dimainkan yaitu a)menjaga, melestarikan dan mewariskan jiwa semangat 1945, b) berperan serta secara aktif dalam pembangunan nasional dan c) berperan aktif dalam sistem pertahanan keamanan rakyat semesta (sishankamrata) terkait upaya pembelaan negara, (2) Pemimpin memainkan peranan yang penting dalam organisasi PPM Provinsi Sulawesi Tenggara untuk dapat menjalankan segala peran dan keberhasilan kegiatan yang direncanakan. Hal itu terlihat dari dipenuhinya berbagai ciri pemimpin yang efektif yaitu a)bersifat dan bersikap adil, b) memberi sugesti, c) mendukung tujuan, d)katalisator, e) menciptakan rasa aman, f) sebagai wakil organisasi, g) sumber inspirasi, dan h) bersikap menghargai.

This study aims to describe and analyze (1) the Type B Passenger Terminal function in the Southeast Sulawesi Province and (2) the strategy for developing the function of the Type B Passenger Terminal in the Southeast Sulawesi Province. Data analysis, namely with qualitative descriptive analysis and SWOT analysis. The research was carried out in Kendari City in August - December 2022. The results of the study concluded that (1) the terminal function has not been running optimally and, (2) strategies that must be carried out, namely a) Utilizing the terminal's strategic position by encouraging public transport companies using large terminal land, b) Partnering with private parties in accordance with regulations to utilize large terminal land to build terminal supporting facilities, c) Make effective officers at each terminal to direct drivers and passengers to the terminal and control the shadow terminals that disrupt the function of existing terminals, d) Synergize with city/district government in the synergy of the city/regency route network with the location of the type B passenger terminal and e) Encouraging the improvement of the quality of Transportation Human Resources, especially terminal management so that the implementation and management of the terminal runs according to the specified SOP.

The existence of legal aid in a legal state is a necessity to provide legal assistance for the poor as mandated by the constitution. The implementation of the provision of legal aid to citizens is an effort to fulfill and at the same time as the implementation of a state of law that recognizes and protects and guarantees the human rights of citizens for the need for access to justice and equality before the law. The purpose of this service is to provide information to the community regarding the existence of legal aid for the poor in Pasarwajo Subdistrict This service activity is carried out in the form of lectures, questions and answers / discussions in which the speaker presents the material or presentation of the material then continues with a two-way discussion (question and answer). The findings obtained, that so far the community has not received complete information about legal assistance to the poor without being charged. After the socialization activity, the community, especially those in Pasarwajo Sub-district, had received information about legal aid. In addition, the activity was followed up with the formation of an institution that focuses on assisting legal cases affecting the poor in Pasarwajo Sub-district.

The Village Office is the service center in the Village, being the center of all activities in the Village, whether in the areas of Government, Empowerment, Development or Coaching, all centered at the Village Office. The existence and condition of a village office can reflect the identity of the village itself, it is not uncommon for people to look at the office alone to determine the value of a village as a whole. Because of this, it would not be wrong for the village administration to program the construction of a proper office. A proper office is an office that is good for service and provides a sense of comfort for every resident who wants to report or simply requests mailing services and is able to make village employees feel at home at work. This service activity was carried out for two weeks from January 18-31 2023 at Lamomea village, Konda sub disctrict, South Konawe regency and involving Civil Engineering students at the University of Southeast Sulawesi and community participation.

Perayaan Lebaran selalu identif dengan mudik dan membutuhkan penyelenggaraan Angkutan Lebaran yang aman, nyaman dan selamat. Penelitian ini ingin bertujuan untuk mengetahui pengelolaan dalam penyelenggaraan Angkutan Lebaran Tahun 2023 di wilayah Provinsi Sulawesi Tenggara. Penelitian ini telah dilaksanakan di Kota Kendari dan sekitarnya yang dimulai dari Bulan Januari-Maret 2023. Hasil penelitian ini menyimpulkan bahwa pengelolaan penyelenggaraan Angkutan Lebaran Tahun 2023 dengan Dinas Perhubungan Provinsi Sulawesi Tenggara sebagai leading sector telah berjalan dengan baik dimulai dari tahapan perencanana, pengorganisasian dan pelaksanaan. Namun tahapan pengawasan (evaluasi) belum berjalan sepenuhnya karena akan berakhir setelah arus balik dalam penyelenggaraan Angkutan Lebaran Tahun 2023.

Abstract This Community Service activity is directed to implement and apply theories related to civil engineering in accordance with the problems and needs of the community at the location of the activity. The participants in this service activity were Lecturers and Students of the Faculty of Engineering, Civil Engineering Study Program, University of Southeast Sulawesi. The implementation of the activity was carried out in Patande Village, Northeast Wawonii District, Konawe Islands Regency. The results of this Community Service Activity resulted in a design drawing for the construction of a coastal safety liner which is expected to be a valuable input, especially for the Patande Village Government in planning the construction of a Coastal Safety Gathering from abrasion which will threaten the safety of the community. The implementation of Community Service Activities can take place as planned because of the effectiveness of interpersonal communication built by each team member as well as the involvement and empowerment of the community in the activities which carried out.
