Abstract

Penelitian ini bertujuan untuk mengkaji pengetahuan masyarakat sekitar Danau Lubuk Cimpur di DAS Subayang Desa Teluk Paman, Kecamatan Kampar Kiri, Kabupaten Kampar tentang potensi perikanan dan nilai ekonomi yang dapat dihasilkan dari pemanfaatan sumber daya alam tersebut. Hasil penelitian menunjukkan bahwa sebagian besar masyarakat belum sepenuhnya menyadari potensi ekonomi yang ada di danau, dan mereka lebih fokus pada pemanfaatan tradisional untuk konsumsi pribadi. Kurangnya informasi, sosialisasi, dan pelatihan terkait pengelolaan perikanan yang berkelanjutan menjadi hambatan utama dalam meningkatkan kesadaran masyarakat. Masyarakat juga belum sepenuhnya menyadari bahwa sektor perikanan dan pariwisata berbasis danau dapat menjadi sumber pendapatan yang signifikan bagi perekonomian lokal. Oleh karena itu, diperlukan upaya yang lebih intensif dalam memberikan informasi dan pelatihan kepada masyarakat, serta meningkatkan keterlibatan mereka dalam proses pengelolaan sumber daya alam yang berkelanjutan untuk meningkatkan kesejahteraan dan perekonomian daerah.

Abstract

Kajian ini mengangkat tentang implementasi kebijakan Pemerintah daerah otonomi terhadap standar pelayanan minimal (SPM), karena dalam menyelenggarakan system otonomi daerah adalah merupakan kewenangannya terhadap daerah otonomi, kecuali urusan pemerintahan yang di atur dengan Undang-Undang hal ini ditentukan oleh urusan pemerintah. Dalam menyelenggarakan u   rusan pemerintahan yang menjadi kewenangan daerah, pemerintahan daerah menjalankan otonomi seluas-luasnya untuk mengatur dan mengurus sendiri urusan pemerintahan berdasarkan otonomi sesuai isi pasal 10 ayat (3) UU No. 32/2004, urusan pemerintahan yang tidak menjadi urusan pemerintahan daerah adalah : (1) politik luar negeri, (2) pertahanan, (3) keamanan, (4) yustisi,(5) moneter dan fiskal nasional, dan (6) agama. Ini berarti bidang-bidang lain diluar 6 bidang diatas menjadi urusan pemerintahan daerah dalam rangka pelaksanaan otonomi luas dan nyata. Dalam rangka untuk merealisasi otonomi daerah yang luas dan nyata pemerintahan daerah yang tanggap, mampu dan mempunyai kinerja terhadap system standar pelayanan minimal dalam pelayanan kepada publik.

Abstract

The deployment of Floating Photovoltaic (FPV) in Lake Khayangan, Rumbai, Pekanbaru, represents a strategic solution to reduce dependency on fossil fuels and foster an economy based on renewable energy (RE). This study discusses the contribution of FPV to enhancing the capacity of Micro, Small, and Medium Enterprises (MSMEs) by providing clean, affordable, and sustainable energy. Using qualitative analysis and a statute approach, the research identifies opportunities and challenges in developing FPV at Lake Khayangan and its impact on the local economy. The results reveal that FPV can reduce MSMEs' operational costs, create new employment opportunities, and increase local community income. The study also examines effective policies and strategies for FPV establishment to support MSME economic growth. Recommendations for the government, developers, and MSMEs are provided to optimize the potential of FPV at Lake Khayangan. These findings can serve as a foundation for developing a sustainable, renewable-energy-based community economy and improving the quality of life of people around Lake Khayangan. This research contributes to local and national economic development and supports Indonesia’s renewable energy policies.

Abstract

The growing emphasis on sustainable urban mobility has positioned electric vehicles (EVs) as a strategic component of transport transformation, particularly in developing cities with constrained infrastructure systems. One of the key challenges in supporting EV adoption is the provision of accessible charging infrastructure, which is closely related to user perception of acceptable service distance. This study aims to determine the optimal service distance of Electric Vehicle Charging Stations (EVCS) based on user preferences in Pekanbaru City, Indonesia, and to explore its implications for spatial planning. A quantitative approach was employed using a questionnaire survey of 51 respondents distributed across 15 administrative districts. All respondents were non-EV users, representing potential adopters in the early stage of transition. The survey captured preferred EVCS distance using interval-based categories, along with respondents’ awareness and intention toward EV adoption. The results indicate that the dominant preferred distance falls within the 2–4 km range, with an estimated mean of 3.08 km and a standard deviation of 1.98 km, resulting in an effective range of approximately 1–5 km. Considering urban road network constraints and detour factors, this range is further adjusted to 3–6 km to reflect more realistic travel conditions. These findings suggest that a relatively dense and accessible charging network is required to reduce range anxiety and support EV adoption. From a spatial planning perspective, a 4 km service threshold is proposed as a practical reference for EVCS deployment, representing the central tendency of user preferences within the adjusted range. This study highlights the importance of integrating user-based spatial parameters into infrastructure planning and contributes to the literature by emphasizing the role of perceived accessibility in shaping EV infrastructure demand in developing urban contexts.
