Abstract

Abstrak. Produk industri konstruksi biasanya dibuat atas dasar permintaan dari pemberi kerja (pemerintah atau swasta) oleh pihak kedua yang dikontrak (kontraktor), dengan mengerahkan berbagai sumberdaya seperti bahan konstruksi, peralatan, dan tenaga kerja. Dalam proses produksinya berbagai komponen produk konstruksi dipasok oleh berbagai pemasok yang bertingkat-tingkat, kemudian dirakit di lokasi proyek oleh para kontraktor, baik kontraktor utama maupun sub kontraktor. Rantai-pasok proses produksi konstruksi pada tahap pelaksanaan konstruksi telah didentifikasikan dalam rangka mengkaji bentuk-bentuk pengawasan dan penjaminan mutu pada rantai-pasok tersebut. Pengumpulan data dilakukan dengan metode survei ke lapangan melalui wawancara secara mendalam ke pelaku rantai-pasok pada proyek yang ditinjau. Indikator yang digunakan untuk pertanyaan wawancara dikembangkan berdasar pola ISO 9001:2000 yang telah diterapkan oleh para Kontraktor responden sebagai pelaku utama dalam rantai pasok. Hasil pengamatan menunjukkanadanya pola penjaminan mutu yang didasari empat elemen utama, meliputi pendefinisian jangkauan proyek, penetapan spesifikasi dan sistem dasar, pembuatan barang dan jasa, dan penyampaian barang dan jasa ke pelanggan. Elemen ini dilaksanakan dengan melakukan dua belas tindakan oleh pelaku rantai pasok sehingga akhirnya jaminan mutu dapat tercapai. Proses tersebut sejalan dengan prinsip-prinsip yang ditetapkan dalam standar ISO 9001:2000. Hasil penelitian ini diharapkan dapat menjadi panduan bagi pihak-pihak yang berkepentingan dalam industri konstruksi, untuk membuat pola rantai pasok yang di dalamnya terdapat penjaminan mutu terhadap hasil kerja guna memperoleh kepuasan pengguna jasa.Abstract. Observations are made by survey to project sites through semi-structured depth interviewing for all the supply chain actors within the case study projects. Indicators used in the survey are based on ISO 9001:2000 procedures already adopted by the contractors. The observation result shows that there are four basic elements required to assure the quality of the product: defining project scope, specifying features and baseline system, build product, and deliver product to customer. To implement these elements, twelve steps need to be completed by the supply chain parties in order to accomplish quality assurance process. The process is found to be very similar with those of ISO 9001:2000 standards.The result of this study is expected to be usefull for parties involved in construction industry in setting up their supply chain, where quality assurance of the construction products is a major issue in improving costumer satisfaction.

Abstract

Mengaca pada lanskap bisnis dan persaingan saat ini pada indutri telekomunikasi, juga untuk menjadi perusahaan yang lebih menguntungkan, perusahaan harus meningkatkan kinerjanya dengan menerapkan kerangka sistem manajemen kinerja yang komprehensif, terintegrasi dan tepat. Tetapi pada faktanya saat ini banyak perusahaan menerapkan kerangka kerja sistem manajemen kinerja yang berbeda yang menyebabkan kinerja perusahaan buruk. Penelitian ini bertujuan untuk membantu perusahaan dengan menemukan, merancang dan menerapkan sistem manajemen kinerja yang komprehensif, terintegrasi dan tepat guna untuk digunakan. Metodologi yang digunakan adalah; Mengidentifikasi masalah yang terjadi, menentukan tujuan penelitian, melakukan tinjauan literatur untuk sistem manajemen kinerja "praktik terbaik", pengumpulan data sekunder dari perusahaan, merancang sistem manajemen kinerja baru untuk perusahaan dan memberikan rekomendasi untuk perusahaan. Analisis proyek ini menyimpulkan bahwa sistem manajemen kinerja terintegrasi adalah yang paling cocok untuk perusahaan dan telah dirancang di bagian proyek. Selanjutnya, perusahaan disarankan untuk mengikuti rencana implementasi sistem manajemen kinerja terintegrasi untuk mencapai visinya melalui perbaikan sistem manajemen kinerja. Abstract

This research aims to develop a practical methodology to bridge policy and operational practice at PT Jakarta Industrial Estate Pulogadung (JIEP) through the implementation of a modified Balanced Scorecard (BSC) framework that aligns with Indonesian State-Owned Enterprises (SOEs) regulations. The study addresses the challenge of aligning shareholder directives with daily operations, which often struggle to translate corporate KPIs into operational KPIs. The research finds that while SOEs' administrative culture ensures regulatory compliance, there remains a need for a more structured performance management approach. By integrating goal-setting, expectancy, and control theories into the modified BSC framework, the study offers an approach that aligns regulations, corporate targets, and operational goals. The methodology used is a descriptive case study involving qualitative and quantitative data collection through internal document analysis, workshop discussions, and in-depth interviews. The data were analyzed to develop and implement a strategy map and KPIs relevant to the organization's strategic objectives. The findings show that the proposed framework effectively bridges the gap between policy and practice, ensuring that SOE regulations are not only adhered to but strategically leveraged to enhance organizational performance. By adopting this framework, JIEP and other SOEs can align unit goals with corporate and governmental strategic objectives, creating a more effective and sustainable performance management system. This research makes a significant contribution to the development of performance management systems that can be implemented in other SOEs, offering substantial improvements over existing practices.

Abstract

This research addresses the absence of a formal framework for compliance with corporate spin-offs within Indonesian state-owned enterprises (SOEs). Focusing on a real issue within a state-owned aviation company, the study proposes a comprehensive methodology for SOEs to navigate spin-offs, ensuring adherence to regulatory requirements. By collecting and interpreting relevant regulations and conducting interviews where guidelines are unclear, the research establishes detailed flowcharts outlining the step-by-step procedure. The suggested solution involves following these flowcharts, considering five critical aspects, including government regulation and business law, to successfully implement spin-offs. It is important to note that the proposed methodology is specific to Indonesian state-owned enterprises and is based on government regulations as of November 2023. Users should adapt the methodology in case of regulatory amendments or new compliance-related issues. The research, however, focuses solely on the steps leading to the commencement of new entity operations and does not extend beyond this phase.

Abstract

PT. SPU is a private metal casting company located in the Ceper industrial area, Klaten, Central Java. The company operates a metal casting factory equipped with an Induction Melting Furnace. Their product portfolio includes a wide range of materials, such as Cast Iron, Stainless Steel, Steel, Aluminum, Brass, and various alloy metals, meeting diverse industrial demands. This study focuses on proposing a Knowledge-Based Performance Management System (KBPMS) to address the company’s operational challenges. PT. SPU faces issues like fluctuating income, reliance on conventional marketing methods, frequent product defects, project delays, and the absence of well-defined key performance indicators (KPIs). These obstacles hinder sustainable growth and operational efficiency. The KBPMS framework offers a structured approach to performance management, integrating business knowledge and systematic evaluation to overcome these issues. By establishing clear KPIs, the system ensures alignment with organizational objectives, providing tools to track progress and identify areas for improvement. Additionally, the framework promotes a culture of continuous enhancement, ensuring quality, timeliness, and customer satisfaction. Implementing KBPMS is expected to stabilize financial performance, modernize marketing, reduce defects, and improve project completion rates, ultimately fostering a more resilient and competitive organization.

Abstract

CV. MD is a Bandung-based SME clothing brand founded in 2003, offering products such as T-shirts, pants, bags, shoes, caps, and accessories. With nine stores and numerous resellers across Indonesia, the company faces challenges like production delays, employee disengagement, and competition. This study proposes implementing a Knowledge-Based Performance Management System (KBPMS) to improve performance. The KBPMS framework is structured into five phases: (1) Foundation (2) Background Information; (3) Design Process; (4) Implementation Process; and (5) Refreshment. The focus of this study is on the design process. Twenty-one Key Performance Indicators (KPIs) were developed across three perspectives of KBPMS: business results, internal processes, and resource capabilities. The Analytic Hierarchy Process (AHP) was used to prioritize the KPIs importance. An implementation plan was also outlined for future use. Adopting KBPMS will enable CV. MD to monitor performance, reduce delays, improve productivity, and strengthen its competitive edge.

Abstract

The modular construction business model in Indonesia remains fragmented and lacks end-to-end integration, which hinders its efficiency and scalability. This study aims to compare the existing business model with an integrated ideal model, while identifying value chain inefficiencies caused by industry fragmentation. The research method involves mapping the Business Model Canvas elements and analyzing the value chain of modular construction. The findings reveal inefficiencies due to the separation of design and production processes, limited partner manufacturing facilities, and the absence of national standards. This study recommends vertical and horizontal integration strategies to enhance coordination, standardization, and overall efficiency of the national modular construction system in response to sustainably growing large-scale demand.

Abstract

Abstract Infrastructure development plays a crucial role in economic growth in Indonesia. Despite the high demand for infrastructure, it does not guarantee that construction companies in Indonesia can sustain financially or non-financially because the construction industry is vulnerable to financial risks. This was evident during the Covid-19 pandemic in 2020, where there was a 5.66% decrease in the number of construction companies due to economic slowdown. This correlates with the poor financial performance of construction companies in Indonesia, as seen in one of the state-owned construction companies in Indonesia, which has significant liabilities compared to other state-owned enterprises. Decreases in financial performance can occur in every company if they do not have effective financial management. Therefore, each company needs to implement effective financial performance management by determining appropriate performance measurement indicators and analyzing financial performance to assess the financial health of the company. The research was conducted at PT. X (Persero) Tbk., a state-owned construction company in Indonesia. This research aims to determine the procedure for identifying financial performance indicators, establish these financial performance indicators, and analyze the company's financial performance. The procedure for identifying financial performance indicators was obtained through a literature review and validated through interviews with the company. Subsequently, the financial performance analysis was carried out using financial ratio analysis and the weighting of financial ratio values based on Keputusan Menteri BUMN Nomor Kep-100/MBU/2002, resulting in an assessment of the company's financial health. The analysis results indicate that the financial health of PT. X (Persero) Tbk. fluctuates and is influenced by both internal and external factors.

Abstract

Abstract Small and medium-scale contractors in Indonesia face significant challenges in performance measurement, as their assessments are often limited to financial metrics and lack a structured system. This study aims to identify key performance indicators (KPIs) relevant to such contractors as an initial step toward developing a Balanced Scorecard-based performance measurement system. Data were collected through questionnaires distributed to 28 respondents from 20 contractor companies in Bandung City. The analysis employed comparative tests to ensure consistency across respondent groups, statistical analysis to evaluate relevance and agreement levels, and the Relative Importance Index (RII) to rank indicators according to their perceived importance. The results identified 20 relevant performance indicators, covering all four Balanced Scorecard perspectives: financial, customer, internal business process, and learning and growth. The top-ranked indicators include service quality, customer retention, project completion timeliness, and corporate image. These findings provide a foundation for designing a comprehensive performance measurement system tailored to small and medium-scale contractors. Furthermore, they highlight the need for future research to validate the indicators with broader samples and to operationalize them into a practical measurement framework that can enhance contractor competitiveness.
